About this file
This is an industry day presentation for a pre-solicitation regarding AN/SPQ-15(V) Data Distribution Systems (DDS) production and sustainment services. The Naval Sea Systems Command (NAVSEA), through NSWC Dahlgren Division, is consolidating two existing contracts (N0017823D4501 and N0017824D4500) previously held by Frontier Electronics Systems Corp into a single new requirement (Solicitation N0017826R4506). The anticipated contract will be awarded as a Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) order with a 60-month period of performance consisting of a 12-month base year and four 12-month option periods. The requirement consolidates production and sustainment of AN/SPQ-14(V) Advanced Sensor Distribution Systems (ASDS) and AN/SPQ-15(V) Data Distribution Systems equipment for U.S. Navy ships, land-based sites, and Foreign Military Sales (FMS) ships, with an estimated 76.25 full-time equivalents needed across the contract term (15.25 FTEs annually). No set-aside determination has been made as of the presentation date.
The government requires comprehensive production and delivery capabilities including First Article Qualification Testing, Factory Acceptance Testing, Production Acceptance Testing, and 72-hour system burn-in testing before delivery. Engineering services must encompass systems engineering, hardware engineering (including digital signal processing, FPGAs, and PCB design), software engineering in C, C++, Java, and Python with security compliance, and technical services including environmental qualification testing per MIL-STD-810 and MIL-STD-461, platform installation testing per DOD-STD-2106A, and fleet technical support. Configuration management and integrated logistics support requirements include developing Interactive Electronic Technical Manuals in S1000D format, managing obsolescence through formal DMSMS planning, and implementing full cybersecurity lifecycle support including Risk Management Framework development, Authority to Operate maintenance, continuous monitoring using DISA STIGs and vulnerability scanning, and DevSecOps practices. The Sources Sought closed May 11, 2026; the draft solicitation is anticipated October 8-27, 2026, with final release December 9, 2026, and anticipated award April 24, 2028, with performance start May 30, 2028.
