About this file

This document is a Sole Source Justification Form for a contract to provide business cards to governmental units and qualified not-for-profit agencies in Illinois. The requesting agency is the Central Management Services Bureau of Strategic Sourcing. The contract will be with vendor Transitions, NFP for a one-year term from September 15, 2020 to September 14, 2021, with no renewal options. The estimated value of the initial term is $24,825.

The contract will allow governmental units and qualified not-for-profit agencies to purchase business cards on an as-needed basis, providing cost savings and employment opportunities for individuals with developmental disabilities through the State Use Program. The price is considered fair and reasonable based on past history and current market rates. This sole source contract is justified because Transitions, NFP is the only approved State Use vendor able to provide these services, which directly supports employment for the developmentally disabled.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

To establish a one year master contract with a State Use Vendor to allow all governmental units and qualified not-for-profit agencies to purchase business cards on an as needed basis for the life of the contract.

2. Provide a list and describe in detail the specifications required to satisfy the need:

Business Cards

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

This contract will allow all governmental units and qualified not-for-profit agencies to utilize cost savings from a State Use contract which in turn provides work for persons with developmental disabilities. This also allows for the smaller agencies to take advantage of the same prices as the larger agencies. The State Use Vendor provides opportunities for those with developmental disabilities to be a productive part of society.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

A State Use Vendor is a not-for-profit entity that employs individuals with developmental disabilities.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?

The State Use Vendor has been supplying Business Cards to governmental units and qualified not-for-profit agencies for 10 years.

6. Are there resellers or distributors?

Without this contract, agencies would be required to make small purchases, resulting in additional costs to the State. If this contract is not approved this would result in a loss of work for the State Use Vendor which would result in the loss of employment for the developmentally disabled.

10. Is there any additional information you would like to add to justify this sole source?

This contract will provide persons with developmental disabilities with job training.
