About this file
This is a Sole Source Justification Form from the Illinois Department of Natural Resources (IDNR) for a farm lease at Johnson Sauk Trail State Park. The document details a revenue-generating agricultural lease for 118.20 acres in Henry County, with 70.80 acres of corn and 47.40 acres of soybeans for the 2025 farm season. The lease term is from 3/20/2025 to 2/28/2026, with no renewal options. IDNR attempted to competitively bid the lease twice (on 11/13/24 and 12/18/24), but no vendors submitted bids, ultimately leading to this sole source procurement with Daune Miller as the sole interested vendor.
The total estimated value of the lease is $106,115.10, with an estimated $95,477.10 going to the vendor and $10,638.00 to the state. The lease is funded as a revenue-generating contract, with IDNR's rationale focusing on supporting wildlife populations, promoting ecological agricultural practices, and generating income to support habitat and recreational opportunities. The department negotiated a price within the historical range for the farm lease and plans to re-evaluate the cropping requirements and competitively bid a 5-year term after the 2025 season. The sole source approach was chosen to prevent the land from remaining fallow and to maintain agricultural management of the state park property.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
It is the Illinois Department of Natural Recourses (IDNR) policy is to use agricultural leases as a tool to support wildlife populations and recreational opportunities at sites owned or managed by IDNR. The leases developed under this program will promote ecologically sound agricultural practices to improve soil health, minimize soil erosion, improve water quality, and reduce chemical impacts to benefit wildlife populations and their habitats. IDNR recognizes its responsibility to be a leader in conservation agriculture and strives to develop an agricultural lease program to be used as models for producers throughout the state. Income generated from agricultural leases supports enhancement or establishment of wildlife habitat and recreational opportunities.
2. Provide a list and describe in detail the specifications required to satisfy the need:
Lessee shall provide all necessary labor, machinery, tools, seed, fertilizer, equipment and insurance to do all of the work necessary for a farming operation for 2025 at Johnson Sauk Trail State Park. For 2025, the total amount of leased acres will be 118.20, 70.80 planted in corn and 47.40 planted in soybeans. Vendor shall plant and harvest all crops before the start of pheasant season in November except leaving 6 standing rows of crops on the longest edge of all fields for wildlife feed and cover.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
A 5-year Competitive Sealed Bid was published (B-44658) with a bid opening date of 11/13/24. One Vendor attended the vendor meeting but no vendors submitted a bid for this farm lease. Subsequently, IDNR rebid (B-45557) with a bid opening date of 12/18/24. 2 Vendors attending this meeting and neither vendor was the same one who attended the first meeting. However, no Bids were again received for the Farm Lease. Due to no other vendors being interested in the Lease and with the farm season for 20245starting, IDNR believes it would be in the best interest of the State to enter into a single year Sole Source contract with Daune Miller so the Farm Lease is not fallow for 2025. The Department plans to re-evaluate the cropping plan and requirements and competitively bid for a 5 year term after the 2025 season.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
Vendor was the only interested party for the farm lease at Johnson Sauk Trail State Park for the 2025 farm season under the requirements detailed by the Department of Natural Resources.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If yes, name the alternative vendors whose supplies or services were evaluated:
All Vendors who attended the Pre-Submission Meetings were asked and selected vendor was only one interested for 2025.
5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:
No Vendors submitted a Bid for this farm lease either time Bid was competitively Bid.
5c. Explain how the market evaluation was conducted?
*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).
The State used USDA Data for the productivity of the county in 2024 for agricultual crops and the adverage price per bushel to calculate the estimated value to the Vendor for this lease.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
DNR negotiated with the Vendor and a price was determined that fell within an approximate historical price range for the farm lease at Johnson Sauk Trail State Park that was fair to both parties.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
There would be an increased expense to the Department to properly maintain the site using Best Management Practices for agriculture and wildlife management. Revenues generated from this lease also helps offset cost to manage recreational opportunities. Loss of revenue to the site/agency would be $10,638.00 annually.
10. Is there any additional information you would like to add to justify this sole source?
