About this file
This is a Request For Quote issued by the Michigan Department of Transportation (MDOT) for the procurement of a retaining wall monitoring system to track lateral movement and tilt on walls located in the highway corridor within the City of Detroit. MDOT seeks to install 6 uniaxial or biaxial tilt meters, or alternatively a Shape Array Accelerometer system, across 3 monitoring locations with approximately 15 feet of monitoring distance at each location. The tilt meters must meet specific performance specifications including a range of plus or minus 15 degrees with a resolution of 0.001 degrees and long-range communications capabilities. The quote request requires vendors to provide complete system integration including necessary cables and accessories for remote communication and wall attachment, along with a remote telemetry system encompassing a data logger, modem, software, solar panel, power supply, enclosure rated for Michigan climate conditions, intermediate nodes, and communication cords. No specific response deadline or award date is provided in the document.
Vendors must provide itemized pricing for cloud-based hosting services, including setup/activation fees and annual hosting costs, as well as estimated shipping expenses. The quote should clearly identify any variations from the specified system requirements and note any missing components such as modems or batteries. Vendors are encouraged to contact Chris Johnecheck at 517-242-3878 or johnecheckc@michigan.gov for clarification. The system design must be robust enough to accommodate future instrument additions, and MDOT recognizes that proprietary variations may be necessary to meet these requirements.

Request For Quote – Retaining Wall Monitoring
The Michigan Department of Transportation (MDOT) is requesting quotes to monitor lateral movement or tilt on certain retaining walls in their highway corridor. The intent of the instrumentation is to continuously monitor the walls in relatively “real time” and seamlessly deliver this information into a cloud-based system for viewing the data by MDOT. MDOT realizes that these systems are proprietary and some variations from those listed below may be required. If this is the case, note these variations in the vendor’s quote.
1) Provide 6 uniaxial/biaxial tilt meters or a Shape Array Accelerometer to monitor 3 different locations in the City of Detroit. The distance between monitoring points at each location or length of monitoring is approximately 15 ft. These locations are noted on the attached map.
2) The tiltmeters must have a range of plus or minus 15 degrees, resolution of 0.001 degrees, and long-range communications to reach the remote telemetry base station. The necessary cables and accessories to remotely communicate with remote telemetry hub and attach to the concrete wall must be included within the quote.
3) Provide a remote telemetry system(s) which includes a data logger, modem, software, solar panel, power supply, datalogger enclosure rated for Michigan climate, intermediate nodes, communication cords, and other accessories as required to develop a functional system. If certain items are not provided (i.e. modem, battery, etc) please note that in the quote. The tilt meter system should be robust enough to accommodate adding multiple instruments in the future.
4) Provide a description of the cloud-based hosting site and associated cost. The cost can be broken down into a setup/activation fee and annual hosting fee. Other costs associated with this item should also be noted as necessary.
5) Provide estimated shipping cost in the quote.
6) Please contact Chris Johnecheck at 517-242-3878 or johnecheckc@michigan.gov with any questions.
