SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The India Point Railroad Bridge was a double-tracked center bearing swing-bridge located on the west side of the Seekonk River. The bridge was constructed by the Boston Bridge Works in 1902. It consisted of two end-to-end steel Baltimore through trusses riveted together joined by a central tower, resting on a central granite pier. The swing bridge was approximately 223 feet long by 29 feet wide (inside width) by 35 feet high and was protected by a wooden timber fender system. The bridge was officially abandoned for rail traffic by the New Haven Railroad in 1974 and subsequently sold to the City of Providence as part of a deal for the Fox Point freight yard (now India Point Park). In 2002 the swing-bridge and center pier were removed. This project requires removal of the remaining two bridge trusses which are now owned by the U.S. Army Corps of Engineers.
The remaining span is directly adjacent to the yacht club dock which shall be protected from damage. The span is approximately 181 feet long, 15 feet high, with an outside dimension of 36 feet wide. Demolition will include removal of steel clad concrete piers and 5 circular supports to roughly 2 feet below the mud line, and abandoned supports, including all substructure features, except the granite block abutment at the east end of the bridge, which shall remain and be protected.
Demolition and removal of steel superstructure and demolition and removal of timber pilings and fender system is required. Disposition and title to material to be demolished is as stated in Section 02 41 00 DEMOLITION, Subpart DISPOSITION OF MATERIAL. Possible removal methods include working from a barge with a crane, underwater work, and the use of a turbidity curtain and/or other necessary environmental precautions. The Contractor shall either remove each span piecemeal or in larger sections for disposal off-site. Marine navigation could be impacted during some of the demolition process. The Seekonk River is tidal. The marina owner will remove floating docks and associated piles no later than 15 October 2022, prior to construction, and replace after the completion of work.
Contractor and Government personnel shall be protected from the hazards of lead contaminated dust and fumes, and from metal dust. Given the age of the structure, it is assumed that the steel was originally coated with lead-based paint. Most of the coating on the Bridge has deteriorated and fallen off. However, all remaining paint on the structure shall be presumed to contain lead. Prior to flame cutting of steel, all remaining paint in the area to be cut shall be safely removed by mechanical or chemical means.
SECTION 01 11 00 Page 1
1.2 TIME OF YEAR RESTRICTIONS
1. The Contractor will not be permitted to perform work on the project site until 15 October 2022. If the notice to Proceed is received by the Contractor prior to 15 October 2022, the Contractor shall perform preliminary work operations, including but not limited to placing all orders, awarding subcontracts, and processing required submittals, so that on-site work may begin on 15 October 2022 or as soon thereafter as is feasible.
2. All sediment disturbing work performed during the period of 1 February through 30 June of any year shall be accomplished with the use of a turbidity curtain and shall be performed near slack tides to the maximum extent possible. Sediment disturbing work includes, but is not limited to, removal of fenders, piles, and the lower part of the concrete bridge piers. See Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS, Subpart 2.1 TURBIDITY CURTAINS and Subpart 3.3.2 "Turbidity Curtains" for detailed requirements.
1.3 DEBRIS CONTROL
Care shall be taken that no bridge material, pieces of support structures, debris, or any materials whatsoever, fall into the river or to the ground. Should debris or construction materials fall from the bridge inadvertently, prompt corrective action shall be taken to prevent further occurrences and the fallen items shall be secured and removed. The Contractor shall take all precautions practicable to prevent items from falling from the bridge. Debris deposited on horizontal surfaces of the superstructure and piers shall be collected and disposed of properly.
Sweeping of debris off the bridge to the land or water below will not be permitted. No falling debris will be tolerated.
1.4 SITE PHOTOGRAPHS
Photographs taken during a site visit by U.S. Army Corps of Engineers personnel showing the existing conditions are attached at the end of the specification. The photographs are attached for informational purposes only. The Contractor shall make his own investigations of existing conditions in the field prior to the start of work.
