DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background:
The original function of the Cuyahoga Valley National Park (CVNP) Boston Mill Visitor Center (BMVC) building was a general store that was constructed in 1905. A rehabilitation project began for the BMVC site in January 2018 and the BMVC officially opened October 25, 2019. The site includes the BMVC (Building A), a Restroom Building (Building B), and a Storage/Office Building (Building C). A potable water system was newly constructed as a part of the rehabilitation project.
Potable water for this site is hauled and delivered by a third party to a 10,000-gallon water cistern on the west side of the site. A jet pump in the basement of Building B draws water from the cistern through a 4-inch HDPE waterline and delivers the potable water to Buildings A, B, and C. The potable water storage tank consists of an underground concrete rectangular cistern with a manhole riser on top of it for access. There is a hatch to access the cistern and a manhole cover to access the manhole riser. Drawings are included in Appendix B.
Several deficiencies have been observed in the BMVC potable water system at the storage tank including:
groundwater leaking through the manhole riser side wall, a gap between the manhole riser and the cistern, a hole drilled in the top of the cistern within the manhole riser, potential failure of a link seal around a pipe penetration in the manhole riser, potential groundwater penetration through conduits entering the manhole riser, and potential for leaks around the cistern hatch. This project will repair the water storage system at BMVC.
1.2 Work Covered by the Contract Documents:
A. Project Location: Boston Mill Visitor Center, 5793 Boston Mills Rd, Peninsula, OH 44264
B. Work is included in the Technical Specifications found in Appendix A.
C. All work will be performed under a single contract.
D. Period of performance: Work to be completed 60 calendar days after issuance of the Notice to Proceed (NTP).
ITEM 2 - EXISTING UTILITIES
2.1 Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.
2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
2.3 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
A. Notify Contracting Officer not less than two days in advance of proposed utility interruptions.
B. Utility Shutdowns: All utility services shall be maintained throughout construction except water service. Water service shut down to be coordinated with the Contracting Officer Representative.
ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent (Superintendent's Compendium - Cuyahoga Valley National Park (U.S.
National Park Service) (nps.gov)).
A. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.
3.3 Contractor Use of Site:
A. General: Contractor shall have limited use of the site for construction operations. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Limits: Limit site disturbance, including earthwork and clearing of vegetation, to the limit of disturbance shown on Drawing 1 in Appendix B.
C. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, Visitors, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.
D. Security and Protection facilities installation:
1. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
2. Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area. Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required.
3. Tree and Plant Protection: Provide Tree Protection fence at drip line of trees impacted in construction area.
Coordinate with COR.
4. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests so Project will be free of pests and their residues at Substantial Completion. Perform control operations lawfully, using environmentally safe materials.
5. Temporary Enclosures: Provide temporary enclosures (snow fence) for protection of construction, in progress and completed, other construction operations, and similar activities.
3.4 Storage - Staging Areas:
A. Confine Storage of materials and equipment to the project area and two bays of the parking lot as shown on Drawing 1 in Appendix B. Limits of use and control shall be subject to Contracting Officer’s approval.
Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3.5 Preservation of Natural Features: Restore grade to existing conditions.
3.6 Hauling Restrictions: Match State and County road requirements for all park work/access.
3.7 Housekeeping:
A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste materials legally off NPS property.
3.8 Occupancy Requirements:
A. Government and Visitors will occupy buildings and grounds that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government and Visitor usage. Perform the Work so as not to interfere with Government's day-to-day operations.
a. Maintain access to existing walkways, corridors, courtyards, sidewalks, parking lots, boarding station, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, courtyards, sidewalks, parking lots, boarding station, or other occupied or used facilities without written permission from the CO.
b. Repair damage caused by construction operations.
3.9 Photo Documentation:
All photos shall be in focus, show maximum range of depth of field general photo and then close up detail photo as needed. Shall be in JPEG digital form and submitted via CD-R Archival Gold or DVD-R Archival Gold media with printed labels and 8 mega pixels minimum within 7 days from time of taken or as approved by COR.
A. Existing Condition Images: Before starting construction, take color, dated, digital images of project site and adjacent property/roads/etc. that may be impacted by construction activity/traffic. Include existing items to remain or be salvaged from different vantage points and with context for location identification.
B. Construction Images:
1. Document all sub-surface work/ trenches etc. prior to backfill with enough overall field view to show location and then details.
2. Maintain organized index for photos with date, description, etc..
3. Additional images as needed when questions or emergency situations occur. Submit within 24 hours.
4. Clearly document all areas inside and outside the cistern and manhole riser before and after excavation and take close up pictures of all areas where water could infiltrate the cistern and manhole riser before and after repairs are made.
3.10 Fire and Life Safety:
As a minimum, conduct one weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.
A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).
B. Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, Safety Data Sheets (SDS) for each chemical.
i. Immediately report all spills of hazardous materials to the park.
ii. Maintain a spill emergency response kit.
iii. Train employees how to respond to a spill and use the emergency response kit.
3.11 Noise and Acoustics Management:
A. Noise Control: Perform demolition and re-roof operations to minimize noise. Perform noise-producing work in less sensitive hours of the day or week as directed by the Contracting Officer.
B. Repetitive and/or intermittent, high-level noise: Permitted only during Daytime.
1. Do not exceed the following dB(A) limitations at 50 feet:

2. Maximum permissible construction equipment noise levels at 50 feet:

C. Ambient Noise:
1. Maximum noise levels (dB) for receiving noise area at property line shall be as follows:

b. Commercial/Industrial receiving area: Daytime:
67 dB Nighttime: 65 dB
ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract. (Block 11 of the SF 1442 or relevant section of the award document)
ITEM 5 - EXAMINATION OF THE SITE
5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site.
No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 - Site Visit (Construction).
ITEM 6 - ABBREVIATIONS
6.1 The list of abbreviations, which may be used in the Construction Specifications or Special Provisions, refer to the organizations and specifications of the organizations may be found at the below https://www.nps.gov/orgs/1671/do-business-with-us.htm
ITEM 7 - ACCIDENT PREVENTION
7.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
A. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment in good repair at all times. As a minimum, maintain four hard hats and all other APP required equipment.
B. It is the Contractor’s responsibility to require all those working in the Cistern to follow the park’s Confined Space Entry Program, included at the end of this Section. A Confined Space Entry Permit is required.
7.2 Submittals:
A. Accident Prevention Program: At the preconstruction conference submit for approval a site specific accident prevention program. The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable) including but not limited to the following:
1. Name and qualifications of responsible supervisor to carry out the program
2. First aid and rescue procedures. Provide current certification for first aid/CPR of designated individual.
3. Training, both initial and continuing.
4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase, with a Job Hazard Analysis (JHA)/Job Safety Analysis (JSA), etc.
5. Planning for possible emergency situations, such as cave-ins, earthquake, explosions, fires, floods, power outages, slides, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
6. Contractor to identify nearest location of medical facility for emergencies
7. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.
8. Supplemental hazard specific plans may be required IAW 29 CFR 1926 or 1910.
B. Meeting and Inspection Reports: Safety Meetings: As a minimum, conduct 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Submit a report of safety meetings and inspections. The Contractor shall document the “toolbox” meetings through the daily logs.
7.3 Qualification of Employees:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. .Provide operating instructions for all equipment. .
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
7.4 Accident Reporting: The Contractor shall report all accidents to the Contracting Officer or designee as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
7.5 First Aid Facilities: Provide adequate facilities for the number of employees and appropriate to the hazards associated with the types of ongoing construction work at the site.
7.6 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
7.7 Personal Protective Equipment (PPE): It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
A. PPE must meet requirements of applicable ANSI standards. Selection shall conform to OSHA 29CFR 1926 Subpart E.
B. A hard hat use area shall be designated by the Contractor. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officer.
C. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary PPE. All PPE will be serviceable at all times. At a minimum, maintain 4 sets of PPE including hard hats and all other Accident Prevention Plan required equipment.
7.8 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources.
Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
ITEM 8 - PRECONSTRUCTION CONFERENCE: See FAR 52.236-26
ITEM 9 - SUBMITTALS
9.1 General Submittal Procedures:
A. General: Prepare and submit submittals required by individual Specification Sections. Types of submittals are indicated on individual specific sections.
1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Submittals to be sent to the Contracting Officer.
B. Submittal List: A submittal list has been attached to the end of the Technical Specifications in Appendix A. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.
C. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference:
1. Letter designating Project Superintendent.
2. Construction Schedule.
3. A comprehensive breakdown of the Schedule of Values.
4. Accident Prevention Plan (see section 7 of this document).
5. A list of Subcontractors for this project.
6. Written statements from subcontractors certifying compliance with applicable labor standard clauses (SF1413).
7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
8. Waste Management Plan.
9. Quality Control Plan.
10. Temporary Storm Water Pollution Prevention Plan (SWPP or UPPP).
11. Historic Preservation Treatment Plan.
12. List of Required Construction Permits. Include the following information for each permit:
a. Name of Permit.
b. The Agency(ies) with Jurisdiction issuing the permit.
c. Information required from the Government to complete the permit application.
9.2 Shop Drawings, Product Data, and Samples: Contracting Officer will provide sample cover sheet.
A. Product Data: Submit Product Data according to Part 9.1 of this section to include one digital file (.PDF or .TIF) to
COR.
B. For submittals specified above, forward submittals to Contracting Officer at least 5 days before need for approval.
C. After approving submittals, Contracting Officer will return one copy to the Contractor. If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
9.3 Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
A. For each item proposed as an “approved equal,” submit supporting data, including:
1. Drawings and samples as appropriate.
2. Comparison of the characteristics of the proposed item with that specified.
3. Changes required in other elements of the work because of the substitution.
4. Name, address, and telephone number of vendor.
5. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
B. A request for approval constitutes a representation that Contractor:
1. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
2. Will provide the same warranties for the proposed item as for the item specified.
3. Has determined that the proposed item is compatible with interfacing items.
4. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
5. Waives all claims for additional expenses that may be incurred as a result of the substitution.
C. Approved Equals will be evaluated and approved/disapproved during the submittal process.
9.4 Progress Schedules: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content. Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted. The following information must accompany submission of progress schedules prior to processing any pay application:
A. Daily/weekly progress reports during construction as part of the administration process.
B. Schedule of Values: Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The Schedule of Values will form the basis for payment. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values. A sample Schedule of Values will be provided by the Contracting Officer.
ITEM 10 - PROJECT CLOSEOUT
10.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
10.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
10.3 Final Inspection/Project Closeout: Submit written certification that project is complete, and a final inspection must be requested to the Contracting Officer and/or Contracting Officer Representative in writing. The Contracting Officer or designee will inspect within 10 days of receipt of request or at a mutually agreeable time.
A. If the work is determined to be complete, following the final inspection, the Contracting Officer Representative will prepare and complete the Final Project Closeout Checklist/Inspection document and provide acceptance of the work to the Contracting Officer representative. Contracting Officer will then make final approval of the Final Project Closeout Checklist/Inspection document issuing final acceptance of the project.
B. If the work is not determined to be complete following the final inspection, the Contracting Officer and/or
Contracting Officer Representative will notify Contractor in writing and prepare the Punchlist Items on the Final Project Closeout Checklist/Inspection document. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
C. Contractor shall complete the Punch List items as documented on the final project closeout checklist/inspection document.
D. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting
Officer will issue documentation of final acceptance/project completion of the work by issuing final approval on the Final Project Closeout Checklist/Inspection document, resulting in issuing final acceptance of the project.
E. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
F. Disposition of any permits and warranties required by the specifications in this section.
10.4 Final Acceptance: After all deficiencies have been corrected, a Letter of Acceptance will be issued. Contractor will be required to submit all items as outlined in the submittal section above before final payment will be approved and finalized.
10.5 Warranty
A. 1-year Construction Warranty on all labor and workmanship shall be based on date of final acceptance. This is determined/issued by COR/CO and contractor during the project closeout phase. This warranty does not include the individual manufacturer’s part or product implied warranties.
B. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall final acceptance/project completion.
C. Information shall include operation and maintenance manuals for each warranted material.

Appendix A
Technical Specifications
All product/materials contained in the below sections are subject to FAR Clause 52.211-6 Brand Name or Equal.
Despite a manufacturer and product being listed, it is a suggested product, but all products/materials are brand name or “or equal”.
Brand name or equivalent product must use manufacturer’s instructions and recommendations for product installation/ application.

Products and Execution:
1. Completely drain the cistern. Water shall be drained to the Cuyahoga River using a temporary hose or pipe. Available stormwater infrastructure may be used. Ensure that draining the cistern does not result in any erosion on or around the site.
2. Clean the cistern and manhole riser and remove all dirt and debris and dispose properly as frequently as necessary to complete the project with a clean cistern and manhole riser.
3. Pressure test the 4-inch HDPE pipe between the cistern and Building B.
a. Fill pipe with potable water.
b. Cap and subject piping to static water pressure of 50 psig above operating pressure, without exceeding pressure rating of piping system materials. Allow it to stand for four hours. Leaks and loss in test pressure to be immediately reported to Contracting Officer’s Representative.
c. Prepare and submit a report summarizing the test and any corrective action required.
4. Furnish and install a cap on the existing 1-inch conduit (shown in Photograph 2, Appendix C) that penetrates the manhole riser wall.
a. Product Description:
i. Cap to follow ASTM D 2466 for Schedule 40.
ii. Solvent Cement for joining PVC piping shall follow ASTM D 2564. Include primer according to ASTM F 656.
b. Installation:
i. Do not remove string from pipe. Secure for future use if necessary.
ii. Ream end of pipe and remove burrs. Remove scale, slag, dirt, and debris from inside and outside of pipe before assembly.
iii. Clean and dry joining surfaces. Join pipe and fittings according to ASTM D 2855.
5. Furnish and install grout to fill the approximately 2-inch hole in the top of the cistern, inside of the manhole riser. See Photograph 3 in Appendix C. Use NSF approved materials and sealants.
a. Product Description:

b. Installation:
i. Uniformly apply a continuous sealing coat of curing and sealing compound to hardened concrete by power spray or roller in accordance with the manufacturer’s written instructions. Use a clear, waterborne, membrane-forming, curing and sealing compound conforming to ASTM C1315, Type 1, Class A.
6. Furnish and install sealant to fill the gap between the manhole riser and the top of the cistern around the interior of the manhole riser (Photograph 6 in Appendix C). Use NSF approved materials and sealants.
a. Product Description:
i. Polyurethane Base – Potable Water Service, non-sag material such as Sika “Sikaflex-
1A”, PRC “Permapol RC-270” or equal. Sealants must be rated for submerged and potable water service applications and NSF/ANSI 61 approved.
ii. Sealant Primer: Contractor shall determine need for primer. If required, it shall be suitable for substrate surfaces as recommended by the sealant/primer manufacturer.
Determination if the primer is staining or nonstaining must be made prior to application.
iii. Joint Backing. Preformed compressible, resilient, nonwaxing, non-extruding, nonstaining strips (polyethylene foam, urethane foam, butyl) as recommended by the sealant manufacturer for the specific service conditions. Backing shall be of sizes and shapes to suit the various conditions and shall be compatible with sealant, primers and substrates.
For shallow joints bond breaker tape may be used instead of backer rod.
iv. Bond Breaker. As recommended by sealant manufacturer.
v. Cleaning Agent. As recommended by sealant manufacturer.
b. Installation:
i. Mixing and application of sealing compound shall be in strict accordance with the manufacturer's printed directions.
ii. Deliver sealing compounds to the job in unbroken, sealed containers bearing the manufacturer's name, labels, product identification, batch numbers and mixing directions. Store materials in sealed containers in a dry protected area above the ground or floor.
iii. Temperature Conditions: Do not proceed with the installation of sealants under adverse weather conditions when joint to be sealed has standing water, is frozen, or when ambient and substrate temperatures are below or above the manufacture’s recommended limitations for installation or below 40°F (4.4°C). Consult the manufacturer for specific instructions before proceeding.
iv. Surface Condition: Joint surfaces to receive a sealant shall be sound, smooth, clean, dry and free of all visible contaminants.
v. Where an irregular surface or sensitive joint border exists apply masking tape at the edge of the joint to insure joint neatness and protection. Remove tape after sealant is applied.
vi. Primer. Thoroughly clean joints and apply primer, if recommended by sealant manufacturer, per manufactures recommendations. Apply primer prior to application of joint backing, bond breaker or sealants. Protect adjacent surfaces from staining or discoloration.
vii. Joint Backing. In joints where the depth of the joint exceeds the required depth of the sealant, install joint backing to provide backing and uniform depth of sealant. Install joint backing with approximately 30 percent compression. Do not stretch, twist, puncture or tear joint backing. Butt joint backing at intersections. Backer rod shall be an extruded closed cell polyethylene foam rod.
viii. Bond Breaker Tape. Install bond breaker tape smoothly at back of joint where joint backing is not required or cannot be installed. (Sealant shall adhere only to the sides and not to the back of the joint so as to eliminate three-sided adhesion).
ix. Apply sealant in accordance with manufacturer’s application manual and instructions.
Comply with recommendations of Standard Guide for Use of Joint Sealants ASTM C1193.
x. Use hand guns or pressure equipment, with proper nozzle size, on clean, dry, properly prepared substrates. Force sealant into joint and against sides of joint to make uniform.
Avoid pulling of the sealant from the sides. Fill sealant space completely with sealant.
xi. Tooling is required to ensure firm full contact with the interfaces of the joint. Tool joints to form smooth, uniform beads with slightly concave surfaces. Finish joints shall be straight, uniform, smooth and neatly finished. Remove any excess sealant from adjacent surfaces of joint, leaving the work in a neat, clean condition. Tooling agents should only be used if recommended by the sealant manufacturer.
xii. Where horizontal joints are between a horizontal surface and vertical surface, fill joint to form a slight cove, so that the joint will not trap moisture and dirt.
xiii. Clean off excess compound or smears with cleaning material recommended by the manufacturer of the compound. Leave work in a condition satisfactory to the Contracting Officer's Representative.
7. Excavate, at a minimum, to an elevation 4.5 feet below the top of the manhole riser to a depth that exposes the joint where the manhole riser sits on the top of the cistern.
a. Extend excavations a sufficient distance from structures for other construction and for inspections. Excavate to indicated elevations regardless of the character of surface and subsurface conditions encountered. Unclassified excavated materials may include rock, soil materials, and obstructions. No changes in the Contract Sum or the Contract Time will be authorized for rock excavation or removal of obstructions. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil materials.
b. Protect manhole riser, cistern, pavement, PVC vent pipe, and PVC fill pipe as shown on Photograph 1 in Appendix C.
c. Any damage shall be repaired by the Contractor.
8. Remove and replace the existing sleeve-seal system with a new sleeve-seal system around the 1-inch conduit that penetrates the manhole riser shown in Photograph 2 in Appendix C.
a. Product Description:
i. Modular sealing-element unit, designed for field assembly, for filling annular space between piping and sleeve. Link-Seal Model S61 or equal.
ii. NSF 61 Certified for use in potable water.
iii. Designed to form a hydrostatic seal of 20 psig minimum.
iv. Sealing Elements: EPDM-rubber interlocking links shaped to fit surface of pipe. Include type and number required for pipe material and size of pipe.
v. Pressure Plates: Composite plastic
vi. Connecting Bolts and Nuts: Stainless steel, Type 316 of length required to secure pressure plates to sealing elements.
b. Installation:
i. Position piping in center of sleeve. Center piping in penetration, assemble sleeve-seal system components, and install in annular space between piping and sleeve. Tighten bolts against pressure plates that cause sealing elements to expand and make a watertight seal.
ii. Perform a leak test: test sleeve seal for leaks. Repair leaks and retest until no leaks exist.
9. Furnish and install a 2-inch PVC drain with a check valve and mesh screen at the bottom of the manhole riser as shown on Drawings 4 and 5 in Appendix B. PVC pipe length to extend as required to maintain a minimum 1 percent slope and daylight along the slope on the north side of the manhole riser.
a. Product Description:
i. Bedding Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D2940/D2940M; except with 100 percent passing a 1-inch (25-mm) sieve and not more than 8 percent passing a No. 200 (0.075-mm) sieve.
ii. PVC Pipe: ASTM D 1785, Schedule 40. PVC Socket Fittings: ASTM D 2466 for Schedule 40. Solvent Cement for joining PVC piping shall follow ASTM D 2564. Include primer according to ASTM F 656.
iii. Sleeve-Seal: Follow Item 8.
iv. Check Valve: In line duckbill check valve with neoprene elastomer. PCV body and end connections. Tideflex Series 2633 or equal.
v. Mesh Screen: #24 mesh non-corrodible screen. Removable for cleaning events. TWP Inc, Grainger, or equal.
b. Installation:
i. Bedding Course and backfill: Place and compact bedding course on trench bottom.
Shape bedding course to provide continuous support for pipe. Place and compact initial backfill of satisfactory soil, free of particles larger than 1 inch (25 mm) in any dimension, to a height of 12 inches (300 mm) over the pipe. Carefully compact initial backfill under pipe haunches and compact evenly up on both sides and along the full length of piping to avoid damage or displacement of piping. Place and compact final backfill of satisfactory soil to support vegetation growth to final subgrade elevation
ii. PVC Pipe: Ream end of pipe and remove burrs. Remove scale, slag, dirt, and debris from inside and outside of pipe before assembly. Clean and dry joining surfaces. Join pipe and fittings according to ASTM D 2855. Install threaded connections as necessary to accommodate check valve.
iii. Sleeve-Seal: Follow Item 8.
iv. Check Valve: Install near discharge of pipe and follow the manufacturer's printed directions.
v. Mesh Screen: Install at discharge of pipe and follow the manufacturer’s printed directions.
10. Furnish and install fabric backed tape and trowel grade coating to cover the gap between the bottom of the manhole riser and the top of the cistern around the exterior of the manhole riser. Use a waterproof coating on the exterior and interior of the manhole riser. NSF approved materials and sealants.
a. Product Description:
i. Fabric Backed Tape: permanent sealing tape that bonds to concrete using an elastomeric adhesive bonded to a woven polyester fabric backing. Minimum 30 mils total thickness, 15 lb/in tensile strength, 100% elongation, application and service temperature range -20°F to +140°F. 4EvaSeal Fabric Backed Tape or equal.
ii. Trowel Grade Coating: Liquid applied, two component, chemical and corrosion resistant urethane elastomeric coating, chemically thickened to allow trowel applications with minimum sag while providing waterproofing performance on vertical surfaces. CIM 1000 Trowel Grade or equal.
iii. Waterproof Coating: Liquid applied, two component, chemical and corrosion resistant urethane elastomeric coating, with ANSI/NSF 61 approval. CIM 1061 or equal.
b. Installation:
i. Surface must be clean and dry, with no oils, grease, or loose debris. Remove contaminants by pressure washing with a suitable detergent followed by a fresh water rinse. Rust and other adhered foreign matter should be removed by scraping or wire brushing followed by a solvent wipe.
ii. Fabric Backed Tape: center the fabric backed tape over the seam between the top of the cistern and the outside of the manhole riser and apply in accordance with manufacturer’s instructions.
iii. Trowel Grade Coating: Apply a minimum thickness of 60 wet mils over the fabric backed tape a minimum of 1 inch beyond the tape along the top of the cistern and outside of the manhole riser. Apply with a trowel or brush. Prepare and apply material in accordance with manufacturer’s instructions.
iv. Waterproof Coating: Remove and protect any appurtenances necessary including, but not limited to, the transducer panel and wiring. See Photograph 5 in Appendix C. Apply a minimum thickness of 60 wet mils on the outside and inside walls of the manhole riser and on the top of the cistern inside of the manhole riser. Prepare and apply material in accordance with manufacturer’s instructions.
11. Furnish and install a 4-inch French Drain around the bottom of the manhole riser as shown on Drawings 4 and 5 in Appendix B. Pipe length to extend as required to maintain a minimum 1 percent slope and daylight along the slope on the north side of the manhole riser.
a. Product Description:
i. Pipe: Perforated PE Pipe and Fittings: ASTM F405 or AASHTO M 252, Type CP;
corrugated, for coupled joints.
ii. Geotextile Filter Fabric: Fabric of PP or polyester fibers or combination of both, with flow rate range from 110 to 330 gpm/sq. ft. (4480 to 13 440 L/min. per sq. m) when tested according to ASTM D4491. Nonwoven, needle-punched continuous filament structure type.
iii. Drainage Course: Narrowly graded mixture of washed crushed stone, or crushed or uncrushed gravel; ASTM D448; coarse-aggregate grading Size 57; with 100 percent passing a 1-1/2-inch (37.5-mm) sieve and zero to 5 percent passing a No. 8 (2.36-mm) sieve.
iv. Topsoil: Topsoil shall be fertile, natural soil, typical of the locality, substantially free of stones, roots, sticks greater than 2 inches in diameter or length, clay, peat, weeds and sod, and obtained from upland areas or be treated to be free of exotic plant seeds. It shall contain between 2% and 10% organic matter as determined in accordance with
AASHTO-194.
b. Installation:
i. Pipe: Install piping beginning at low points of system, true to grades and alignment indicated, with unbroken continuity of invert. Bed piping with full bearing in filtering material. Install gaskets, seals, sleeves, and couplings according to manufacturer's written instructions and other requirements indicated. Install piping level and with a minimum cover of 36 inches (915 mm) unless otherwise indicated. Lay perforated pipe with perforations down. Excavate recesses in trench bottom for bell ends of pipe. Lay pipe with bells facing upslope and with spigot end entered fully into adjacent bell. Install thermoplastic piping according to ASTM D2321. Clear interior of installed piping of dirt and other superfluous material as work progresses. Maintain swab or drag in piping and pull past each joint as it is completed. Place plugs in ends of uncompleted pipe at end of each day or when work stops.
ii. Geotextile Filter Fabric: Lay flat-style geotextile filter fabric in trench and overlap trench sides. Place supporting layer of drainage course over compacted subgrade and geotextile filter fabric, to compacted depth of not less than 4 inches (100 mm). Encase pipe with sock-style geotextile filter fabric before installing pipe. Connect sock sections with adhesive or tape. Install piping. Add drainage course to width of at least 6 inches (150 mm) on side away from wall and to top of pipe to perform tests. After satisfactory testing, cover drainage piping to width of at least 6 inches (150 mm) on side away from footing and above top of pipe to within 12 inches (300 mm) of finish grade. Install drainage course and wrap top of drainage course with flat-style geotextile filter fabric.
Place layer of flat-style geotextile filter fabric over top of drainage course, overlapping edges at least 4 inches (100 mm). Place topsoil over compacted drainage course. Place material in loose-depth layers not exceeding 6 inches (150 mm). Thoroughly compact each layer. Final backfill to finish elevations and slope away from structure.
iii. Drainage Course: Place drainage course on subgrades free of mud, frost, snow, or ice.
On prepared subgrade place drainage course that exceeds 6 inches (150 mm) in compacted thickness in layers of equal thickness, with no compacted layer more than 6 inches (150 mm) thick or less than 3 inches (75 mm) thick. Compact each layer of drainage course to required cross sections and thicknesses to not less than 95 percent of maximum dry unit weight according to ASTM D698. After installing drainage course to top of piping, test drain piping with water to ensure free flow before backfilling. Remove obstructions, replace damaged components, and repeat test until results are satisfactory.
iv. Topsoil: Plow, scarify, bench, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so fill material will bond with existing material. Place backfill and fill soil materials in layers not more than 8 inches (200 mm) in loose depth for material compacted by heavy compaction equipment and not more than 4 inches (100 mm) in loose depth for material compacted by hand-operated tampers. Compact soil materials to not less than 85 percent of maximum dry unit weight. Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.
v. Seeding to be performed by CVNP.
12. Clean and disinfect the cistern according to AWWA A100, AWWA C654, and follow disinfection procedures required by authorities having jurisdiction. Clean the manhole riser interior.
13. Coordinate with CVNP to fill the cistern and test the pump to ensure that the potable water system is operational.
