1. Amendment is hereby issued to answer vendor questions.

Amendment 0003 included the following:
A. Changes incorporated into the solicitation B. Questions submitted by interested parties and the Government responses.
A. The following changes are hereby incorporated into the solicitation:
1. Clause DLAD 52.215-9036 – SALES PRICING PRACTICES is hereby deleted from the solicitation.
2. Clause DLAD 52.215-9037 - PRICE REDUCTIONS is hereby deleted from the solicitation.
B. Questions were submitted by interested parties. DLA Troop Support has prepared answers to these inquiries. An offeror’s question may not appear in the exact wording or format submitted due to consolidation of questions.
Question 1: SOW paragraph 4(a) does not list any technical requirements for interfacing with customer specific systems. Is the contractor required to develop any IT interfaces with customer systems, for example, with CEMAS or Maximo? Are there any additional requirements related to contractor reporting to customer-specific systems?
Answer: During contract performance the TLS PV may be required to interface with additional customer specific systems as developed or implemented by the customer.
Question 2: Do the Distribution Ceiling Prices (i.e. the Distribution Matrix) apply to any item that may be ordered during the term of the contract regardless of whether or not the item is included with the initial PEL or Acceptable Alternates list incorporated into the initial contract award?
Answer: Yes. The Distribution Ceiling Prices are firm fixed ceiling prices per order that are applicable to all items, including products and incidental services, that may be ordered during the life of the contract.
Question 3: Paragraph (1) of the Past performance instructions state for the offeror to “provide a list of your top 3 highest dollar value contracts performed at some point within the past five years for Maintenance, Repair and Operations type items as described in the SOW”. For the most recent MRO TLS solicitations for Hawaii (SPM8E3-14-R-0003), Southwest (SPM8E3-14- R0004, and Alaska (SPM8E3-14-R-0009, Amendments were released that revised the instructions to: “Provide a list of your top 5 highest volume dollar contracts performed at some point within the past 5 years for Maintenance, Repair and Operations (MRO) type items as described in the SOW”. Does DLA intend instead for offerors to provide a list of the top 5 highest dollar value contracts for MRO type items within the past 5 years, consistent with Amendment #5 to the MRO Hawaii solicitation, Amendment #6 to the MRO Southwest solicitation, and Amendment #1 to the MRO Alaska solicitation?
Answer: No. The instructions in the solicitation are correct. It states “Provide a list of your top three (3) highest dollar value contracts performed at some point within the past five years for maintenance, repair and operations (MRO) type items as described in the SOW.”
Question 4: Paragraph i) on page 45 defines “Acquisition Unit Price” as “the actual invoice price of the product or incidental service (the TLS PV) paid or will pay to the manufacturer or supplier”, however, paragraph D to page 7 states, “Each delivery order issued against the contract will be firm fixed price “. Will the Acquisition Unit Price cited in each contract delivery order be a firm fixed unit price or will it be subject to upward or downward adjustment according to the actual invoice price of the product or incidental service the TLS PV paid to the supplier?
Answer: As stated on page 43 of the solicitation, acquisition prices for PEL Items and Acceptable Alternates are firm fixed ceiling prices after contract award. The TLS PV may not submit an order for a PEL item or Acceptable Alternate with a price that exceeds the Acquisition Ceiling Price (ACP) during the applicable Pricing Period. That price on the delivery order is firm fixed price.
Question 5: If the TLS PV receives a rebate from a supplier after an item is ordered (e.g. end of year rebate based on purchase volume), assuming that the order price was originally accepted by the Government as fair and reasonable, must the contractor reimburse the Government for the rebate received?
Answer: Pin accordance with clause DLAD 52.217-9017(c), the contractor shall pass any savings from discounts or rebates to the Government in the contract price and invoice for payment.
Question 6: Solicitation, pg. 15 Will the Government please consider removing DLAD 52.215-9036 – SALES PRICING PRACTICES and DLAD 52.215-9037 PRICE REDUCTIONS? Is the information required by DLAD 52.215-9036
– SALES PRICING PRACTICES to be submitted with the proposal or at a later date?
Answer: DLAD 52.215-9036 and DLAD 52.215-9037 have been deleted from the solicitation (see above).
Question 7: Will the Government be conducting a price realism analysis on offers received in response to this solicitation?
Answer: The Government will not be performing a price realism analysis.
Question 8: Store front requirement three job categories are requested: Two Store
Clerks and Storefront Manager at the joint Base Lewis-McChord in Washington. The Service Contract Act (52.222-41) is not checked, however on subsequent pages as a flow down requirement the SCA act is checked.
Please clarify which is correct. If the SCA is applicable, what are the Wage Determinations titles for each of the two job categories so that the bidder can propose the correct applicable wage determinations?
Answer: The Service Contract Act is not applicable to this solicitation.
