About this file
This Specifications of Work document is an Invitation for Bid (IFB) issued by the Montana Department of Transportation (MDT) for the removal and replacement of underground product piping at the MDT Helena Headquarters located at 2701 Prospect Avenue, Helena, MT 59620. The project involves removing and replacing all underground product piping (both unleaded gasoline and diesel) serving two 12,000-gallon double-walled fiberglass reinforced plastic underground storage tanks connected to two aboveground dispenser islands with four total dispensers. The scope of work includes obtaining DEQ permits, sawcutting and removing concrete, installing approximately 100-120 feet of new 1-1/2-inch APT-approved piping, installing sump sensors in two UST sumps and four under-dispenser locations, connecting sensors to the automatic tank gauging system, installing Veeder Root overfill alarms, programming the ATG system, backfilling and reinstalling concrete, and submitting required DEQ documentation. The work is scheduled to commence no earlier than March 15, 2027, with a completion deadline of June 15, 2027, with all work to be completed with an operational system by the completion date. Bids are due August 24, 2026 at 2:00 PM MDT, and optional contractor bid walks can be arranged by contacting Joe Radonich at jradonich@mt.gov.
Bidders must submit a lump-sum cost estimate along with a narrative describing their approach, schedule, and anticipated project duration. Contractors are required to hold a current DEQ license for installation of underground tank systems and must register with the Montana Department of Labor and Industry prior to contract execution. Bids of $150,000 or greater must include bid proposal security equal to 10% of the total bid amount. The contract is subject to prevailing wage requirements for heavy construction in 2026 and Montana standard terms and conditions, including nondiscrimination provisions per 30-20-301, MCA. Payment terms are Net 30 days. All bids must be certified and submitted through the eMACS system. Primary contact for questions is Michele Smith at mismith@mt.gov or (406) 444-6033, with general eMACS assistance available at emacs@mt.gov or (406) 444-2575.

1.0 UNDERGROUND STORAGE TANK PRODUCT PIPING
REMOVAL & REPLACEMENT
Provide all labor, materials, equipment and incidentals necessary to remove and replace all underground product piping (both unleaded gasoline and diesel) from two underground storage tanks (UST) to associated aboveground dispensers.
2.0 LOCATION
Montana Department of Transportation (MDT) – Helena Headquarters 2701 Prospect Avenue Helena, MT 59620 DEQ Facility ID No. 25-06849
3.0 BACKGROUND
The Gilbarco Veeder Root TLS 350 automatic tank gauging (ATG) identified an unleaded (UL) line leak on September 16, 2025. The product piping is monitored for leaks using pressurized line leak detectors (PLLD) programmed to shut down dispensing capabilities at the detection of a leak. It was determined that the connection of the piping to the submersible fuel pump assembly had failed and was leaking. Leaked fuel was contained within the submersible pump turbine (STP) sump located about the UST.
The fueling system at the location consists of one (1), 12,000-gallon UL UST and one (1) 12,000-gallon diesel UST. Both tanks are constructed with double-walled fiberglass reinforce plastic (FRP). Both the UL and diesel project piping is double-wall flexible plastic manufactured by Total Containment. Approximately 100-120 feet of product piping serve two (2) aboveground dispenser islands, each with an UL and diesel dispenser totaling four (4) dispensers. Each island is complete with under dispenser sumps.
