About this file

This is a Specifications document (revised June 13, 2023) for a procurement of High-Density Polyethylene (HDPE) fusible potable water pipe for Hawaii Volcanoes National Park (HAVO). The Government is procuring 3 miles or 15,840 linear feet of commercially available HDPE pipe with the following salient characteristics: 2-inch nominal diameter, SDR9 rating, minimum 200-250 PSI pressure rating, compatible with butt fusion or heat fusion joining methods, suitable for potable water applications, UV-stabilized for temporary above-ground exposure, black color, compliant with AWWA C906 standards and NSF/ANSI 61 requirements, and supplied in continuous coils or straight sticks. The pipe must be new, unused, first-quality material suitable for underground installation in volcanic soils and variable terrain. Delivery is required to Hawaii Volcanoes National Park at 1 Crater Rim Drive, HNP, HI 96718, specifically to the HAVO rain shed. The Contractor must provide all unloading equipment and personnel must be appropriately licensed; park-operated forklifts will not be available. Pickup and delivery shall occur Monday through Thursday between 6:00 AM and 4:00 PM HDT, and the Contractor must contact the Contracting Officer's Representative within 7 calendar days after contract award to coordinate delivery logistics.

The Contractor must provide manufacturer's product data sheets, NSF 61 certification, pressure rating documentation, and bills of lading. All contractor vehicles must undergo invasive species inspection coordinated with NPS representatives no later than 7 days prior to delivery; shipments contaminated with pests, including little fire ants, will be rejected and must be treated at vendor expense before reinspection. The pipe includes a minimum 24-month manufacturer's warranty from the date of Government acceptance covering manufacturing defects, cracking, material delamination, fusion interface defects, and premature degradation under rated service conditions; warranty is not voided by proper fusion installation, temporary UV exposure, or underground installation in typical soils. All products must comply with the Buy American Act. The Contracting Officer's Representative will inspect delivered items at the time of delivery, and the Government reserves the right to reject all nonconforming items, which the Contractor must replace at no cost to the Government. Invoices must be submitted to the Contracting Officer's Representative or Park Point of Contact for review and approval prior to submission through the Invoice Processing Platform (IPP).
