About this file
This is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of the Navy's Strategic Systems Programs Office (SSP) for a firm fixed price contract award in Fiscal Year 2026. The requirement is for Office Manager (OM) and Executive Assistance (EA) services supporting SSP Senior Executive Service (SES) leadership and Branch Heads across SSP headquarters and field activity locations. The estimated contract value is redacted. Services include calendar management, meeting and event coordination, records management, correspondence, and security support for executive-level personnel. The justification cites FAR Part 6.302-2 (Unusual and Compelling Urgency) as the statutory authority for limiting competition, asserting that SSP operates in a zero-error mission environment supporting U.S. nuclear deterrence policy and cannot tolerate service disruptions or administrative delays that could impact critical meetings with the Department of War and Congress or compromise classified document management.
Market research conducted by SSP included posting a Sources Sought Notice, issuing a Request for Information, analyzing Federal Procurement Data System data, and coordinating with the Small Business Administration's 8(a) Program to identify potential vendors. Of six companies that submitted capability statements during the Sources Sought process, only one was determined capable of providing the required services. The SBA concurred with SSP's assessment that no other qualified sources existed. SSP initiated this requirement in August 2025 but was forced to pursue a single-source one-year award due to delays in the Revolutionary FAR Overhaul and SBA processing to maintain mission-critical administrative support without service interruption. Prior to award, a price analysis will be conducted using FAR 15.404-1(b)(2)(ii) and (iv) techniques to ensure fair and reasonable pricing. The justification document contains certification and approval signatures from technical, legal, contracting officer, and competition advocate personnel.

Enclosure (4) FAR Part 6 J&A
Rev 5 dtd 18 October 2017
SPJA26-33
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Agency and Contracting Activity
The agency and contracting activity for this effort is the United States Department of the Navy’s Strategic Systems Programs Office (SSP) located at the Washington Navy Yard, 1250 10th Street SE, Washington, D.C. 20374.
2. Description of the Action Being Approved
This Justification for unusual and compelling urgency will satisfy agency requirements for the award of a firm fixed price contract. This contract is being awarded under Full and Open Competition on the Government point of entry.
3. Description of Services Required to Meet the Agency’s Need and Estimated Value
This requirement is for the procurement of Office Manager (OM) and Executive Assistance (EA) Services specifically in support of the Strategic Systems Program (SSP) Senior Executive Service (SES) Leadership. This justification is applicable for Fiscal Year 2026 (FY26) efforts using Operations and Maintenance, Navy (OMN) funding with an estimated total price of approximately
4. Statutory Ordering Authority Permitting Other than Full and Open Competition
This action is being executed under the statutory authority of the Federal Acquisition Regulation Revolutionary FAR Overhaul Part 6.302-2, Unusual and Compelling Urgency.
5. Rationale Justifying Use of Cited Other than full and Open Competition Authority
SSP has determined this requirement is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources. This requirement provides critical and essential Office Management and Executive Administrative Assistance support, ensuring the seamless execution of vital functions such as calendar management, meeting and event coordination, records management, correspondence, and security support for SSP Leadership. Leadership includes SES and Branch Head (BH) level support, across divisions at SSP Headquarters and Field Activity locations. This requirement

IN REPLY REFER TO:
Rev 5 dtd 18 Oct 2017 demands Office Managers and Executive Assistants who support Senior Executives and Branch Heads, as well as overall office support and section head support. A delay in award of a contract would result in serious injury as SSP’s critical mission requires its Senior Executive, Branch heads, as well as Section head support to be error free as SSP operates in a zero-error mission environment. Failure of missed deadlines, errors in record management, and lapse in security support may have a direct impact on SSP’s mission.
For instance, this requirement requires calendar and appointment management ensuring SSP leadership attends critical meetings with the Department of War and Congress regarding nuclear deterrence policy and funding, while records management ensures the accurate and secure storage and retrieval of classified documents related to nuclear weapon systems, preventing potential security breaches. This executive administrative assistance relieves SSP leadership of administrative burdens that derails them from focusing on mission essential tasks, thus the OM and EA support allow SSP leadership to focus on strategic planning and oversight of nuclear deterrence programs.
The highly sensitive nature of the information handled by SSP leadership and the need for immediate responsiveness necessitate dedicated, experienced administrative support. Automation solutions are currently limited in their ability to handle the complex and nuanced tasks required, and delegating these responsibilities to other staff members would overburden them and detract from their primary duties. To ensure continuity of operations, backup administrative assistants are trained to cover essential tasks in the event of an absence or emergency.
Decline in administrative support for SSP Leadership will directly impact SSP’s ability to meet the demands of maintaining a 24/7 nuclear deterrence posture, potentially weakening U.S.
deterrence and increasing national security vulnerability. Maintaining a robust and responsive nuclear deterrence posture requires seamless communication, efficient information management, and timely coordination. Any disruption to these processes, even seemingly minor administrative delays, can have cascading effects that ultimately impact the effectiveness of the SSP mission.
Due to delays in the Revolutionary FAR Overhaul, and the Small Business Administration delaying the requirement, the only responsible source who can be awarded this requirement without a break in critical break in service and potential degradation of the US nuclear deterrence is .
SSP started working on this requirement in August 2025, but due to factors involving external Government agencies, SSP has been forced to not compete the requirement but to complete a one-year award in order to maintain mission critical services for the nuclear deterrence of the United States.
6. Description of Efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be published
The Government conducted market research through SSP’s posting of a Sources Sought Notice, a Request for Information, analysis of Federal Procurement Data System, Next Generation and coordination with the SBA’s 8(a) Program staff to identify as many sources as possible for competition of these 8(a) requirements. During the Sources Sought process, six companies submitted Capability Statements with only one being found capable of providing the services required.
7. Fair and Reasonable Price Determination
Prior to award, the Contract Specialist will perform a price analysis using proposal analysis techniques at FAR 15.404-1(b)(2)(ii) and (iv) to determine the price for this requirement as fair and reasonable. Award will not be made if the price cannot be found fair and reasonable.
8. Market Research Conducted to Remove or Overcome Barriers to Competition
Market Research was conducted among the SBA’s 8(a) firms to find any companies who could provide this service. When only one was identified, SSP reached out to the SBA to ask for assistance in finding others who could provide this service. The SBA reviewed SSP’s exhaustive market research and compared to potential companies. The SBA determined there were none other than , concurring with SSP’s assessment.
9. Any other facts supporting the use of other than full and open competition
(1) Explanation of why technical packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for full and open competition have not been developed or are not available
Due to the nature of the nuclear community, there is limited expertise in the nature of knowing what needs to be elevated to SES level and the fortitude needed to know when to interrupt high level meeting for dissemination of needed information or correspondence, there is not a substantive pool of personnel who can do this type of work.
(2) When 6.302-1 is cited, for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived
As this requirement is not a follow-on acquisition as described in FAR 6.302-1(a) (2)(ii), there is no further documentation required.
(3) When 6.302-2 is cited, data, estimated cost, or other rationale as to the nature of the harm to the Government
Without this service in place, the nuclear deterrent of the United States could significantly be compromised.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition
To date, no other sources have been identified through exhaustive research utilizing most tools in the Government’s toolbox and with the assistance of the SBA in their congressionally mandated 8(a) Program.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required
The Government plans to promote competition through use of Request for Information, Sources Sought Notices, support of the SBA 8(a) Program, and ongoing market research of commercial contractors who may be able to provide this service in the future.
