Renovate Restroom and Locker Room Building 123 Rooms 101 and 101A
Work Order #: 20PW005
Watervliet Arsenal Installation Management, Public Works Division
Facilities Engineering (TAWV-IMP-F)
December 20, 2019
PART 1 GENERAL
1.01 Overview.
A. This Statement of Work (SOW) defines the effort required to renovate the restroom and locker room in Building 123.
B. The project includes work around known asbestos containing materials (ACM).
C. All work to be completed per the SOW and corresponding drawings associated.
1.02 Hours of Operation.
A. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on Fridays. Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
1.03 General Requirements.
A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW.
C. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Contracting Specialist detailing any discrepancies that are found between the contract documents and the project work site.
D. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
E. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site.
1.04 Safety Requirements.
A. General.
1. The contractor shall be responsible for complying with all DOD, Army, Federal, and State health and safety requirements which are applicable to this project, and shall use all means and precautions available to ensure the safety of the occupants and protection to the existing buildings and structures.

B. Existing Conditions.
1. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos building inspection records to verify the location and description of known asbestos-containing materials.
2. The contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Project COR prior to starting project work.
C. Lockout/Tagout Procedures.
1. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147.
2. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification
Acknowledgement Record” prior to working on or de-energizing any electrical equipment.
1.05 Period of Performance.
A. The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than 90 days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
1.06 Permits
A. The Contractor shall obtain the following WVA Permits from the Contracting Officer’s
Representative (COR), IAW the Watervliet Arsenal Information for Contractors (WAIC). The Project COR will provide the Permit forms and the direction necessary to complete each Permit.
1. Hot Work (Flame) Permit
a. Required daily when cutting, grinding, or any operation generating spark or flame takes place.
1.07 Equipment Identification.
A. The contractor shall create and affix a label to all large equipment, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:
1. Company name
2. POC name (first, last)
3. POC phone number
4. Project Number (see title page of SOW)
1.08 Waste Dumpster.
A. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.
B. Waste dumpsters shall be placed with a minimum of 33’ clearance from any building. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.
C. The contractor shall cover all waste dumpsters when not in use, and before the end of each work shift.
The cover shall be weather-tight.
1.09 Project Drawings.
A. The Contractor shall complete the Items of Work in accordance with the following associated Project
Drawing(s) identified Part 5 Appendices Part C and attached to this SOW.
B. The Project Drawings do not indicate each component, device, fastener, fixture, or similar incidental item necessary for the performance of the work.
C. The Contractor shall provide, furnish, and install all necessary and appropriate components, devices, fasteners, fixtures, or similar incidental items as necessary and required to provide complete, operable, and functional system to suit the intended purpose.
D. The contractor shall review the project site and obtain and/or verify all measurements and project data/information required to perform this project work.
E. The contractor is required to review all contract documents, and provide written notice to Contracting Officer of any discrepancies that are found.
1.10 Applicable Documents.

1.11 Submittals.
A. The contractor shall e-mail all submittals to the Contracting Specialist for review and approval. All submittals require government approval unless otherwise explicitly stated.
The contractor shall reference Appendix A “Consolidated List of Submittals” for complete list of required submittals.
PART 2 PRODUCTS
2.01 Products.
A. Epoxy Floor Coating System: Minimum 1/8” height, appropriate and intended for commercial restroom application, slip resistant surface. Dur-A-Flex Dur-A-Quartz Epoxy coating system or approved equivalent. See specification Dur-A-Flex Eartheston chip blend (color is Fossil)
B. Epoxy wall Coating System: Appropriate and intended for commercial restroom wall application.
C. Dry wall Suspended Ceiling Grid System: Heavy-duty main beam classification, 15/16” wide, white color and commercial quality. Armstrong or equal
D. Ceiling Tile: 24”x24”, beveled tegular, meet ASTM E84 and CAN/ULC S102 fire performance standards, ASTM E1264 Classification Type III, and resistant to mold and mildew. Armstrong – Fine Fissured High (1758) or approved equivalent. Color shall be white.
E. Lighting: LED Lighting, 1'x4' Led Flat Pnl 4000K 120/277V
F. Motion Sensor: White in color, Decora wall switch PIR Occupancy Sensor or approved equivalent.
G. Sink: Porcelain, wall mount, commercial grade
H. Faucet: Chrome finish, commercial grade, single hot/cold lever
I. Toilet: Porcelain, commercial grade.
J. Urinal: Porcelain, commercial grade.
K. Exhaust Fan: In-line duct fan, capable of 8 air changes per hour.
L. Radiator Cover: Wall mounted, steel, 20ga. minimum, upper angled louvers.
M. Shower: Commercial grade.
N. (1) 40 –Gallon Hot Water Tank ECS 40 200 Commercial Grade, 240 Volts 1 Phase by A.O Smith
O. Waste Receptacle: Floor standing, 16 – 18 gallon, stainless steel, dome top. Bobrick B-2300 or approved equivalent.
P. Stall Partitions: ¾” solid phenolic with high pressure matte finish melamine surface. Floor mounted pilasters anchored with heavy gauge angle, extruded aluminum head-rail with integral crown loafer rail, integral crown loafer rail, extruded aluminum heat-treated and anodized with necessary fittings.
Surface mounted aluminum side latch, coat hook, aluminum wrap around hinge assembly, aluminum door stop & keeper. Wall connection brackets for panels and pilasters shall be high strength heavy chrome plated. Pilaster trim to be 3" high, .031 stainless steel. All hardware and fittings to be secured with chrome plated one-way vandal-proof sex bolts or No. 14 plated-steel metal screws.
2.02 Materials.
A. Drywall: ASTM C1396/C1396M, Type X, 48 inch wide, 5/8 inch thick unless otherwise notes, tapered edges.
B. Paint: Paint shall be interior latex-based paint, low VOC, water based, with a color as selected by the Government upon submittal processing
C. Primer: Primer shall be interior latex-based primer, low VOC, stain-blocking/stain-hiding formulation intended for the purpose of being applied over bare paper-faced drywall and unfinished wood. Color shall be white.
PART 3 ITEMS OF WORK
3.01 General Preparation.
A. The contractor shall document and bring to the attention of project COR, all discrepancies, and any existing damage found within the work areas.
B. The contractor shall provide all necessary dust control, floor protection in traffic areas (dirt/debris).
C. The final placement of the dumpster shall not hinder traffic. Final dumpster location shall be coordinated and approved with project COR.
D. The contractor shall isolate all utilities to bathrooms. Contractor shall not affect the utilities of neighboring areas. If coordination with Arsenal PW maintenance staff is necessary, arrangements shall be made a minimum of 48 hours in advance.
E. The contractor shall shut off power to bathroom area when any work is being done to electrical boxes, electrical wiring, lighting fixtures, or other inherently-associated tasks.
F. The contractor shall perform all electrical work in accordance with NFPA 70: National Electric Code requirements.
G. The contractor shall exercise caution while working around the buildings fire suppression system through the entirety of the project. The fire suppression system is to remain active during project work.
H. DPW and fire department with COR will do a walkthrough to place covers and disable devices before the project starts.
3.02 Develop and Submit Work Plan and Schedule with Fixed Pricing
A. The contractor shall develop and submit a detailed work plan, including a project schedule, to outline the phases and duration of work activities. If project work deviates from the submitted schedule, the contractor shall revise the schedule as necessary.
B. The work plan and schedule shall be submitted to the project COR for government review and approval prior to the start of project work.
C. The contractor is to provide requirements outlined in the WVA Specification 02 82 13 – Asbestos Abatement.
D. Contractor to provide price per LF for asbestos piping not identified.
E. Contractor to provide price per fitting for asbestos not identified.
3.03 General Demolition.
A. The contractor shall carefully remove the following items for re-installation:
1. Wall mounted paper towel dispensers
2. Wall mounted hand soap dispensers
3. Toilet paper dispensers
4. Smoke Detectors
5. Light sensor
B. The contractor shall remove all interior finishes from rooms listed per drawing T1 labeled demo, including but not limited to:
1. Ceiling grid
2. Stall partitions
3. Drywall/plaster walls (to include any wall paper and wall mounted items)
4. Sinks (faucets, isolation valves, drains, traps, plumbing, etc.)
5. Light fixtures
6. Toilets
7. Urinals
8. Wall tile
9. Flooring
10. Doors and frames
11. Registers
C. Once demolition is complete, the bathroom will be “gutted” and only the subflooring, wall and ceiling studs shall remain.
3.04 Replace Doors.
A. The contractor shall remove and dispose of existing doors and frames. Frames shall be removed as needed to accommodate the installation of new framing or new openings.
B. The contractor shall furnish and install new door, frames, signage and all hardware necessary for operation (handles, hinges, closers, etc.)
1. Doors, frames and hardware shall meet all ADA requirements.
2. Doors per Room and Door Schedule shall be selected and installed in accordance with HMMA 805-12 – Recommended Selection and Usage Guide for Hollow Metal Doors and Frames.
3. Doors shall have louvered lower section to allow for makeup air.
3.05 Install Epoxy Floor Coating.
A. The contractor shall select an epoxy coating system meeting the requirements listed in section 2.01 of this SOW, which is appropriate for use in commercial settings intended for resistance to moisture. The contractor shall submit product data, product specifications, coating system description for review and approval.
B. The contractor shall prepare and install the epoxy coating system on floor and wall surfaces in finish schedule listed on T1 cover sheet.
1. The contractor shall devise a method to terminate the epoxy coating cleanly at door thresholds between hallway and room areas, such that room areas not receiving epoxy coating may later receive new flooring without compromising the epoxy coating installation. The contractor shall consider that each room will later receive either (i) carpet tile, (ii) vinyl composition tile, or
(iii) epoxy coating.
C. The contractor shall submit a plan for terminating epoxy coating at doorway thresholds between epoxy and non-epoxy coated areas. The contractor shall additionally indicate the method of installation around (i) floor penetrations, (ii) floor-wall intersections, and (iii) existing flooring and transitions.
1. Epoxy floor coating shall ramp up the restroom walls and locker room walls, including base of locker curb approximately 4” or 6”.
3.06 Build and Modify Walls and Install Drywall.
A. The contractor shall install new walls and drywall to all wall surfaces within the work space identified on drawings.
1. Drywall shall be installed in accordance with WVA Specification 09 29 00 – Gypsum Board.
2. Upon completion of drywall installation, no seams, rough areas, joints or any other imperfection shall be visible. All wall surfaces shall be seamlessly terminated to all corners, window, door surfaces etc. Finished drywall shall be Level 4 or greater.
B. The contractor shall run all electrical, plumbing, etc. utilities behind walls prior to installation of new drywall if required.
C. The contractor shall relocate electrical receptacles to meet NFPA 70: National Electric Code requirements. Receptacles shall be flush mounted.
1. Any unused or abandoned wiring shall be removed while walls are exposed. Wiring shall be removed back to the electrical panel.
D. The contractor shall be responsible to make field changes to wall stud to accommodate unique existing conditions. Examples include the adjustment of framing member spacing around piping or conduit penetrations, and customized framing around non-standard window and door openings to accommodate final installation of wallboard and trim.
E. If masonry walls are encountered the contractor needs to modify for access for plumbing. He will saw cut and modify as needed to place plumbing in wall. Contractor to repair wall as needed with in-kind to scrape and paint as needed, practice lead safe. Contractor to provide access panel in each wall space.
1. If electrical is encountered in masonry walls provide new outlets and covers. Label per Arsenal
Specification.
2. Any unused or abandoned wiring shall be removed. Wiring shall be removed back to the electrical panel.
3.07 Paint.
A. The contractor shall prepare and paint all wall, door, and framing surfaces.
1. All paint work shall be performed in accordance with WVA Specification 09 90 00 -
INTERIOR PAINTS AND COATINGS.
2. Colors are to be chosen by Contracting Officer Representative after a color wheel or samples are submitted for review and approval. Color scheme is expected to be a two-tone with a majority of the room one neutral color, and an accent color chosen for doors and trim.
3. At completion of painting phase, walls and ceiling shall be smooth and even coated in appearance with no bleed through. Painting of walls and ceiling shall have a professional neat appearance. Windows and doors shall operate without interference. Any over-brushed paint shall be removed and the underlying surface repaired.
3.08 Lighting.
A. The contractor shall furnish and install new energy efficient LED light fixtures throughout per reflected ceiling plans
1. Light fixtures shall be evenly spaced within the restrooms to provide even lighting throughout.
B. The contractor shall install lighting in accordance with WVA specification 26 51 00 – Interior Lighting (120V LED).
C. The contractor shall submit all proposed lighting to project COR for review and approval.
3.09 Electrical.
A. The contractor shall remove and replace all electrical receptacles, switches, lighting, wall plates, wiring, etc back to the panel. Contractor to id panel location and update panel schedule per new fixtures, outlets and switches. Label panels and switches and outlets. Contractor is responsible for providing appropriately sized breaker and all power wiring from source panel terminals.
1. All wall plates and switches shall be white in color.
B. The contractor shall replace electrical wall switches with passive infrared occupancy sensors.
1. The contractor shall program the occupancy sensor to turn off after 20 minutes of inactivity.
Occupancy sensors shall operate all restroom lighting and ventilation fans.
2. The occupancy sensors shall be white in color.
C. The contractor shall replace each existing receptacles in their original location. The contractor shall add a minimum of one GFCI receptacle per sink and two GFCI receptacles per countertop unless noted otherwise.
3.10 Exhaust Grilles
A. The exhaust or supply grills shall be a 2’x2’ diffuser mounted within the drop ceiling grid, color shall be white

3.11 Install Sinks and counters.
A. The contractor shall furnish and install sinks per plumbing plan locations
B. The contractor shall furnish and install new bathroom sinks and new commercial grade faucets, chrome finish. Provide new drains (no stops, no plugs). Submit product data for sinks.
1. Sinks per plumbing drawing listed.
2. Acceptable Faucet Manufacturers:
a. Moen Incorporated
b. Delta Faucet Company
C. The contractor shall provide new PVC drain with trap and threaded connections for maintenance access.
1. The new drain outlet shall be connected to the existing drain at the wall surface such that all exposed pipe is new.
D. The contractor shall furnish and install decorative chrome escutcheons at the wall surface to cover openings. Submit product data for sinks.
E. The contractor shall provide new type L copper supply tubing, soldered joints, ball valve isolated, with straight and neat runs. Connect to existing at wall surface such that all exposed tubing is new.
Connect to sink supplies.
F. All water piping to be copper and soldered. No PEX or Shark bite allowed.
3.12 Install new Toilets, Urinals and Plumbing – Automatic flush, TMO hard wired
A. The contractor shall furnish and install new commercial grade one piece, tankless, elongated seat, wall mounted white toilets.
1. Toilet and urinal installation shall include all ancillary pieces and equipment necessary for operation (seat, water isolation valve, Sloan flush-o-meters or equivalent, and chrome hardware etc.)
B. The contractor shall install new toilets and urinals per drawings P1.
C. The contractor shall provide specifications for the toilets, urinals and all flush-o-meters for government review and approval.
D. The contractor shall furnish and install one isolation vale on each restroom supply line, hot and cold.
Isolation valves shall be centrally located recessed within the wall accessibly by a small wall panel if required.
E. The contractor is to supply one extra toilet, urinal, sink, faucet, flush valve TMO for toilet and urinal per drawing specification. The contractor will deliver to Public Works loading dock Building 120 with COR present.
3.13 Stall Partitions.
A. Contractor shall install new toilet partition stalls in accordance with ADA requirements (clearances, hand-rails, mounting locations for all wall/partition mounted hardware, etc.). Contractor shall bring any modifications to the Project COR for approval prior to installation.
B. Contractor shall purchase and install floor mounted overhead braced stalls and partition constructed of solid phenolic. Contractor shall purchase and install partition doors and all hardware, to include anchoring to floor and walls.
1. Panels, doors and pilasters shall be ¾” solid phenolic with high pressure matte finish melamine surface.
2. Floor mounted pilasters are to be anchored with heavy gauge angle. Top of pilaster shall be securely braced with extruded aluminum head-rail with integral crown loafer rail.
3. Head-rail shall be approximately 1-7/8” x 15/32” x 1/16 with integral crown loafer rail, extruded aluminum heat-treated and anodized with necessary fittings.
4. Contractor shall supply all necessary hardware to include (but not limited to); Surface mounted aluminum side latch, coat hook, aluminum wrap around hinge assembly, aluminum door stop & keeper.
5. Wall connection brackets for panels and pilasters shall be high strength heavy chrome plated.
Pilaster trim to be 3" high, .031 stainless steel. All hardware and fittings to be secured with chrome plated one-way vandal-proof sex bolts or No. 14 plated-steel metal screws of proper lengths.
6. Restroom configuration identified must be ADA compliant.
7. Stall partitions color shall be #3010 Dove Gray by Global Partitions, in general.
C. The contractor shall provide partition specifications, cut sheets and colors for Government review and approval, prior to purchase and installation.
3.14 Mirrors.
A. The contractor shall provide single piece mirror per sink locations
1. All mirrors shall be mount to wall using manufacturer approved mounting clips, with a number that exceeds the minimum for the weight of the mirror.
2. Contractor to provide 24” x 60” Mirror with stainless steel channel frame Bobrick B-165
Series in each bathroom listed. Install height per COR.
B. The contractor shall submit cut sheet of the mirror, showing dimensions and weight.
Reinstall Temporarily Displaced Items.
C. The contractor shall reinstall all previously removed items to their previous location, unless directed otherwise by the project COR
a. Wall mounted paper towel dispensers
b. Wall mounted hand soap dispensers
c. Toilet paper dispensers
d. Smoke detectors
e. Light sensor
D. The contractor shall furnish and install new female napkin waste bins in each stall of restroom.
3.15 Verify Operation.
A. The contractor shall verify operation of each aspect of the new modified restrooms.
B. The contractor shall repair any deficiencies discovered before project will be considered complete.
C. Windows shall be inspected with COR after installation.
PART 4 CLOSEOUT REQUIREMENTS
4.01 Cleanup of Work Site.
A. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.
B. The contractor shall remove all debris from any remote holding locations, to include any excavation and concrete equipment chute cleanout debris.
C. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.
4.02 Operation and Maintenance Manuals.
A. The contractor shall provide a hard copy of manuals and a digital copy of full operations and maintenance manuals to the project COR.

APPENDIX B: Quality Assurance Surveillance Plan (QASP)
PURPOSE
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
SURVEILLANCE PROCEDURES
Timeliness: Progress is maintained to assure compliance with completion time.
Quality: Conformance with statement of work and industry standards.
Tasks: Performed according to statement of work requirements.
Problem Resolution: Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
Delivery: Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
PERFORMANCE AREAS
Management Responsiveness: Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
Schedule Control: Evaluate the contractor’s adherence to completion schedule.
Performance: The contractor will be evaluated as to the workmanship and adherence to the statement of work.
EVALUATION CRITERIA
(Outstanding). Indicates performance clearly exceeds contractual requirements. The area of evaluation contains few minor problems for which corrective actions appear highly effective.
(Satisfactory). Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
(Unsatisfactory). Indicates the contractor failed to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains serious problems for which the corrective actions were ineffective.
DOCUMENTATION
Documentation used to perform surveillance will consist of random government inspections and inspection records, as well as the evaluation of final work product delivery by the project COR/COTR.
RATING
Contractor will be given an overall rating of Outstanding, Satisfactory, or Unsatisfactory by the Government Technical point of contact or Contracting Specialist Representative, if appointed, 3 using the above evaluation criteria.
