SECTION 01010

SUMMARY OF WORK

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. The intent of this contract is to replace the existing tanks with a new tank of 31,000 gallons, install a section of main distribution line, and connect the existing water system to the mainline for the Work Center.

B. Furnish all labor, equipment and material to accomplish the Work under this contract. Work includes but is not limited to the following major items:

o Demolish and disposed of two water tanks and base (approximately 5,000 gallons each).

o Full installation of new water tank 31,000 gallons.

o Connecting water tank back to the distribution lines for the station.

o Connecting electrical controls for the tank.

o Disinfecting the entire water system.

o Install approximately 350 LF of 4” waterline for the new hydrant.

o Installing a new tanker fir hydrant, control valve, and box.

Base of new tank: Contactor shall place a circular 8” layer of reinforced concretes as shown on drawing G-02 and G-03. The diameter of the tank to be approximately 19 feet and 15 feet height with a flat surface. Concrete shall reach at least 80% of the design concrete strength of 3500 psi before the tank can be installed.

C. Project Location:

The project is located on the Bass Lake Ranger District of the Sierra National Forest.

From Fresno, proceed North approximately 20 miles on State Highway 41 to County Road 200. Proceed East on road 200 approximately 21 miles to the town of North Fork. From North Fork continue East on County Road 225 approximately 5 miles to forest road 4S81 (Minarets Highway). Proceed North East on 4S81 approximately 10 miles to the Clearwater Fire Station, the project site.

1.2 STAGING AREA AND SAFETY

A. The Contractor shall be allowed to store materials only at the project site at requested locations(s) approved in writing by the Contracting Officer. The Contractor is responsible for the loss of or damage to any materials or equipment stored on the project site.

1.3 SPECIFICATIONS AND DRAWINGS

A. The specifications establish the construction procedures and materials to be employed throughout. All work shall be completed in accordance with these specifications and project drawings. Proposed waterline drawings are shown for reference only. The new waterline supply and distribution lines shall be installed in the existing in place waterline trench locations.

B. Some variation in construction details will be allowed for off-site construction of subsystems or total units, provided that the final product is equal to or superior to that shown and specified in this contract. Use of the finish materials shall remain as specified or AS SHOWN ON THE

DRAWINGS.

C. Off-site construction of major subsystems or the units themselves will require the Contractor to notify the Contracting Officer of progress and schedules to permit full inspection for conformance with the contract.

D. Submit shop drawings for approval for all components that are in variance from that specified or SHOWN ON THE DRAWINGS or that varies in dimension, slope, configuration, etc. The Government retains the right to reject any component or system that is not fully comparable to that specified herein.

1.4 MEALS AND LODGING

A. Meals or lodging will not be available at Forest Service facilities.

1.5 CONSTRUCTION ADMINISTRATION

A. Contractor may use a self-contained travel trailer or recreational vehicle to camp on the premises. All waste material must be transported off-site to a station equipped to handle such waste. This is subject to availability and must be coordinated through the Contracting Officer.

B. Contractor shall use excavation equipment as specified in Section-02320 or equipment approved by the Contracting Officer.

C. No dumping of waste products of any type will be permitted. All waste shall be transported to an approved sanitary landfill disposal of Forest Service lands. Construction materials removed from the trench excavation may be stock pilled at the Johnsondale Bone yard be for final removal off of Forest service lands as approved by the Contracting Officer. The contractor is responsible for the removal of all waste/removed construction material before final payment for this contract is given.

D. No on-site sanitary facilities are available for Contractor’s use. Contractor shall provide facilities for construction employees. Human waste disposal shall conform to the State of California rules and regulations governing such disposal. Sanitary facilities shall be placed at the project site off native ground in an area designated by the Contracting Officer.

E. Materials for construction, construction vehicles and equipment shall be stockpiled and staged at the project site off native ground in an approved area, designated by the Contracting Officer. All construction materials shall be placed/stored on pallets at the approved designated site.

F. The Contractor shall take precautions to protect all work and materials during the construction period this includes all archeological materials exposed from the construction operations. If the contractor is found in position of archeological materials while on the project site a Law Enfacement Officer will promptly be notified.

G. The Contractor is responsible for safeguarding the public and employees from construction operations.

H. The project work site is limited to the work items described in this contract. Areas of no-entry no-work will be staked off by the Contracting Officer.

I. Contractor shall comply with the provisions of Contract Section C.6 SPECIAL CONDITIONS

AFFECTING THE WORK.

1.6 SURVEY CONTROL

A. The Government will establish the location of control points. Using these points, the Contractor shall be responsible for establishing the layout survey and maintaining all horizontal and vertical control for the duration of the project.

1.7 CONSTRUCTION SEQUENCE

A. The project shall be completed within the time frame established by the terms of this contract and according to the approved Schedule of Work.

B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

C. The Work Center is a working fire station year round. Special coordination with the Contracting Officer and the work center Station Foreman may be necessary during fire operations.

SECTION 01300

SUBMITTALS

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section includes administrative and procedural requirements for submittals required for performance of the Work, including the following:

1. Contractor’s construction schedule.

2. Shop Drawings.

3. Product Data.

4. Samples.

5. Quality assurance submittals.

6. Certification required by contract sections.

B. Administrative Submittals: Refer to other Division 1 Sections and other Contract Documents for requirements for administrative submittals. Such submittals include, but are not limited to, the following:

1. Permits.

2. List of subcontractors.

3. Project safety and emergency medical evacuation and communication plan.

4. Spill containment and clean up plan.

5. Erosion control plan.

C. Related Sections: The following Sections contain requirements that relate to this Section:

1. Section 01700 “Contract Closeout” specifies requirements for submittal of Project Record Documents and warranties at project closeout.

1.3 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related elements of the Work so processing will not be delayed by the need to review submittals concurrently for coordination.

3. Processing: To avoid the need to delay installation as a result of the time required to process submittals, allow sufficient time for submittal review, including time for resubmittals.

B. Submittal Preparation: Place a permanent label or title block on each submittal for identification. Indicate the name of the entity that prepared each submittal on the label or title block.

1. Provide a space approximately 4 by 5 inches on the label or beside the title block on

Shop Drawings to record the Contractor’s review and approval markings and the action taken.

a. Contractor shall review each submittal prior to submitting them for review by the

Contracting Officer.

2. Include the following information on the label for processing and recording action taken.

a. Project name.

b. Date.

c. Name and address of the Contractor.

d. Drawing number and detail references, as appropriate.

C. Submittal Transmittal: Package each submittal appropriately for transmittal and handling.

Transmit each submittal from the Contractor to the Contracting Officer using a transmittal form. The Contracting Officer will not accept submittals received from sources other than the Contractor.

1. On the transmittal, record relevant information and requests for data. On the form, or separate sheet, record deviations from Contract Document requirements, including variations and limitations. Include Contractor’s certification that information complies with Contract Document requirements.

D. The contracting Officer will review product submittals within 14 calendar days from the date the submittal is received.

E. The Contracting officer will review submittals under section 13001 within 30 days from date the submittal is received.

1.4 CONTRACTOR’S CONSTRUCTION SCHEDULE

A. Bar-Chart Schedule: Prepare a fully developed, horizontal bar-chart-type, contractor’s construction schedule.

1.5 SHOP DRAWINGS

A. Submit newly prepared information drawn accurately to scale. Highlight, encircle, or otherwise indicate deviations from the Contract Documents. Do not reproduce Contract Documents or copy standard information as the basis of Shop Drawings. Standard information prepared without specific reference to the Project is not a Shop Drawing.

B. Shop Drawings include fabrication and installation Drawings, setting diagrams, schedules, patterns, templates and similar Drawings. Include the following information:

1. Dimensions.

2. Identification of products and materials included by sheet and detail number.

3. Compliance with specified standards.

4. Sheet Size: Except for templates, patterns and similar full-size Drawings, submit Shop

Drawings on sheets at least 8-1/2 by 11 inches but no larger than 36 by 48 inches.

5. Submittal: Submit 3 blue- or black-line prints for the Contracting Officer’s review.

The Contracting Officer will return one print.

6. Do not use Shop Drawings without an appropriate final stamp indicating action taken.

1.6 PRODUCT DATA

A. Collect Product Data into a single submittal for each element of construction or system. Product Data includes printed information, such as manufacturer’s installation instructions, catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams, and performance curves.

1. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products that are not required, mark copies to indicate the applicable information. Include the following information:

a. Manufacturer’s printed recommendations.

b. Compliance with trade association standards.

c. Compliance with recognized testing agency standards.

d. Application of testing agency labels and seals.

e. Notation of dimensions verified by field measurement.

2. Do not submit Product Data until compliance with requirements of the Contract Documents has been confirmed.

3. Submit 3 copies for the Contracting Officer’s review. The Contracting Officer will return one copy.

B. Products used in this project are subject to the provisions of the Buy America Act.

1.7 SAMPLES

A. Submit full-size, fully fabricated Samples cured and finished as specified and physically identical with the material or product proposed. Samples include partial sections of manufactured or fabricated components, cuts or containers of materials, color range sets, and swatches showing color, texture, and pattern.

1. Mount or display Samples in the manner to facilitate review of qualities indicated. Prepare

Samples to match the Contracting Officer’s sample.

a. Product name or name manufacturer, and compliance with recognized standards.

2. Submittals: Except for Samples illustrating assembly details, workmanship, fabrication techniques, connections, operation, and similar characteristics, submit 3 sets. The Contracting Officer will return one set marked with the action taken.

1.8 QUALITY ASSURANCE SUBMITTALS

A. Submit quality-control submittals, including design data, certifications, manufacturer’s instructions, manufacturer’s field reports, and other quality-control submittals as required under other Sections of the Specifications.

B. Submit 3 copies for the Contracting Officer’s review. The Contracting Officer will return one set.

SECTION 01301

MOBILIZATION

PART 1 - GENERAL

1.1 DESCRIPTION

A. This Work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the obtaining of all permits, insurance, and bonds.

1.2 PERMITS

A. The Government does not purchase building, electrical, plumbing, or encroachment permits.

The Contractor will not be reimbursed for such permits. The Contractor, under its program for project quality control, may request and pay for inspection of these items from the local jurisdiction. All other permits remain the Contractor’s responsibility to obtain.

B. The contractor is responsible for the fees and permits required to move oversize loads on state and local roads.

1.3 MEASUREMENT AND PAYMENT

A. Method of Measurement: Lump Sum Quantity (LSQ).

B. Unit of Measurement: Job. The Government will only pay for the initial project mobilization.

Additional project mobilizations, regardless of cause, will not be paid. Mobilization is shown on the SCHEDULE OF ITEMS as one pay item: Mobilization.

C. Progress payment for Mobilization lump sum will be paid as follows:

1. Bond premiums will be reimbursed according to FAR Clause 52.232-5 Payments Under

Fixed-Price Construction Contracts, after receipt of the evidence of payment.

2. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item, or 5 percent of the original contract amount, whichever is less, will be paid.

3. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the mobilization item, or 10 percent of the original contract amount, whichever is less, will be paid.

4. Any portion of the mobilization item in excess of the 10 percent of the original contract amount will be paid after final acceptance.

CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS

PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, and other Division 1 Specification Sections, apply to this Section. All temporary controls under this contract shall be approved by the Contracting Officer.

1.2 RELATED SECTIONS

1.3 SUMMARY

A. This Section includes requirements for construction facilities and temporary controls, including temporary utilities, support facilities, and security and protection.

B. Temporary utilities include, but are not limited to, the following:

1. Water service and distribution.

2. Temporary electric power and light.

3. Temporary heat.

4. Ventilation.

5. Telephone service.

6. Sanitary facilities, including drinking water.

C. Support facilities include, but are not limited to, the following:

1. Field offices and storage sheds.

1.4 SUBMITTALS

A. Temporary Utilities: Submit reports of tests, inspections, meter readings, and similar procedures performed on temporary utilities.

1.5 QUALITY ASSURANCE

A. Regulations: Comply with industry standards and applicable laws and regulations of The Government including, but not limited to, the following:

1. Building code requirements.

2. Health and safety regulations.

3. Utility company regulations.

4. Police, fire department, and rescue squad rules.

5. Environmental protection regulations.

B. Standards: Comply with NFPA 241 "Standard for Safeguarding Construction, Alterations, and Demolition Operations," ANSI A10 Series standards for "Safety Requirements for Construction and Demolition," and NECA Electrical Design Library "Temporary Electrical Facilities."

1. Electrical Service: Comply with NEMA, NECA, and UL standards and regulations for temporary electric service. Install service in compliance with NFPA 70 "National Electric Code."

C. Inspections: Arrange for authorities having jurisdiction to inspect and test each temporary utility before use. Obtain required certifications and permits.

1.6 PROJECT CONDITIONS

A. Temporary Utilities: Prepare a schedule indicating dates for implementation and termination of each temporary utility. At the earliest feasible time, when acceptable to the Contracting Officer, change over from use of temporary service to use of permanent service.

B. Conditions of Use: Keep temporary services and facilities clean and neat in appearance.

Operate in a safe and efficient manner. Relocate temporary services and facilities as the Work progresses. Do not overload facilities or permit them to interfere with progress. Take necessary fire-prevention measures. Do not allow hazardous, dangerous, or unsanitary conditions, or public nuisances to develop or persist on-site.

PART 2 – PRODUCTS

2.1 MATERIALS

A. General: Provide new materials. If acceptable to the Contracting Officer, the Contractor may use undamaged, previously used materials in serviceable condition. Provide materials suitable for use intended.

2.2 EQUIPMENT

A. General: Provide new equipment. If acceptable to the Contracting Officer, the Contractor may use undamaged, previously used equipment in serviceable condition. Provide equipment suitable for use intended.

B. Water Hoses: Provide 3/4-inch, heavy-duty, abrasion-resistant, flexible rubber hoses 100 feet long, with pressure rating greater than the maximum pressure of the water distribution system.

Provide adjustable shutoff nozzles at hose discharge.

C. Electrical Outlets: Provide properly configured, NEMA-polarized outlets to prevent insertion of 110- to 120-Volt plugs into higher voltage outlets. Provide receptacle outlets equipped with ground-fault circuit interrupters, reset button, and pilot light for connection of power tools and equipment.

D. Electrical Power Cords: Provide grounded extension cords. Use hard-service cords where exposed to abrasion and traffic. Provide waterproof connectors to connect separate lengths of electric cords if single lengths will not reach areas where construction activities are in progress. Do not exceed safe length-voltage ratio.

E. Lamps and Light Fixtures: Provide general service incandescent lamps of wattage required for adequate illumination. Provide exterior fixtures where exposed to moisture.

F. Heating Units: Provide temporary heating units that have been tested and labeled by UL, FM, or another recognized trade association related to the type of fuel being consumed.

G. Temporary Offices: Provide prefabricated or mobile units or similar job-built construction with lockable entrances, operable windows, and serviceable finishes.

H. Temporary Toilet Units: Provide self-contained, single-occupant toilet units of the chemical, aerated recirculation type. Provide units properly vented and fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material.

I. Fire Extinguishers: Provide hand-carried, portable, UL-rated, Class A fire extinguishers for temporary offices and similar spaces. In other locations, provide hand-carried, portable, UL-rated, Class ABC, dry-chemical extinguishers or a combination of extinguishers of NFPA-recommended classes for the exposures.

1. Comply with NFPA 10 and NFPA 241 for classification, extinguishing agent, and size required by location and class of fire exposure.

PART 3 – EXECUTION

3.1 INSTALLATION

A. Locate facilities where they will serve the Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required.

B. Provide each facility ready for use when needed to avoid delay. Maintain and modify as required. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities.

3.2 TEMPORARY UTILITY INSTALLATION

A. General: Engage the appropriate local utility company to install temporary service or connect to existing service. Where company provides only part of the service, provide the remainder with matching, compatible materials and equipment. Comply with company recommendations.

1. Arrange with company and existing users for a time when service can be interrupted, if necessary, to make connections for temporary services.

2. Provide adequate capacity at each stage of construction. Prior to temporary utility availability, provide trucked-in services.

3. Obtain easements to bring temporary utilities to the site where the Government's easements cannot be used for that purpose.

4. Use Charges: Cost or use charges for temporary facilities are not chargeable to the Government. Neither the Government nor Contracting Officer will accept cost or use charges as a basis of claims for Change Orders.

B. Temporary Electric Power Service: Provide weatherproof, grounded electric power service and distribution system of sufficient size, capacity, and power characteristics during construction period. Include meters, transformers, overload-protected disconnects, automatic ground-fault interrupters, and main distribution switch gear.

1. Install electric power service underground, except where overhead service must be used.

2. Power Distribution System: Install wiring overhead and rise vertically where least exposed to damage. Where permitted, wiring circuits not exceeding 125 Volts, ac 20 Ampere rating, and lighting circuits may be nonmetallic sheathed cable where overhead and exposed for surveillance.

C. Temporary Lighting: Provide temporary lighting with local switching.

1. Install and operate temporary lighting that will fulfill security and protection requirements without operating the entire system. Provide temporary lighting that will provide adequate illumination for construction operations and traffic conditions.

D. Temporary Heat: Provide temporary heat required by construction activities for curing or drying of completed installations or for protection of installed construction from adverse effects of low temperatures or high humidity. Select safe equipment that will not have a harmful effect on completed installations or elements being installed. Coordinate ventilation requirements to produce the ambient condition required and minimize consumption of energy.

E. Heating Facilities: Except where the Contracting Officer authorizes use of the permanent system, provide vented, self-contained, LP-gas or fuel-oil heaters with individual space thermostatic control.

1. Use of gasoline-burning space heaters, open flame, or salamander heating units is prohibited.

F. Temporary Telephones: At Contractor’s option, provide temporary telephone service throughout the construction period for all personnel engaged in construction activities.

G. Sanitary facilities include temporary toilets, wash facilities, and drinking water. Comply with regulations and health codes for the type, number, location, operation, and maintenance of fixtures and facilities. Install where facilities will best serve the Project’s needs.

1. Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Provide covered waste containers for used material.

H. Toilets: Install self-contained toilet units. Shield toilets to ensure privacy. Use of pit-type privies will not be permitted.

3.3 SUPPORT FACILITIES INSTALLATION

A. Locate field offices, storage sheds, and other temporary construction and support facilities for easy access.

1. Maintain support facilities until near Substantial Completion. Remove prior to Substantial Completion.

B. Storage Sheds: Install storage sheds sized, furnished, and equipped to accommodate materials and equipment involved, including temporary utility service.

C. Temporary Enclosures: Provide temporary enclosures for protection of construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities.

1. Where heat is needed and the permanent building enclosure is not complete, provide temporary enclosures where there is no other provision for containment of heat.

Coordinate enclosure with ventilating and material drying or curing requirements to avoid dangerous conditions and effects.

2. Install tarpaulins securely, with incombustible wood framing and other materials. Close openings of 25 sq. ft. or less with plywood or similar materials.

3. Close openings through floor or roof decks and horizontal surfaces with load-bearing, wood-framed construction.

4. Temporary Signs: Prepare signs to provide directional information to construction personnel and visitors.

D. Temporary Exterior Lighting: Install exterior yard and sign lights so signs are visible when Work is being performed.

E. Collection and Disposal of Waste: Collect waste from construction areas and elsewhere daily.

Comply with requirements of NFPA 241 for removal of combustible waste material and debris. Enforce requirements strictly. Do not hold materials more than 7 days during normal weather or 3 days when the temperature is expected to rise above 80 deg F. Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly. Dispose of material lawfully.

3.4 SECURITY AND PROTECTION FACILITIES INSTALLATION

A. Temporary Fire Protection: Until fire-protection needs are supplied by permanent facilities, install and maintain temporary fire-protection facilities of the types needed to protect against reasonably predictable and controllable fire losses. Comply with NFPA 10 "Standard for Portable Fire Extinguishers" and NFPA 241 "Standard for Safeguarding Construction, Alterations, and Demolition Operations." Comply with the Fire Plan For Construction And Service Contract included in the contract documents.

1. Locate fire extinguishers where convenient and effective for their intended purpose, but not less than one extinguisher on each floor at or near each usable stairwell.

2. Store combustible materials in containers in fire-safe locations.

3. Maintain unobstructed access to fire extinguishers, fire hydrants, temporary fire-protection facilities, stairways, and other access routes for fighting fires. Prohibit smoking in hazardous fire-exposure areas.

4. Provide supervision of welding operations, combustion-type temporary heating units, and similar sources of fire ignition.

B. Barricades, Warning Signs, and Lights: Comply with standards and code requirements for erection of structurally adequate barricades. Paint with appropriate colors, graphics, and warning signs to inform personnel and the public of the hazard being protected against.

Where appropriate and needed, provide lighting.

C. Environmental Protection: The government will delineate environmentally sensitive areas and establish construction boundaries. Contractor must obtain written permission from Contracting Officer to exceed the construction boundaries. Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations, and minimize the possibility that air, waterways, and subsoil might be contaminated or polluted or that other undesirable effects might result. Avoid use of tools and equipment that produce harmful noise. Restrict use of noise-making tools and equipment to hours that will minimize complaints from persons or firms near the site.

3.5 OPERATION, TERMINATION, AND REMOVAL

A. Maintenance: Maintain facilities in good operating condition until removal. Protect from damage by freezing temperatures and similar elements.

1. Maintain operation of temporary enclosures, heating, cooling, humidity control, ventilation, and similar facilities on a 24-hour basis where required to achieve indicated results and to avoid possibility of damage.

2. Protection: Prevent water-filled piping from freezing. Maintain markers for underground lines. Protect from damage during excavation operations.

B. Termination and Removal: Unless the Contracting Officer requests that it be maintained longer, remove each temporary facility when the need has ended, when replaced by authorized use of a permanent facility, or no later than Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with the temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired.

1. Materials and facilities that constitute temporary facilities are the Contractor's property.

The Contracting Officer reserves the right to take possession of project identification signs.

2. At Substantial Completion, clean and renovate permanent facilities used during the construction period including, but not limited to, the following:

a. Replace air filters and clean inside of ductwork and housings.

b. Replace significantly worn parts and parts subject to unusual operating conditions.

c. Replace lamps burned out or noticeably dimmed by hours of use.

EROSION CONTROL

PART 1 - GENERAL

1.1 SUMMARY

A. This work consists of temporary measures to control soil erosion and water pollution, through the use of berms, dikes, dams, sediment basins, silt fences, brush barriers, fiber mats, netting, gravel, mulches, grasses, slope drains, and other devices or methods. Erosion control is considered incidental to all pay items requiring erosion control.

B. The control provisions shall be coordinated with the permanent erosion control features in the contract to ensure economical, effective, and continuous protection throughout the construction period.

C. Erosion control measures shall be taken during the development of the well with respect to the well cuttings and the water run-off produced by the new well testing.

PART 2 - PRODUCTS

PART 3 – EXECUTION

3.1 PERFORMANCE

A. Prior to the start of construction, the Contractor shall submit to the Contracting Officer for approval a schedule for temporary and permanent control work for each phase of work (clearing and grubbing, grading, structures, and so forth). No work shall begin until the necessary controls for that particular phase of work have been installed as required.

B. All permanent erosion control features shall be incorporated into the project at the earliest practicable time as outlined in the approved schedule to minimize the need for temporary erosion control.

C. Clearing and grubbing shall be scheduled and performed so that grading operations and permanent erosion control measures can follow without interference.

D. Temporary erosion and pollution control measures required due to the Contractor's negligence, carelessness, or failure to install permanent controls as scheduled shall be performed by the Contractor at his own expense.

E. Erosion control features shall be maintained by the Contractor during the contract. Temporary controls shall be dismantled and properly disposed of off the National Forest Land.

F. Well head erosion control as per Section 15220 – Water Well.

B. Record Drawings: Maintain a clean, undamaged set of blue or black line white-prints of

Contract Drawings and Shop Drawings. Mark the set to show the actual installation where the installation varies substantially from the Work as originally shown. Mark which drawing is most capable of showing conditions fully and accurately. Where Shop Drawings are used, record a cross-reference at the corresponding location on the Contract Drawings. Give particular attention to concealed elements that would be difficult to measure and record at a later date.

1. Mark record sets with red erasable pencil. Use other colors to distinguish between variations in separate categories of the Work.

2. Mark new information that is important to the Government but was not shown on

Contract Drawings or Shop Drawings.

3. Note related change-order numbers where applicable.

4. Organize record drawing sheets into manageable sets. Bind sets with durable-paper cover sheets; print suitable titles, dates, and other identification on the cover of each set.

C. Record Sample Submitted: Immediately prior to Completion, the Contractor shall meet with the Contracting Officer and the Government's personnel at the Project Site to determine which Samples are to be transmitted to the Government for record purposes.

D. Miscellaneous Record Submittals: Refer to other Specification Sections for requirements of miscellaneous record keeping and submittals in connection with actual performance of the Work. Immediately prior to the date or dates of Substantial Completion, complete miscellaneous records and place in good order. Identify miscellaneous records properly and bind or file, ready for continued use and reference. Submit to the Contracting Officer for the Government's records.

E. Maintenance Manuals: Organize operation and maintenance data into suitable sets of manageable size. Bind properly indexed data in individual, heavy-duty, 2-inch, 3-ring, vinyl-covered binders, with pocket folders for folded sheet information. Mark appropriate identification on front and spine of each binder. Include the following types of information:

1. Emergency instructions.

2. Spare parts list.

3. Copies of warranties.

PART 3 – EXECUTION

3.1 FINAL CLEANING

A. General: The General Conditions require general cleaning during construction and regular site cleaning.

B. Cleaning: Employ experienced workers or professional cleaners for final cleaning. Clean each surface or unit to the condition expected in a normal, commercial building cleaning and maintenance program. Comply with manufacturer's instructions.

1. Complete the following cleaning operations before requesting inspection for certification of Completion.

a. Remove labels that are not permanent labels.

c. Clean exposed exterior hard-surfaced finishes to a dust-free condition, free of stains, films, and similar foreign substances. Restore reflective surfaces to their original condition. Leave concrete floors broom clean.

d. Wipe surfaces of mechanical and electrical equipment. Remove excess lubrication and other substances. Clean light fixtures and lamps.

e. Clean the site, including landscape development areas, of rubbish, litter, and other foreign substances. Sweep paved areas broom clean; remove stains, spills, and other foreign deposits. Rake grounds that are neither paved nor planted to a smooth, even-textured surface.

C. Removal of Protection: Remove temporary protection and facilities installed for protection of the Work during construction.

D. Compliance: Comply with regulations of authorities having jurisdiction and safety standards for cleaning. Do not burn waste materials. Do not bury debris or excess materials on the Government's property. Do not discharge volatile, harmful, or dangerous materials into drainage systems. Remove waste materials from the site and dispose of lawfully.

1. Where extra materials of value remain after completion of associated Work, they become the Government's property. Dispose of these materials as required by the Contracting Officer.

SECTION 02001

CONSTRUCTION SURVEY AND STAKING

PART 1 - GENERAL

1.1 DESCRIPTION

A. Waterline and electrical centerline; hydrants, valves, drains, and water tank connection will be installed following the locations of existing features. The location of the new tank, fire hydrant, and main distribution line will be staked by the COR.

1.2 RESPONSIBILITY

A. Contractor shall take full responsibility for all construction staking when the Notice to Proceed is issued. Construction stakes shall be protected by the Contractor. Lost, removed, or damaged stakes, hubs, boundary markers, and other reference points shall be replaced by the Contractor at his/her own expense.

DEMOLITION

1.1 SCOPE

A. This includes restoration of resulting trench holes and pits to the level of existing adjacent ground contours and surfaces including compaction.

2.1 SCOPE

A. Select backfill shall be as per Section 02320, Part 2.1.

PART 3 – EXECUTION

3.1 GENERAL

A. All trash, debris, items designated to be removed, and other waste generated as a result of demolition under this specification; become property of the Contractor and shall be removed from Forest Service lands and properly disposed in accordance with all applicable Federal, State, and Local Government laws, regulations, rules and/or codes.

3.3 DISPOSAL

A. All suitable excavated material shall be incorporated into the work when possible. Additional borrow material is to be obtained from a "Commercial Source" if enough select backfill is not available see Section 02320 para 1.4 B. The contractor would be responsible for supplying an engineering soils report for any borrow material (Proctor Test). Unsuitable excavated material must be disposed of by the contractor, as an incidental expense with no extra payment. All unsuitable excavated material disposed of by contractor must be delivered off of the project site and off of National Forest Lands.

3.4 CLEANUP

A. All construction debris from utilities construction, and demolition of existing conditions, shall be cleaned up and disposed of off National Forest Land. All clearing debris and all vegetative matter including roots, stumps, and logs must be disposed of off National Forest Lands.

SECTION 02130

CLEARING AND GRUBBING

PART 1 - GENERAL

1.1 DESCRIPTION

A. This work consists of providing equipment, labor and materials necessary to complete clearing and grubbing within the waterline, and utility clearing limits and selective clearing outside of the clearing limits. It includes but is not limited to:

1. Protection of existing trees and adjacent property;

2. Grubbing tree stumps, debris, and other vegetation;

3. Clearing and grubbing where some trees and vegetation are designated to remain;

4. Topsoil stripping (conservation) and;

5. Clearing.

1.2 CODES AND REGULATIONS

A. All work shall comply with the rules and regulations of Federal, State, and local agencies having jurisdiction.

1.3 REFERENCE POINTS

A. Maintain all construction survey stakes, hubs, bench marks, and reference points. Replacement of such items will be done at no expense to the Government.

1.4 JOB CONDITIONS

A. Traffic.

1. Conduct clearing and grubbing operations to ensure minimum interference with roads, streets, walks, and other adjacent occupied or used facilities.

2. Do not close or obstruct streets, walks or other occupied or used facilities without written permission from Contracting Officer.

B. Protection of Existing Improvements.

1. Provide protection necessary to prevent damage to existing improvements indicated to remain in place.

2. Protect improvements on adjoining properties and on Government property.

3. Restore damaged improvements to their original condition, as acceptable to the

Government.

C. Protection of Existing Trees and Vegetation.

1. Protect existing trees and other vegetation indicated to remain in place, against unnecessary cutting, breaking or skinning of roots, skinning and bruising of bark, smothering of trees by stockpiling construction materials or excavated materials within drip line, excess foot or vehicular traffic, or parking of vehicles within drip line.

2. Provide temporary guards to protect trees and vegetation to be left standing.

3. Where any trees are damaged, or where limbs are required to be trimmed or removed because of operations under this contract, or because of interference with new construction, any cutting or removal of limbs or branches shall be done only with prior written approval of the CONTRACTING OFFICER.

4. Solvents, oils, and other material, which may be harmful to plant life, shall be placed in appropriate containers and properly disposed of off National Forest land.

5. At the completion of the Work, any contaminated soil shall be removed; properly disposed of off of National Forest land; and replaced with topsoil.

1.5 SUBMITTALS

A. Contractor shall submit a disposal plan for slash and debris generated by clearing and grubbing operations to the Contracting Officer prior to commencement of the Work.

PART 2 - PRODUCTS

2.1 BACKFILL MATERIAL

A. Backfill.

1. Backfill material shall conform to Section 02320.

2. Compact backfill in accordance with Section 02320.

B. Tree wound dressing.

1. Furnish a commercially available product with asphalt base and fungicide. Furnish material that is antiseptic, waterproof, adhesive, and elastic. Do not use material that is harmful to living tree tissue such as kerosene, coal tar, or creosote.

PART 3 - EXECUTION

3.1 GENERAL

A. Remove trees, shrubs, grass, and other vegetation, except for those indicated to be left standing.

B. Remove other debris interfering with installation of new construction.

C. Remove such items elsewhere on site or premises as specifically indicated.

D. Completely grub stumps, roots, and other debris protruding through ground surface.

E. Carefully and cleanly cut roots and branches of trees indicated to be left standing, where such roots and branches obstruct new construction.

F. Clearing shall be kept to a minimum within the specified working limits and care exercised to not damage the root system of adjacent trees or shrubbery.

3.2 CONSERVATION OF TOPSOIL

A. Conserve native topsoil that is free from large roots, branches and inorganic material such as concrete and asphalt for use as SHOWN ON THE DRAWINGS or as designated by the Contracting Officer.

B. Pile topsoil removed during clearing and grubbing in locations designated by the Contracting Officer.

3.3 GRUBBING

A. All roots over 3-inches in diameter shall be grubbed to a minimum depth of 6-inches below subgrade.

B. Roots over 3-inches in diameter protruding from the excavated slope shall be cut flush with the excavated slope surface.

C. Use only hand methods for grubbing inside drip line of trees indicated to be left standing.

3.4 SITE FINISHING

A. Spread conserved topsoil in locations designated by the Contracting Officer.

B. Fill depressions caused by clearing and grubbing operations with satisfactory soil material, unless further excavation or earthwork is indicated.

C. Place fill material in horizontal layers not exceeding 6-inches loose depth and thoroughly compact to a density equal to adjacent original ground.

D. Prior to beginning earthwork under Section 02320, the Contractor shall request approval of Work under this section from the Contracting Officer.

3.5 DISPOSAL OF MATERIALS

A. Dispose of all construction slash and debris generated by clearing and grubbing operations off National Forest Lands.

WATERING

PART 1 - GENERAL

1.1 SUMMARY

A. The work of this section consists of furnishing, hauling, and applying water required in the compaction of embankments, backfills, subgrade, and base course; and for dust control, and other construction operations. Watering is considered incidental to pay items requiring watering.

1.2 RELATED REQUIREMENTS

A. Contractor is responsible for providing all required water.

PART 2 – PRODUCTS

2.1 WATER

A. Free of debris, organic matter, and other objectionable substances.

PART 3 – EXECUTION

3.1 APPLICATION

A. Apply water for compaction and dust control by means of pressure-type distributors or pipeline equipped with a spray system with nozzles that will ensure a uniform application of water.

3.2 EQUIPMENT

A. Provide all necessary pumping equipment, piping, meters, tanks, and water trucks. Water trucks shall be of at least 1,000-gallon capacity, equipped with a spray bar of ample capacity, and designed to ensure uniform and controlled application of water in the amounts required. When water is to be metered for measurement, use an approved metering device.

3.3 PREWETTING

A. Prewetting the material in excavation areas prior to its removal for placement in embankments will be permitted when accomplished in an acceptable manner. If prewetting is done with a sprinkler system, the water shall be metered through approved devices located near the point of discharge.

Provide adequate drilling equipment to check the penetration of moisture for the full depth of the excavation.

B. During prewetting, avoid excessive runoff and minimize water waste. Any required drying of prewetted embankment soils shall be done at no additional expense to Government.

02320 - 1

SECTION 02320

EARTHWORK

PART 1 - GENERAL

1.1 DESCRIPTION

A. This work consists of providing equipment and labor necessary to complete site excavation;

furnish and place fill, backfill, sub-base and base materials; trenching and backfill; compaction and grading. Shoring is considered incidental to this pay item.

B. New trench excavation shall follow the existing in place water line and AS SHOWN ON THE

DRAWINGS.

C. All earthwork under this pay item shall be performed with a rubber tracked compact radius excavator limited to an excavation bucket width of 24” or less or equivalent approved by the Contracting Officer.

D. Earthwork shall include but is not limited to the following:

1. Excavate to levels and lines required for foundations and other subgrade work.

2. Fill and backfill to grades indicated, including the importing of approved off-site material.

3. Excavate unsuitable subgrade material and replace with acceptable material.

4. Compact subgrade, backfill material, and granular rock base where required.

5. Rough and finish grade to levels and lines indicated.

6. Finish grading.

7. Provide erosion, sedimentation, and dust control in accordance with local ordinance and

State of California requirements.
