About this file
This document is a detailed Asbestos Abatement Specification (Part III) prepared by Environmental Testing & Management, Inc. for the Former Woodmont High School project in Piedmont, South Carolina. The specification outlines comprehensive procedures for friable asbestos removal, including strict entry and exit protocols for workers, mandatory respiratory protection requirements, specific work practices, removal procedures, cleanup processes, air monitoring protocols, waste disposal guidelines, and containment removal instructions. The document provides exhaustive step-by-step guidance for contractors, emphasizing worker safety, regulatory compliance with OSHA, EPA, and SCDES regulations, and meticulous environmental protection measures.
The specification mandates that all asbestos-containing materials be removed using wet methods, carefully bagged in 6-mil polyethylene bags, and disposed of at an approved landfill. Contractors are required to use NIOSH-certified respiratory equipment, follow precise decontamination procedures, and undergo rigorous air sampling and visual inspections throughout the abatement process. The specification includes detailed requirements for final clearance testing, with a maximum acceptable airborne fiber concentration of 0.01 fibers per cubic centimeter. Contractors are financially responsible for any failed clearance tests and must re-clean the entire work area at their own expense. The document underscores the critical importance of worker safety, environmental protection, and strict adherence to federal and state asbestos removal regulations.

3.02 RESPIRATORY PROTECTION DURING ASBESTOS REMOVAL
The Contractor will commence the gross removal of the asbestos in the work area in PAPR’s in accordance with 29 CFR 1926.1101, unless the Contractor can provide evidence to the Asbestos Consultant that airborne fiber levels can be maintained in such a manner so as to permit the use of lesser respiratory protection equipment. This evidence will consist of personnel air monitoring data from other projects involving the removal of similar types of materials using procedures similar to those to be used in this project. In any event, it is the responsibility of the Contractor to adequately protect his personnel in the work area and to comply with all applicable OSHA regulations.
All respiratory protection equipment to be used in the conduct of this project is to be NIOSH certified. Each worker will have a respirator personally issued and marked for his use only. The minimum type of respirator will be a half-face dual HEPA cartridge.
NO RESPIRATOR OTHER THAN THIS TYPE (unless of a higher protection factor)
WILL BE PERMITTED ON THE JOBSITE.
3.03 WORK PRACTICES
All work practices followed shall be consistent with the OSHA standard on Occupational Exposure to Asbestos (29 CFR 1926.1101). In particular, the following work practices shall be followed:
1. Workers shall not eat, drink, smoke, chew gum or chew tobacco in the work area, the decontamination unit or the waste load-out area.
2. Workers shall always wear their respirators while inside the work area. Failure to wear the appropriate respirator can result in the worker being removed from the jobsite.

3.04 ASBESTOS REMOVAL PROCEDURES - GENERAL
1. All asbestos removal work shall be performed in accordance with the requirements of the OSHA standard on Occupational Exposure to Asbestos (29 CFR 1926.1101).
2. All items interfering with abatement must be removed and decontaminated before being disposed of.
3. The Contractor will use wet methods to remove the asbestos containing friable materials from this facility. The water used to wet the materials will be amended with a suitable wetting agent. Only airless or other low-pressure sprayers may be used to apply the amended water in a “mist” to the asbestos containing materials. While this is a wet removal, the Contractor is cautioned that excessive amounts of water will not be permitted to stand on the floor.
4. All removed ACM is to be promptly bagged in 6-mil labeled polyethylene bags or wrapped in 6-mil polyethylene sheeting and then labeled. Removed ACM is not to remain on the floor for excessive periods where it can dry out. Bags are not to be overfilled. As bags are filled and sealed, they are to be taken to the waste load-out area where they will be decontaminated. When decontaminated, each bag will be placed in another 6-mil labeled bag, or wrapped again in 6-mil poly sheeting, labeled and stored for disposal. All materials resulting from asbestos removal work shall become the property of the Contractor.
5. All polyethylene, tape, cleaning materials, work clothing and all other items used in the work area that cannot be completely decontaminated shall be disposed of as asbestos contaminated waste. These materials shall be double-bagged in 6-mil polyethylene labeled bags and handled in the same manner as the removed ACM.
6. Prior to calling for a final visual, work area shall be vacuumed using a HEPA vacuum.
During the final visual inspection, the contractor shall use a HEPA vacuum to remove any debris found to be present.
