About this file
This Justification and Approval (J&A) document outlines a sole-source procurement by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) for software services from Synergy 360 LLC. The requirement is to enhance the SPIDERS3D (Specialized Inspection Data Reporting Enterprise System) 3D inspection and documentation platform for waterfront facilities at the Trident Refit Facility in Bangor, WA. The services include software modernization, data collection using LiDAR and imagery, and development of both online and offline system capabilities to support facility planning and management.
The procurement is valued across fiscal years 2025 and 2026, with funding from Naval Sea Systems Command (NAVSEA) 04XT research, development, testing, and evaluation (RDT&E) appropriations. The period of performance is 24 months from award, with an optional standalone offline system instance. Market research determined Synergy 360 LLC is the only contractor with the necessary technical expertise and software capabilities to meet the Navy's unique requirements, particularly for supporting an extended refit period starting in November 2025 and parallel projects with other naval research institutions.

ANNEX 1 - JUSTIFICATION AND APPROVAL
SPIDERS 3D Waterfront Infrastructure Documentation, Migration, and System Enhancements for Trident Refit Facility, NBK Bangor, WA
J&A No. 25-0024
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
The contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Port Hueneme, CA.
2. Description of the Action Being Approved:
Request authority to procure from Synergy 360 LLC (CAGE: 6V9L8) at 8775 Centre Park Drive, Columbia, Maryland 21045 on a sole source basis for software services in support of the modernization, enhancement, and expansion of the SPIDERS3D inspection and documentation platform for waterfront facilities and to collect and insert required data into the same environment.
3. Description of Supplies/Services:
The requirement provides for software services to increase function capability of the Specialized Inspection Data Reporting Enterprise System (SPIDERS) 3D environment to the most recent version of the SPIDERS3D application.
In addition, data collection will be performed, to include light detection and ranging (LiDar) with imagery and associated software services, along with dual use to support both the SPIDERS3D environment and the ARCHIBUS enabling radio frequency identification (RFID) tag inventory management project structures/areas. The estimated value based on the independent government cost estimate is approximately
An option for software services to deliver a standalone instance of the above enhanced SPIDERS3D environment that is able to operate offline is also desired. The estimated value is approximately . If the option is exercised, the funding will be provided in fiscal year (FY) 2026.
The funding for this acquisition will come from Naval Sea Systems Command (NAVSEA) 04XT research, development, testing, and evaluation (RDT&E) fiscal year (FY) 2025 appropriations. The period of performance is 24 months from date of award.

4. Statutory Authority Permitting Other Than Full and Open Competition:
The statutory authority for the use of this sole source action is 10 U.S.C. § 2304(c)(1) as implemented by FAR subpart 6.302(10 U.S.C. § 3406(c)(5)) - other than Full and Open Competition. Only one responsible source and no other supplies or services will satisfy agency requirements described above.
5. Rationale Justifying Use of Cited Statutory Authority:
SPIDERS3D is a commercial software visualization, planning, and presentation platform tool with three-dimensional environments software architecture that was adapted to uniquely meet the legacy requirements and constraints of the NMCI system. Trident Refit Facility Bangor (TRFB) is one of the Navy’s premier Trident class refit facilities that maintains in-depth knowledge of SPIDERS 3D technology and its applicability to improving the process for overhauling and modernizing the Pacific Fleet. SPIDERS3D is essential for planning and as a visualization tool for refit construction and modernization work. TRFB will be in an extended refit period (ERP) starting in November 2025 that requires SPIDER3D software enhancement, both online and offline, in order to plan and clearly communicate visually using the precise location of equipment and services as a key for successful on-time task completion. Moreover, there are several parallel projects such as the Digital Hybrid Twin with Naval Postgraduate School (NPS) and Meta Data Analysis with Naval Underwater Warfare Center (NUWC) Keyport (KPT) Washington that will halt if this enhanced capability is not in place by 2026. This adapted software is critical and if not continued would carry significant risk of lost operational availability and compromised fleet readiness, increasing the risk of strategic deterrence, which is vital to sustaining the Navy’s position and supporting its allies.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:
Market research was conducted searching for SPIDERS3D technology and the contractors who are able to utilize this software. It revealed Synergy 360 LLC had deployed an all-digital web-based SPIDERS3D solution, the first and only enterprise 3D facility planning tool to the Navy. This featured 3D facility planning tools is currently used by TRFB.
Another contractor, Versar, uses similar technology but lacks the programming capabilities to execute the tasks outlined in the Performance Work Statement. A third company, NV5 (formerly known as GIS), expressed interest as the prime contractor for a project at TRFB for GeoReadiness Enterprise System (GES) Maintenance and Sustainment Support that included SPIDER as one of 15 modules linked to GES, but relied on Synergy 360 LLC software and does not have the expertise or capability to deploy this tool without Synergy 360 LLC.
Both TRFB and NAVFAC EXWC technical personnel also conducted market research. Their findings have determined no other company has the knowledge and technical capability required to provide the enhancements needed for the SPIDERS3D system within the required schedule. Synergy 360 LLC is familiar with and understands the work, maintains the appropriate clearances and specialized technical skills to complete the project within the required time constraints.
Due to the unique integration, security, and environmental demands at TRFB, licensing of the enhanced specialized software SPIDERS3D technology software with data collection is crucial to maintain TRFB’s mission. Therefore, sole sourcing directly to Synergy 360 LLC is in the best interest of the Government.
7. Determination of Fair and Reasonable Cost:
The Contracting Officer will conduct analysis to determine proposed costs to the Government are fair and reasonable in comparison to the IGE and historical prices paid in accordance with
FAR 15.4.
8. Actions to Remove Barriers to Future Competition:
Market research will be conducted to identify additional sources for competition. Future requirements will be handled on a case-by-case basis and where reasonable, the requirement will be considered for competition.
