Specifications Summary: Storm Shelters - Chickasaw National Recreation Area

This document contains specifications for a procurement by the National Park Service (Interior Regions 6/7/8, Ohio Major Acquisition Buying Office) for storm shelter delivery and installation at Chickasaw National Recreation Area in Sulphur, Oklahoma. The government requires delivery and placement of four (4) above-ground concrete residential storm shelters engineered to FEMA (2015) specifications to withstand EF5 tornado damage. The suggested products are the 7'x9' Jumbo Saferoom by Oklahoma Saferoom and Septic (or equivalent) and one Securall Tornado Door 320/361 (36x84-RHR-0) or equivalent. Each shelter must be fully assembled, tested, and ready for operation upon delivery, with steel reinforced seamless concrete construction meeting FEMA 361/320 and ICC 500 requirements (250 mph winds), accommodate 12-16 people, include a 12-gauge steel door with 3-point locking system configured for Best Lock Core 6 pin, feature faux stone gray exterior finish, weigh approximately 25,000 pounds, and include one LED motion-sensing automatic interior light. The structures will be unloaded directly onto gravel pads at four specific GPS-located positions within the Platt Historic District.

Delivery must occur within 150 days after contract award, FOB Destination, with the contractor responsible for unloading at preselected positions—the government cannot provide offloading assistance. Arrangements must be coordinated one week prior to shipment with the NPS COR/POC, Linda Richards (580-618-1317, linda_richards@nps.gov). The structures will be inspected upon arrival to verify factory-installed features, exterior and interior condition, and compliance with all specifications; any deficiencies must be corrected by the vendor before final acceptance. Award will be made as one lot to a single contractor. Full manufacturer's warranty documentation guaranteeing minimum five-year parts and labor coverage from delivery and installation date is required.
