STATEMENT OF WORK FOR SOLICITAOPTTIONTION
INDUSTRIAL GASES AND TANK/EQUIPMENT RENTAL AND MAINTENANCE
1. Scope
1.1. General Description. Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires a broad range of bottled gases, bulk gases, and tank/equipment rentals delivered Just-in-Time, from the Contractor’s distribution center(s) to multiple sites within the PSNS & IMF locations, i.e., Bremerton, Bangor, and Everett.
1.2. Contract Type. The contract shall be a one-year base period and three (3) one-year option periods and shall be a Firm Fixed Price Indefinite Delivery Indefinite Quantity Type Contract (IDIQ). Ordering will be made through issuance of written delivery orders, unless authorized by an oral order made by a warranted DLA Contracting Officer only.
2. References (Applicable Standards and Certificate of Analysis (COA) Requirements). The Contractor is required to comply with all standards and specifications of all items listed below.
Note: Per paragraphs 3.3 and 4.8, Contractor shall provide COA for gases detailed in paragraphs 2.7 and 2.8, at no additional cost to the Government, as follows:
Double (**) indicates upon delivery of each lot of gas delivered.
Single (*) indicates when requested by the Government as follows.
Bulk Gases in Liquid Form: The vessel in which the gas is originated from, delivered in, or to, at the Government’s direction shall be treated as follows:
· Quarantine: The vessel will be quarantined by the Government, the Contractor will be notified of the need for a COA, the Contractor will have 2 (two) business days to obtain a sample of the vessel gas, and as additional 2 (two) business days to analyze and provide the COA.
· Transfer of Custody: The vessel will be quarantined by the Government, the Contractor will be notified of the need for a COA, the Contractor will have 2 (two) business days to take custody of the vessel, and as additional 2 (two) business days to analyze and provide the COA. In this circumstance, the Contractor will use a “Chain of Custody” form for proper tracking.
High-Pressure Cylinders in Gaseous Form: When required by paragraph 3.3 and 4.8, a COA shall be provided within two (2) business days, when requested, as follows:
· Industrial Gas (Para. 2.4): COA for High-Pressure Cylinder Industrial Gases shall reference the original bulk supply COA.
· Mixed Welding Gas (Para. 2.8) and Argon (Para 2.7): Per paragraph 3.3, the Government expects that each lot of High-Pressure Cylinder Welding Gas will have 1 (one) cylinder tested and used as the basis for the COA for the entire lot.

2.7. Industrial/Welding Gas. Gases per this contract shall be of a commercially available grade with the exception of those listed below, which shall comply with and meet all of the physical and quality assurance requirements of the cited specifications. Failure of any one container constitutes failure of the entire lot.

2.8. Welding Mixed Gas. All Mixed Gases per AWS A5.32M/A5.32 and shall meet the mixture tolerance of Table 3 and the purity, dew point, moisture and nitrogen content of Table 4. If the gas mixture requested is not listed in AWS A5.32M/A5.32 for gas mixtures, the applicable military or Federal Specification for single component gases may be used with the tolerance of mixture, purity, dew point, moisture and nitrogen requirements of Table 3 and Table 4 of AWS A5.32M/A5.32. Note: Mixed gases in paragraph 2.5.1, 2.5.2, 2.5.3, 2.5.6 and 2.5.7 require testing for nitrogen as specified in AWS A5.32, Table 4, note a.

3. Objective Quality Evidence (Reports)
3.1. Certificate of Conformance (COC) - Bulk or Micro Bulk Storage Tanks (COC - A form that states the product or item conforms to the requirements of a specification). Contractor shall establish and maintain COCs for each contractor owned tank they supply, control, or maintain for this contract for the duration of the contract.
3.1.1. The COC shall be established by the contractor to validate the tank is certified for storage of a particular gas type, when the tank is inducted into use for this contract.
3.1.2. The contractor shall establish a new COC when a tank currently in use for storage of a specific gas type is changed to storage of another gas type.
3.1.3. Contractor shall provide COC for tanks when requested by the Government within two (2) business days.
3.2. Certificate of Conformance (COC) – Gases. Contractor shall provide, at no additional cost to the Government, COC verifying that all lots of gas conform to all gas specifications, both liquid and gaseous, as referenced in paragraphs 2.7 and 2.8. The COCs shall be provided to the Contracting Officer (KO) and the Contracting Officer’s Representative (COR) within five (5) business days of contract award and within five (5) business days of renewal/exercise of any contract option year, and within two (2) business days as changes occur, or when otherwise requested by the Government.
3.2.1. Contractor format is acceptable and at a minimum the gas COC shall be signed by qualified Contractor Personnel and shall include the wording: “THE (GAS TYPE) SUPPLIED TO PSNS & IMF UNDER (CONTRACT) MEETS THE REQUIREMENTS OF (SPECIFICATION NUMBER/TITLE).”
3.2.2. Contractor may also provide supplemental COCs provided to the Contractor from an authorized official of a subcontractor or manufacturer.
3.2.3. Contractor shall immediately notify the KO and COR in the event Contractor becomes unable to provide gases per specifications referenced in paragraphs 2.7 and 2.8.
3.2.4. Furnishing of the COC by the Contractor shall not limit or restrict the Government’s right of inspection under the inspection provisions of the contract.
3.3. Certificate of Analysis (COA) - (An authenticated document issued by the Contractor’s Quality Assurance Group that establishes that a regulated product has met its product specification and quality). The Contractor shall:
3.3.1. Perform chemical test/analysis of each gaseous and liquid lot (as defined below) of gas supplied in performance of this contract per specifications referenced in paragraphs 2.7 and 2.8. Lot test records shall be traceable from the lot vessel markings to the COA and shall be retained for the duration of the contract.
3.3.2. Produce written COAs that include test data/chemical analysis break out showing elements tested for and that indicate conformance to specifications based on actual chemical tests performed for each lot.
3.3.3. Provide COAs to the COR at no additional cost to the Government as indicated in paragraphs 2.7. and 2.8. See Note of paragraph 2 for periodicity.
3.3.4. Contractor format is acceptable and at a minimum the COAs shall be signed by qualified Contractor personnel and shall include the following:
· Government Contract Number
· Specification
· Lot Number (unique ID traceability)
· Gas Type
· Vessel Marking/Serial Number (if cylinder)
· method/instrument used to test the material
· Location of testing facility used
· Analytical Results including composition requirements according to the specification
· The statement: “THE (GAS TYPE) SUPPLIED TO PSNS & IMF UNDER (CONTRACT) MEETS THE REQUIREMENTS OF (SPECIFICATION NUMBER/TITLE)”
3.3.5. For COC and COA Quality Assurance and testing requirements a “Lot” shall be defined by the specifications referenced in paragraphs 2.7 and 2.8.
3.3.6. Lot definition exception: For the purposes of quality conformance for paragraphs 2.7.2, 2.7.3, 2.7.4, and 2.8, or where no specification exists, or where no clear definition of a lot exists, the following shall apply:
· Bulk Gas: The entire amount of gas generated as the original bulk supply in one shipping container shall constitute a lot.
· High-Pressure Cylinders in Gaseous Form for welding gases of para. 2.8: Every Cylinder filled from the same source on the same day shall constitute a lot.
3.4. Reports. Contractor shall prepare and submit the following reports to the KO and the COR within five (5) business days after end of reporting period, at no additional cost to the Government. Contractor format is acceptable. In addition to specific report data fields, all reports shall include:

3.4.1. Yearly Reporting Requirement

4. Requirements – All requirements herein to be performed at no additional cost to the Government.
4.1. Government Oversight. The Government shall perform periodic product testing and periodic (at least annually) audits of the Contractor's compliance to this contract. The Contractor shall make available all Quality Assurance and Quality Control records, and shall provide access to their facilities for these audits.
4.2. Contractor Responsibility. The Contractor is responsible, either through its own resources or subcontractor, for the full range of logistics and customer-support processes including: product, tank (a vessel that holds liquid gas), cylinder (a vessel that holds gaseous gas), equipment pick-up and delivery, inventory management, certification and maintenance, warehousing, transportation, supplier relationships, technical compliance, quality assurance, customer service, order receipt and fulfillment, return processing, invoicing, data collection and reporting. High pressure cylinders shall be pressurized IAW commercial standards for cylinder types and sizes. The Contractor, through the COR, shall schedule a joint quarterly inventory of all leased microbulk tanks.
4.3. Qualified Personnel. The Contractor shall ensure all Contractor Personnel have qualifications specific to their duties, which shall be supported by licenses, permits, tests, statements of competency, or other documentation. Contractor shall retain records of those qualifications and provide when requested by the Government within five (5) business days.
4.4. Contractor Owned Equipment. All work detailed within paragraph 4.4 shall be done in such a manner as to minimize disruption of ongoing Government work. The Contractor shall:
4.4.1. Certify, install, maintain and keep all equipment used in performance of this contract in good operating condition in accordance with applicable standards, rules, regulations and good commercial practices. Contractor shall retain records of those activities for the duration of the contract and provide when requested by the Government within five (5) business days.
4.4.2. Tank/Equipment Connects/Disconnects. The contractor shall provide all connects and disconnects for bulk tanks. Transfer equipment shall be cleaned, inspected and protected IAW CGA G-4.1-2018, MIL-PRF-27210J for the bulk tank delivery.
4.4.3. Tank Installation and Removal.
a. Tank installation and removal including crane support shall be the responsibility of the contractor.
b. The Contractor shall provide all piping, insulation and equipment between the Contractor Tank and the Government demarcation point where applicable (e.g. between the Contractor Tank and the Shipyard oxygen demarcation flange).
· The contractor shall provide a Low Temp Cutoff Regulator before the demarcation point at Bldg 460 Oxygen Supply Point and Bldg 1124 Oxygen Supply Point.
4.4.4. Perform repair. For equipment needing non-emergent repair, as determined by either the Contractor or the Government, the Contractor shall have eight (8) business hours to notify/acknowledge the need and respond to the Government (by telephone allowed), two (2) business days to provide (at minimum) remote technical assistance and five (5) business days to have a qualified Contractor Technician at the Government site to satisfactorily remedy the issue.
a. All tools and gases needed for troubleshooting repairs shall be the responsibility of the contractor
4.4.5. Perform emergent maintenance/repair. For equipment requiring immediate attention due to safety or critical Government work evolutions, as determined by either the Contractor or the Government, the Contractor shall provide same day service to satisfactorily remedy the issue.
a. All tools and gases needed for troubleshooting repairs shall be the responsibility of the contractor
4.4.6. Replace or relocate equipment – Contractor determined.
a. If the Contractor determines that its equipment needs to be replaced or relocated for safety, maintenance, or need of access the Contractor shall immediately notify the KO and the COR.
b. A site for equipment needing relocated shall be coordinated between the Contractor and the COR.
c. Equipment relocated to perform maintenance shall be returned to its original location, unless otherwise agreed to by the COR.
4.4.7. Replace or relocate equipment - Government determined.
a. If the Government determines the Contractor’s equipment needs to be replaced, the Contractor shall have eight (8) business hours to acknowledge the need and respond to the Government (by telephone allowed), and five (5) business days for non-emergent replacement or twenty-four (24) clock hours for emergent replacement, unless otherwise agreed to by the COR. Replacement equipment shall be of the same type and capacity as that being replaced, unless otherwise agreed to by the KO for contract modification.
b. If the Government determines that the Contractor owned cryogenic micro-bulk tanks need relocating, the Government, thru the COR, shall coordinate movement and provide courtesy notice to the Contractor of such movement. Movement of the tanks shall be performed by the Government with technical guidance provided by the Contractor.
c. Relocation of Contractor owned wheeled (i.e., trailer) equipment, from one PSNS&IMF site to another (i.e., Bremerton to Bangor or Everett) shall be via Contractor provided transportation. If Contractor is unable to meet the Government’s need for movement, such movement shall be authorized by the KO to utilize Government transporters.
d. Relocation of Contractor owned wheeled (i.e., trailer) equipment, within the Controlled Industrial Area (CIA) shall be via government provided transportation and approved thru NAVFAC and after the authorized requestor submits documentation to schedule and approve transportation.
4.4.8. Notification of Work. Contractor shall provide a formal written report to the COR at least sixty (60) days prior to desired start date of work that will significantly disrupt the Government. The report shall describe the extent of work to be done, time to complete, personnel needed, and equipment required.
4.4.9. Temporary Services. Contractor shall provide temporary services during the removal, installation and/or prolonged maintenance of gas tanks.
4.4.10. Designated Technical Personnel. The Contractor shall provide the Government with points of contact for notification purposes and technical assistance for regular business hours and after business hours.
4.5. Damage/Loss of Equipment. If the Contractor discovers damage to or loss of Contractor’s equipment, Contractor shall notify the KO and the COR, in writing, of the damage or loss and shall provide all relevant details to include cost of repair or replacement.
4.6. Support Equipment
4.6.1. Mixing Stations: Constant Flow Gas Mixers or Surge Tank Gas Mixers shall be available for use.
a. Constant Flow Style Gas Mixers shall maintain consistent pressure drop across flow restrictions and be equipped with pressure sensing switches to assure mix quality, output for pure argon or 1-2 mixed gases, orifice based blending device that is not adjustable without technician supported component changes. Mix shall not change as long as incoming pressure(s) are correct. Mixers shall be equipped with a pressure monitoring alarm module, digital display of pressures, adjustable alarm limits; and equipped with test port for gas sampling.
b. Surge Tank Style Gas Mixers shall be equipped with all necessary equipment to maintain mixed gas quality inside of the surge tank while maintaining ability to accomplish Additional Requirements below (i.e. solenoid valves, pressure switches, gas ports, regulators, etc).
c. Additional Mixer Requirements
· Mixing stations shall be monitored and maintained by a Qualified Contractor Technician. Technician shall perform the required maintenance and calibration of the equipment required by the equipment manufacturer for critical welding applications. The Contractor shall:
· Calibrate the gas mixers on a weekly basis and maintain a record of this operation, along with the manufacturer’s owner’s manual, inside a weather tight container/compartment on the mixing station.
· Calibrate mixing stations when requested by the government. A “Certified Standard” calibration gas shall be used for the initial calibration of the mixers, or as recommended by the manufacturer. For the initial calibration of the weld gas mixer display, a primary gas standard with a CoA (report) from an ISO 17034 reference material provider is required when available. Record of this calibration operation will be maintained by the Contractor and shall be made available when requested by the Government within two (2) business days.
· Test the audible alarms during the calibration of the gas mixer to confirm functionality. The High / Low mix range settings shall to hold component gas nominal concentrations greater than 5% to a value within 10% of the minor component. [e.g., an addition of 25% carbon dioxide nominal value shall not vary by more than ± 2.5% (from 22.5% to 27.5%)]. The High / Low mix range settings shall hold component gas nominal concentrations between 1% and 5% to a value within 0.5% absolute [e.g., .an addition of 5% carbon dioxide shall not vary by more than ± 0.5% (from 4.5% to 5.5%)].
· If the mixture is found out of tolerance by a periodic Government check, the Contractor shall calibrate the mixer to the government laboratory report and adjust the mixture to within acceptance criteria within two (2) business days. If there is a disparity between the Government and Contractor analysis, the Government analysis will be used for calibration.
4.6.2. Electric Vaporizer
a. Shall be capable of supplying liquid nitrogen, liquid oxygen and liquid argon at a 7500 Standard Cubic Feet per Hour (SCFH) flow rate, 300 PSI nominal operating pressure, and Maximum Allowable Working Pressure (MAWP) 500 psig. Vaporizer shall be securely attached to metal pallet with forklift access. Inlet shall be 3/4” male pipe connection and outlet shall be ¾” female pipe connection. Power requirements shall be 480Volts, 3 Phase, 60Hz, with NEMA 4X enclosure, circuit breaker type disconnect with door interlock. Shall have control circuitry with power on light, contactor on light, and high temp limit switch with reset and high temp alarm light. Shall be equipped with low temp cut off solenoid, outlet gas temp sensor and outlet temperature controller.
4.6.3. Ambient Air Vaporizer
a. Liquid Nitrogen, Oxygen and Argon
b. Shall be capable of supplying liquid nitrogen, liquid oxygen and liquid argon at a 6000 SCFH flow rate for eight hours. 130 PSI nominal operating pressure, MAWP 600 psig. Vaporizer shall be securely attached to metal pallet with forklift access 1” male inlet pipe thread connection, 1” male outlet pipe thread connection. 10-15 psig pressure drop at full flow rate.
4.7. Government Owned Cylinders. Contractor shall obtain, utilize, and manage Government owned cylinders used in performance of this contract. Contractor shall:
4.7.1. Within 30 days of contract award, pick up all cylinders being furnished as part of this contract (see paragraph 5) from previous Contractor’s facility.
4.7.2. Within 45 days of contract award, affix bar codes.
4.7.3. Continuously provide safe storage, inventory management, filling, pick-up, delivery, and certification of Government owned cylinders.
a. Including providing serial numbers for each government owned cylinder picked up and dropped off on the associated pickup / delivery ticket.
4.7.4. Provide routine maintenance, certification and painting in accordance with: paragraph 2.1 for test, inspection, maintenance, and certification requirements, and paragraph 2.2 for paint requirements.
4.7.5. Ensure purchased cylinders conform and are labeled according to reference 2.4.
4.7.6. Dispose of any cylinders that fail hydrostatic testing. Notification of any failed hydrostatic test will be sent to the COR prior to disposal.
4.8. Gas Identification (Cylinder). For cylinder gases requiring a COA, per paragraphs 2.7, 2.8, and 3.3, in addition to standard specification labeling requirements and precautionary information as required by federal, state, local, and provincial requirements, each cylinder shall have a tag, sticker, or bar code, affixed which includes the Lot Number- traceable to the Certificate of Analysis.
4.9. Bulk Tank Identification/Fill Log. All liquid gas mixing stations and associated fill tanks, as well as all liquid Argon tanks for welding gases, shall have a Fill Log affixed to the tank indicating:

5. Government Furnished Equipment.
5.1. Gaseous Cylinders: The Government shall furnish a variety of types and sizes of cylinders for use in performance of this contract. The Government estimates there will be approximately 1000 cylinders at the Contractor’s site, as shown in the table below, and approximately 20% more cylinders in use at PSNS & IMF sites. 5.2. Bulk Tanks and Manifold Bottle Racks: The Government shall furnish the following vessels as a part of this contract:

· 2 ea - Argon 196 Dewars, SNs A1 & A2 at Bldg. 983
· 4 ea - Nitrogen 196 Dewars, SNs N1, N2, N3, N4 at Bldgs. 59 and 983
· 4 ea - 12 Manifold Bottle Racks, SNs A1, A2, A3, A4, A5 for 90/10 gas mix at Bldg. 460
· 2 ea - 12 Manifold Bottle Racks, B1, B2 for 95/5 gas mix at Bldg. 460

· 1 ea - 1000 Gallon Propane Tank, SN 1022535 at Bldg 7048
· 1 ea - 1500 Gallon Nitrogen Tank, SN 5829811 at Bldg 7000

6. Delivery Schedule. Deliveries shall be made as follows, unless otherwise specified on the individual delivery orders.
Delivery tickets are required for both written and oral orders. Vendor will provide a copy of the delivery ticket to the Shipyard point of contact (POC) or receiver upon completion of delivery. The delivery ticket will specify pertinent information, i.e., gas/product information or contract line item (CLIN) and quantity delivered. The Shipyard POC/receiver will print his name, sign, date and provide a badge number on the delivery ticket. The original copy will be kept by the vendor and a duplicate copy will be provided to the Shipyard POC/receiver.
6.1. Cylinder Gases:
0. PSNS and Naval Base Kitsap – (Monday, Wednesday, Friday)

NOTES:
· Nitrogen N2 and Argon delivery within 48 hours of order and 24-48 hours for other types of industrial gases.
· Cylinder availability. If an empty cylinder will require re-testing/hydro-testing or re-certification, expect 1 to 2 week delay in delivery of the filled cylinder.
· If Contractor does not have an empty cylinder to fill for a swap out, a pick-up date for the empty cylinder will be scheduled (usually the next time the Contractor is making a delivery to PSNS). The delivery for the cylinders will be 48HRS after the pick-up date if re-testing or re-certification is not required.
6.2. Bulk Gases:

6.3 Delivery is expected to be made during normal business hours (0720-1602 PST for PSNS and Naval Base Kitsap and 0630-1500 PST for IMF Bangor). Vendor will provide 24-hour service and may be required to deliver outside of normal business hours. The order will specify whether delivery is required outside of normal business hours and include the applicable CLIN (X004AB) for that delivery.

7. Delivery Locations. Delivery locations are subject to change as project requirements change. Due to the number of customers serviced by this contract, delivery locations and POCs shall be specified on each order.
