About this file
The document is a set of specifications for a multi-award contract issued by the Tennessee Department of Health Division of Laboratory Services (TDH-DLS) for Macroinvertebrate Genus Level Analysis. The contract seeks analytical services for identifying genus-level biota in water samples collected from sources within Tennessee, with a three-year base period and two optional one-year renewals, totaling 60 months. The scope includes identifying up to 1,593 semi-quantitative single habitat macroinvertebrate samples at the genus level, with 320 quality control checks (10% sorting and 10% taxonomic). Vendors will be required to identify 160-240 organisms per subsample, maintain chain of custody, and report sample results within 60 calendar days of receipt.
The procurement will be a multi-award contract with a maximum of eight awarded contracts, ranked by proposed cost. Vendors must be US-based, with at least one staff member holding taxonomic certification from the Society of Freshwater Science in EPT, chironomids, and general arthropods. The Tennessee Department of Health estimates needing results for 531 samples annually, with a cascading distribution method where the lowest-cost vendor (Vendor A) receives first opportunity to fulfill sample batches, followed by subsequent vendors if the initial vendor cannot complete the entire quantity. All identified organisms must be boxed and returned to the TDH-DLS, with the vendor responsible for all shipping and handling charges. The contract emphasizes quality assurance, requiring 10% of samples to undergo quality control checks and detailed taxonomic verification.

They have a segmented body, jointed limbs, and a chitinous shell. Arthropods make up about 75% of all animals on Earth and play important roles in ecosystems as pollinators, nutrient recyclers, scavengers, and food for other animals.

The role of the agency is to conduct environmental assessments, research, and education. An additional role of the agency is to maintain and enforce national standards under a variety of environmental laws, in consultation with state, tribal, and local governments.
9. Ephemeroptera, Plecoptera, Trichoptera (EPT): three orders of aquatic insects commonly found in the benthic macroinvertebrate community. Commonly known as mayflies, stoneflies, and caddisflies.
10. Genus: A principal taxonomic category that ranks above species and below family and is denoted by a capitalized Latin name.

13. Laboratory Information Management System (LIMS): software that manages laboratory samples and the associated data, thus standardizing operations by maintaining and automating workflows, managing tests, and handling reporting procedures.
14. Macroinvertebrate: any animal lacking a backbone and large enough to see without the aid of a microscope.
