SECTION 09 90 00

INTERIOR PAINTS AND COATINGS

PART 1 GENERAL

1.01 REFERENCES

The publications referenced within this specification are referred to by the basic designation only.

A. ASTM International (ASTM)

B. Master Painters Institute (MPI)

C. Unified Facilities Guide Specification (UFGS)

1.02 SUBMITTALS

A. Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. Submit the following in accordance with the “Statement of Work -

SUBMITTAL REQUIREMENTS”:

a. SD-03 Product Data

1. Sealant, Primer, Paint; G

b. SD-04 Samples

1. Color Swatches; G

Submit manufacturer's samples of paint colors.

c. SD-08 Manufacturer’s Instructions

1. Manufacturer's Material Safety Data Sheets (MSDS)

1.03 ENVIRONMENTAL CONDITIONS

A. Comply, at minimum, with manufacturer recommendations for space ventilation during and after installation.

PART 2 PRODUCTS

2.01 MATERIALS

A. Primer

a. Primer shall be interior latex-based primer, low VOC, stain-blocking/stain-hiding formulation intended for the purpose of being applied over bare paper-faced drywall and unfinished wood. Color shall be white.

B. Paint

a. Paint shall be interior latex-based paint, low VOC, water based, with a color as selected by the

Government upon submittal processing.

PART 3 EXECUTION

3.01 SURFACE PREPARATION

A. Contractor shall removed all removable items and set aside during project work, to include outlet covers, door signs, switch covers, thermostat covers and operators. At completion of the project, all items shall be replaced in their original locations.

B. Contractor shall temporarily move any furniture that needs to be relocated for painting. Temporary locations to store will be coordinated with the COR and office occupants. All furniture must be moved back to the original position with no damage at the completion of the project.

C. Contractor shall follow all manufacturer’s instructions and recommendations for prepping the surface for new primer and paint.

D. Paint shall be scraped from any areas where it is peeling or bubbling. The paint shall be removed to sound layer and to provide a proper base for the new coating.

E. Plaster and stucco shall be clean and free from loose matter; gypsum board shall be dry. Remove loose dirt and dust by brushing with a soft brush, rubbing with a dry cloth, or vacuum-cleaning prior to application of the first coat material. A damp cloth or sponge may be used if paint will be water-based.

F. Repair of Minor Defects: Prior to painting, repair joints, cracks, holes, surface irregularities, and other minor defects with patching plaster or spackling compound and sand smooth. Any corners that have been damaged or appear uneven shall be skim-coated and refinished.

3.02 PRIMER AND PAINT APPLICATION

A. Contractor shall follow all manufacturer’s instructions and recommendations for paint and primer. This is to include storage, mixing, application and dry times.

B. Contractor shall apply one coat of white Sherwin Williams Premium interior grade, low VOC, latex primer to all wall surfaces. Where one coat does not fully cover underlying paint color, a second coat shall be applied.

Once primer has dried and is ready for paint covering, contractor shall paint the wall surfaces, columns, sills.

See below for detail. Paint application shall include two (2) coats of Sherwin Williams Premium interior grade, low VOC, water-based latex paint. In general wall color shall be off-white. Wherever the prescribed number of coats does not sufficiently cover and hide existing marks, wherever there is “bleed through”, and wherever it appears that additional coats are necessary to properly cover the wall surfaces, the Contractor shall apply an additional coat of unthinned paint until smooth, opaque coverage is achieved.

C. The surfaces that shall be primed and painted are all previously painted surfaces of the same color, including but are not limited to the following

1. Walls.

2. Window sills.

3. Window sashes, trim, handles

4. Heat registers.

5. Doors/ Door Frames.

6. Electrical Panel.

7. Conduit, wiring, associated components.

8. Jacketed pipe insulation.

9. Base Board.

D. Any surface that was not originally painted shall stay unpainted. Contractor shall use painters tape where necessary to ensure this. All baseboard and trim that is unpainted wood shall remain unpainted wood.

E. At completion of painting phase, all walls shall be smooth and even coated in appearance with no bleed through. Painting of trim and walls shall have a professional neat appearance. Windows shall operate in the same manner as prior to project work. All removable items such as the clock, switch covers, outlet covers, etc.

shall be returned to their original locations.
