DSCP - See Page 58. Offerors must identify all subcontractors and demonstrate the flow down to the point of origin of component contents to evidence “domestic sourcing” requirements into all subcontracts. The successful offerors must also provide access to invoices and other documents demonstrating adherence to domestic content requirements.
The Government intends to evaluate quotations and award a contract without discussion with offerors. An Offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines it is necessary.

52.209-4 First Article Approval—Government Testing.
(a) The Contractor shall deliver (SEE SCHEDULE ABOVE ) within _45___ calendar days from the date of this contract to the Government at: DSCP Attention :Liz Bailey DSCP-FQCC- Bldg 6 – D075 700 Robbins Avenue Philadelphia, PA 19111-5092
The shipping documentation shall contain this contract number and the Lot/Item identification. The characteristics that the first article must meet and the testing requirements are specified elsewhere in this contract.
(b) Within _10____ calendar days after the Government receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract.
A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite reasons for the disapproval.
(c) If the first article is disapproved, the Contractor, upon Government request, shall submit an additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional tests following a disapproval. The Contractor shall furnish any additional first article to the Government under the terms and conditions and within the time specified by the Government. The Government shall act on this first article within the time limit specified in paragraph (b) of this clause. The Government reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these tests.
(d) If the Contractor fails to deliver any first article on time, or the Contracting Officer disapproves any first article, the Contractor shall be deemed to have failed to make delivery within the meaning of the Default clause of this contract.
(e) Unless otherwise provided in the contract, the Contractor—
(1) May deliver the approved first article as a part of the contract quantity, provided it meets all contract requirements for acceptance and was not consumed or destroyed in testing; and
(2) Shall remove and dispose of any first article from the Government test facility at the
Contractor’s expense.
(f) If the Government does not act within the time specified in paragraph (b) or (c) of this clause, the
Contracting Officer shall, upon timely written request from the Contractor, equitably adjust under the Changes clause of this contract the delivery or performance dates and/or the contract price, and any other contractual term affected by the delay.
(g) The Contractor is responsible for providing operating and maintenance instructions, spare parts support, and repair of the first article during any first article test.
(h) Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or
(2) termination settlements if the contract is terminated for the convenience of the Government.
(i) The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the Offeror/Contractor and have been accepted by the Government. The Offeror/Contractor may request a waiver.
(j) The Contractor shall produce both the first article and the production quantity at the same facility.
52.209-9P01 SPECIAL INSTRUCTIONS FOR FIRST ARTICLES AND ATTENDANT
DOCUMENTATION (MAY 2004) DSCP
(a) The contractor shall notify the cognizant Quality Assurance Representative (QAR) in sufficient time prior to the manufacture of the first article in order to accommodate an in-process verification of first article manufacture.
(b) The contractor shall notify the contracting officer and the QAR in writing at least 10 days prior to the date the first article will be presented to the QAR (before submission to the facility designated in paragraph (a) of FAR clause 52.209-4, FIRST ARTICLE APPROVAL--GOVERNMENT TESTING).
The same criteria for the acceptance of a Certificate of Compliance for the components of the entire contract quantity shall apply to the acceptance of the first article components unless specifically stated otherwise.
(c) All documentation, to include first article examination and testing reports, shall be submitted with the first article .

(d) When first article testing will be conducted at the contractor's plant, the contractor shall provide all facilities, equipment and personnel required to perform the examination and evaluation of the first article and the government reserves the right to charge the contractor for any additional costs of examination and evaluation caused by failure of the contractor to make available the first article or the required facilities, equipment or personnel, at the time specified in the above mentioned notice to the contracting officer.
(e) The first article will be reviewed for visual and dimensional conformance to the Product Description and any technical changes to that document that are found in the technical section of this document.
(f) Materials used in fabrication of first articles shall be in strict conformity with the applicable specification of the contract unless the contracting officer authorizes otherwise.
(g) Prior to the approval of the first article, the contractor shall not initiate any cutting or otherwise use of any government-furnished property beyond that required for the first article quantities.
(h) In the event the government determines that, as a basis for granting conditional first article approval, a corrective action plan is needed to confirm that first article deficiencies are readily correctable in production, the contracting officer will notify the contractor, in writing, of the requirement to submit such plan to the contracting officer within ten (10) working days of the government notification. The corrective action plan must clearly detail how the contractor intends to correct cited deficiencies. Should there be insufficient time to obtain a corrective action plan and comply with the timeframe for notification of first article acceptability in accordance with paragraph (b) of FAR clause

Preservation: Each beret shall have a cardboard insert conforming to finished dimensions, width and length of table V. There shall be a hole through the center for removal when taking finished dimensions. Unit Packing: Each beret shall be inserted in a flat style, clear polyethylene bag measuring 12 by 11 ½ inches. The unsealed opening shall be the smaller dimension of bag.
Intermediate Packs: Twelve (12) berets of one size and class only shall be packed flat in an intermediate paper board box conforming to style RSC, type CF variety SW of class, domestic, grade 125 of D-5118. Box closure shall be in accordance with method II as specified in the appendix of D-5118. Inside dimensions of box shall be 11 ½ inches in length, 11 inches in width, and 7 ½ inches in depth. Packing: Forty-eight (48) berets of one size and class only (four intermediate packs) shall packed in snug fitting fiberboard shipping container conforming to ASTM-D-5118, Type CF, Style RSC, grade 175, Variety SW, Class Domestic. This container shall have dimensions to accommodate four intermediate packs, with length of intermediate paperboard box standing. (Method of closure shall be in accordance with ASTM-D-1974, 2A2, figure 1 or as an alternate 2B6 or 2B7, figure 3.

The following list shows items which require labeling on the packaging in accordance with the attached graphics depicting the DSCP logo and a product line name. Although labeling is required on all of these items, it may not be required on all packaging. For example, while skirts are required to be packaged in a poly bag, those bags do not need to be printed with the DSCP logo and product line name. However, poly bags for shirts and sweaters must be printed with the DSCP logo and product name.

The following are the specifics regarding sewn-in labels, hang tags, and printed poly bags. It is noted that the DSCP logo and product line names are to be recreated from the graphics shown later in this document, so that the logo and the font, font size, and size of the logo are exactly as shown. Further, it is noted that the DSCP website is to be italicized.
POLY BAGS
Dimension For shirts and sweaters: White background, 3” H completely surrounding the bag. Position white background approx 1/3 of the way up from bottom of bag. For garrison caps: white background, 3”H x approx 6” W (front of bag) and 8”W (reverse of bag), positioned lengthwise on the bag approx 3” (front of bag) and 2” (reverse of bag) from closed end of bag and centered top-to-bottom. For berets: white background, 3”H x 6” W (front of bag) and 8” W (reverse of bag); centered on the front and approx 2” below the open end of the reverse;
positioned with the open end of the bag above the DSCP logo on both the front and reverse sides. Insert the beret so that the combination label is visible through the reverse side of the bag.
Packaging For dress shirts only: commercial packaging (including pins, cardboard backing, plastic collar stands, etc.)
Self-Adhesive Label For sweaters: size and NSN must be printed in black ink on a self-adhesive label approximately 1 ½” W x ¾” H, affixed on the bottom right hand corner of front of poly bag, below the white background with the DSCP logo and product line name. Approx fonts: Size – 14 point; NSN – 10 point. The size shall be indicated by the letters S, M, L, XL, etc, followed by the required numerical size – for example, M (38-40). For garrison caps: replace paper identification label (required to be placed inside the poly bag) with a self-adhesive label of the same approx size and containing the same information. Affix the label on the lower right corner of the front of poly bag, below the white background with the DSCP logo and product line name.
For utility slacks and trousers: self-adhesive commercial leg strip with DSCP logo/website and garment size.

Stitch the DSCP labels as follows: for skirts, trousers and slacks, and shirts with a double yoke, stitch on both ends; for Coats, Overcoats, Jackets, and Jumpers, stitch on all four sides.

Shirts For shirts with a double yoke: the small size DSCP label shall be centered on the inside of the double yoke below the collar, and must be visible through the poly bag when commercially packaged. The size/NSN label shall be centered and caught in the double yoke seam, beneath the DSCP label. For shirts without a double yoke: the small size DSCP label shall be looped and be centered and caught in the collar seam, on top of, but not attached to, the size/NSN label. The product line name will have to be stacked in order to fit this smaller sized label. The size/NSN label shall be approx 1 ½ “ W x 2 ¾ ” H, printed in the required font size, centered and stitched in collar seam underneath, but not attached to, the DSCP label, so that it extends beyond the bottom of the DSCP label and is completely visible.
All-Weather Coats The large size DSCP label shall be centered and stitched on the left facing, approximately 10”-12” above the bottom edge. If a size/combination label is required in this area, stitch the size/combination label just beneath the DSCP label.
