About this file
This file contains vendor questions and answers related to RFQ SPMYM326Q3113 for a vent silencer, addressing technical clarifications needed for accurate quotation. The Q&A document, dated March 17, 2026 (as of Amendment 03), captures five key inquiries from potential vendors regarding design specifications and operational parameters.
The primary technical issues addressed concern design flow rate specifications, operating conditions, and ASME code compliance. Vendors requested clarification on whether the silencer should be designed for a fixed flow rate versus the stated "12,000 SCFM or more," the temperature range of venting air (specified as "-5 deg F or less"), maximum inlet pressure (noted as "125 PSIG or greater"), and whether operation is intermittent or continuous. Additional questions addressed whether the 85 dBA noise requirement should be measured at 3, 5, or 20 feet from the silencer outlet, whether inlet pressure requirements mean the device must create/maintain 120 PSIG or simply be designed to that rating, and whether ASME Section VIII, Division 1 diffuser requirements apply to design or testing. Government responses directed vendors to updated Material Specifications for answers. The final clarification revealed the silencer will be installed downstream of a throttle valve used for pneumatic valve testing, with actual operating parameters of approximately 10,500 SCFM flow rate at 45 PSIG inlet pressure, derived from a 1500 PSIG source upstream of the throttle valve.

SPMYM326Q3113 Vent Silencer Questions (1-5) – as of Amendment 03, 3/17/2026:
Q1) If you need the silencer to handle more flow or greater or lower, then that needs to be advised as that makes it too open ended. For example if we design the silencer to vent 12,000 SCFM and it vents 25,000 SCFM, then the silencer could fail and blow up. We design to a maximum and the silencer does not handle more. Is this ok?
A1) See updates to Material Specifications.
Q2) The specification and sketch show 12,000 SCFM (or more) intermittent air flow. We need to know the maximum air flow through the vent or control valve. The specification and sketch show 125 PSIG (or greater) pressure rating at inlet. We need to know the pressure and temperature of the air upstream of the vent or control valve. Can you please provide the additional information in the fill-in data sheet to ensure we have all of the information we need to quote?
A2) See updates to Material Specifications.
Q3) Please see below clarifications we will need in order to prepare an accurate quote for you:
• The flow is described as “12,000 SCFM or more”. What should be our design flow rate?
• What is the temperature range of the air flowing through the pipe? Or is this system venting air at -5 deg F or less? The temperature is called out as “-5 deg F or less”
• What is the maximum pressure of the air? You called out “125psig or greater”
• Is this an intermittent or a continuous vent?
• At what distance from the silencer outlet should we calculate the 85dBA? 3ft, 5ft, 20ft…(?)
A3) See updates to Material Specifications.
Q4) We’ve reviewed Revision 1 of the RFQ and request clarification of note 3: Max 120 psig inlet pressure and note 8: ASME Section VIII, Div. 1 code diffuser.
4a) Note 3: Is the inlet required to create and maintain 120 psig or does it just need to be designed to 120 psig?
4b) Note 8: The diffuser isn’t a restrictive device. It’s open to atmosphere and doesn’t create or maintain any pressure. It can’t be ASME code tested because the openings in the perforated steel can’t be sealed. Does note 8 require the diffuser to be built to ASME code Section VIII, Div. 1 or designed to ASME code section VIII, Div. 1?
A4a) Designed to 120 PSIG.
A4b) Designed to ASME Code Section VIII, Div 1.
Q5) Can you confirm the pressure upstream of the valve. Pressure upstream of the relief valve is required for noise analysis.
A5) This question appears to make the assumption that this silencer is being installed on the outlet of a relief valve. It will be installed downstream of a throttle valve used to control the flow of pneumatic valve testing. This throttle valve will experience at most 1500 PSIG at its 2” SCH 160 inlet and by the time it flows through all the outlet piping instrumentation and expansion fittings it will have an estimated 10,500 SCFM flow rate at 45 PSIG when it makes contact with the vent silencer.
