About this file
This statement of work outlines maintenance support requirements for ultraviolet lamp systems used in NIST's 2m and 6-Port SPHERE devices. The contractor shall provide twice annual routine maintenance and replacement of consumable parts at NIST's Gaithersburg, Maryland campus, including evaluation of system conditions, ensuring optimal operation, measuring test points, cleaning lamp cavities, and performing minor repairs. Additionally, the contractor must supply one annual line down support service and unlimited telephone and email support during business hours. The base period of performance is September 17, 2023 through September 16, 2024 with two optional one-year extensions. Services shall be performed at Building 226, Rooms B349 and B341 of the NIST Gaithersburg campus. The contractor must comply with NIST facility access and security requirements.

Statement of Work Maintenance Support for NIST 2m and 6-Port SPHERE UV Lamp Systems
A. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Materials and Structural Systems Division (MSSD) serves as the world-class resource for developing and promoting the use of science-based tools – measurements, data, models, protocols, and reference standards – to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology; and the safety, security, and sustainability of the nation’s buildings and physical infrastructure.
NIST has developed a unique device, the NIST SPHERE, which utilizes high intensity ultraviolet (UV) lights and a 2 meter integrating sphere to provide a uniform and stable light source. There is also a smaller, more intense version called the 6-Port SPHERE, a 0.5m integrating sphere utilizing the same technology. These light sources are then used to expose samples inside of NIST developed environmental chambers to varying temperatures, relative humidity and UV light over long periods of time.
UV lights are a critical component of both SPHERE devices – they are in operation approximately 95% of the time - and the lights require routine maintenance to ensure continued full and uninterrupted performance. The UV lights used in the systems are proprietary to their creator, Heraeus Noblelight America LLC.
B. SCOPE AND PURPOSE
The purpose of this acquisition is to obtain maintenance support services at the NIST Gaithersburg, MD campus for the UV lamp systems of NIST’s 2m and 6-Port SPHERE devices.
C. REQUIREMENTS
The Contractor shall provide support for the UV light systems associated with the NIST 2m and 6-Port SPHEREs at the NIST campus in Gaithersburg, MD. For all support services, the Contractor shall provide repair plans to the NIST Contracting Officer’s Representative (COR) in advance of repairs and, within five days following repairs, a completed repairs report summarizing all actions taken and confirmation of system functionality.
1. Twice Annual Routine Maintenance and Replacement of Consumable Parts
Twice annually the Contractor shall visit the NIST Gaithersburg, MD campus to perform routine maintenance and replace all consumable parts associated with the SPHERE UV light systems (including magnetrons, bulbs, dichroic reflectors) in accordance with manufacturer specifications. Routine maintenance shall include evaluation of overall system condition; ensuring optimal operating voltages and operation of interlocks and air pressures; measuring test point and A/D readings; cleaning and inspecting the lamp cavity; performance of minor repairs as needed; and provision of operator use and basic maintenance training as needed.
Routine Maintenance and Replacement of Consumable Parts Visits shall be performed within NIST’s normal operation hours of 8:30 AM through 5:00 PM in the time zone appropriate to Gaithersburg, MD. Visits shall be scheduled in advance with the NIST COR. The Contractor is responsible for all travel, labor, and supplies for these visits.
2. One Annual Line Down Support Service
Once annually the Contractor shall provide all travel, labor, and supplies required to return the SPHERE UV systems to full operation following notification of a line down situation. This service shall include provision of a loaner system while the existing systems are being repaired.
3. Telephone and Email Support
The Contractor shall provide unlimited telephone and email support for the covered equipment during business hours.
4. Scope of Work Communications
Any work that is beyond the scope of this Statement of Work (for example if support beyond routine maintenance and minor repairs is required during a Routine Maintenance and Replacement of Consumable Parts Visit or if more than one line-down support service is needed annually) shall be immediately brought to the attention of both the NIST COR and Contracting Officer for review. Work beyond the scope of this Statement of Work shall not be performed without written authorization from a NIST Contracting Officer.
D. FACILITY ACCESS REQUIREMENTS
NIST is a restricted campus. An identification badge is required for access for entry into buildings. Contractor personnel providing maintenance support shall present acceptable identification as appropriate for the NIST Security Office.
All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
E. GOVERNMENT FURNISHED PROPERTY
The Government will provide visitor’s access to the NIST facilities and systems as needed during the performance of this requirement.
F. PERIOD OF PERFORMANCE
The purchase order shall have a one-year base period and two (2) subsequent one-year options as follows:
Base Period: September 17, 2023 through September 16, 2024 Option Period 1: September 17, 2023 through September 16, 2024 Option Period 2: September 17, 2023 through September 16, 2024
G. PLACE OF PERFORMANCE
Service shall be performed at Building 226, Rooms B349 and B341 of the NIST Gaithersburg, MD Campus located at 100 Bureau Drive, Gaithersburg, MD 20899.
H. RISK LEVEL ASSESSMENT
This requirement is designated as Non-Information Technology (IT) No Risk and IT No Risk.
