About this file
This document is a Sole Source Justification Form for a contract between the Illinois Central Management Services - Bureau of Strategic Sourcing and ComWell for Bakery Mixes. The contract will allow the Department of Corrections, Department of Juvenile Justice, Department of Human Services, and the Department of Veterans Affairs to purchase Bakery Mixes on an as-needed basis for a one-year term from September 15, 2020 to September 14, 2021. The estimated value of the initial term is $2,068,657.75. This sole source contract is justified because ComWell is the only vendor approved by the State Use Committee to provide these services, which allows the state agencies to leverage their buying power and provide work opportunities for individuals with developmental disabilities.
The pricing for this contract is based on past history and the current market. This contract will provide approximately 40 persons with developmental disabilities with job training. Without this statewide master contract, the state agencies would have to make smaller, more costly purchases, and the State Use Vendor could lose the employment opportunities they provide. The contract will be funded through state appropriated funds.

Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
To establish a one year master contract with a State Use Vendor to allow the Department of Corrections, Department of Juvenile Justice, Department of Human Services and the Department of Veterans Affairs to purchase Bakery Mixes on an as needed basis for the life of the contract.
2. Provide a list and describe in detail the specifications required to satisfy the need:
Bakery Mixes
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
This contract will allow The Department of Corrections, Department of Juvenile Justice, Department of Human Services and the Department of Veterans Affairs to utilize cost savings from a State Use contract which maximizes and leverages their buying power and in turn provides work for persons with developmental disabilities. This also allows for the smaller institutions to take advantage of the same prices as the larger institutions. Without a statewide master contract, the Department of Corrections, Department of Juvenile Justice, Department of Human Services and the Department of Veterans Affairs would have a disruption in serving food to those individuals in the various facilities. The State Use Vendor provides opportunities for those with developmental disabilities to be a productive part of society.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
A State Use Vendor is a not-for-profit entity that employs individuals with developmental disabilities.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

Bulletin Reference Number 21-416CMS-BOSS4-B-16543
Requesting Agency/University Central Management Services
5a. If no, why weren't alternatives evaluated?
State Use Vendor has been supplying Bakery Mixes to the Department of Corrections, Department of Juvenile Justice, Department of Human Services and the Department of Veterans Affairs for at least 15 years.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
Based on past history and current market.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
Without this contract, institutions would be required to make small purchases, resulting in additional costs to the State. If this contract is not approved this would result in a loss of work for the State Use Vendor which could result in the loss of employment for the developmentally disabled.
10. Is there any additional information you would like to add to justify this sole source?
This contract will provide approximately 40 persons with developmental disabilities with job training.
