The contractor is responsible for clearing and grubbing, excavation and embankment, linear grading, topsoil placement, and seeding disturbed areas. Key requirements include construction survey and staking, temporary traffic control, soil erosion and sediment control, dust control watering, contractor sampling and testing, and compliance with a construction schedule. Payment is structured through multiple line items including mobilization (lump sum), contractor survey and staking (lump sum), contractor sampling and testing (lump sum), temporary traffic control (lump sum with progressive payments), temporary erosion control (lump sum with progressive payments), linear grading (lineal feet), crushed aggregate surfacing Grade 2 (cubic yards), and seeding (lump sum). The specifications reference FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, AASHTO standards, ASTM testing methods, Montana Department of Transportation specifications, and MUTCD traffic control standards. Contractor responsibilities include providing qualified personnel, maintaining existing monuments and utilities, protecting the environment, and implementing stormwater pollution prevention plans per contract permits.

200-3
Compact embankment side slopes with a tamping foot roller, by walking with a dozer, or by over building the fill and then removing excess material to the final slope line. For slopes 1V:1¾H or steeper, compact the slopes as embankment construction progresses.
2. Embankment within the roadway prism: Place embankment material in horizontal lifts no more than 8 inches in compacted thickness. Construct the top 12 inches of the embankment using 4-inch minus material. Incorporate oversize boulders or rock fragments into the lower lifts by reducing them in size or placing them individually as required below. Compact each lift according to Subsection 204.07 before placing the next lift.
3. Embankment outside of roadway prism: If placing embankment outside the staked roadway prism, place material in horizontal lifts less than 10 inches in compacted thickness. Compact each lift according to Subsection 204.07.
204.07 Compaction: Compact each layer of material to the in-place density requirements of Table
204-1 for the method of moisture and density control used. Incorporate water to achieve optimum moisture range. Density testing may be performed by BLM personnel at the Contracting Officer’s discretion using a Nuclear Densometer.

204.08 Sloping, Shaping, and Finishing: Complete slopes, ditches, culverts, riprap, and other underground minor structures before placing aggregate courses. Slope, shape, and finish as follows:
1. Sloping: Leave earth slopes with uniform roughened surfaces with no noticeable break as viewed from the road. Except in solid rock, round tops and bottoms of slopes including the slopes of drainage ditches. Round material overlaying solid rock to the extent practical.
Remove loose or unstable rocks and dress all rock slopes as the excavation process progresses and slopes are still accessible to the equipment.
Do not place topsoil or mulch on slopes until approved. If a shallow landslide occurs on a cut or embankment slope, remove or replace the material and repair or restore damage to the work. Bench or key the slope to stabilize the slide. Reshape the cut or embankment slope to an acceptable condition.
2. Shaping: Shape the subgrade to a smooth surface and to the typicals required. Shape slopes to gradually transition into slope adjustments without noticeable breaks. At culverts, the ends of cuts, and at intersections of cuts and embankments, adjust slopes in the horizontal and vertical planes to blend into each other or into the natural ground.
3. Finishing: Remove material larger than 6 inches from the top 6 inches of the roadbed.
Remove unsuitable material from the roadbed and replace it with suitable material.
200-4
Finish roadbeds and ditch cross-sections to maintain proper ditch drainage.

SECTION 624 – TOPSOIL
624.01 General: This work consists of placing conserved topsoil.
Do not place topsoil when the ground or topsoil is frozen, excessively et, or otherwise in a condition detrimental to the work.
624.02 Preparing Areas: Shape slopes and disturbed areas to be cover with topsoil. Disk or scarify slopes 1V:3H or flatter to a depth of 3 inches perpendicular to the natural flow.
624.03 Placing Topsoil: Spread topsoil to a 4-inch depth after settlement. Break clods and lumps with harrows, disks, or other equipment that provides a uniform texture soil. Remove and dispose of rock larger than 3 inches, stumps, large roots, and other litter.
624.04 Measurement and Payment: No direct measurement or payment will be made for the work described in this section. Cost of work described in this section should be included in the price for line item 625(01) Seeding.
SECTION 625 – SEEDING
625.01 General: This work consists of preparing and seeding all disturbed areas in the project limits.
After completion and approval of finished slopes and ditches, all disturbed areas shall be seeded. Do not seed during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, or hard panned.
625.02 Preparing Seedbed: Remove weeds, sticks, stones 2 inches in diameter and larger, and other debris detrimental to application, growth, or maintenance of the turf. Cultivate the seeding area to a minimum depth of 4 inches and prepare a firm, but friable seedbed before seeding.
Minimize soil compaction of seedbed.
625.03 Seeding: Apply seed by the following methods:
1. Drill method: Incorporate the seed into the upper portion of the seedbed with drill or other mechanical equipment.
2. Hydraulic method: Use hydraulic-type equipment that can provide a uniform application using water as the carrying agent. Add a tracer material consisting of either wood or grass cellulose fiber mulch to the water. Apply the tracer material at a rate of 400 pounds per acre to provide visible evidence of uniform application. Add the seed to the water slurry no more than 30 minutes before application.
3. Seed by hand areas inaccessible to seeding equipment.
4. Provide seed per subsection 713.04.

SECTION 713 – MISCELLANEOUS MATERIALS
713.04 – Seed:
Furnish seed per table 713-1.
The holder shall seed all disturbed areas with the seed mixture listed below. There shall be no primary or secondary noxious weed seed in the seed mixture. Viability of each species shall be tested in accordance with State law(s) within six months of purchase. Seed shall be certified or registered weed seed free. The seed mixture container shall be tagged in accordance with State law(s) and available for inspection by the authorized officer.
Seed shall be planted using a drill equipped with a depth regulator to ensure proper depth of planting where drilling is possible. The seed mixture shall be evenly and uniformly planted over the disturbed area.
Smaller/heavier seeds tend to drop to the bottom of the drill and are planted first. The holder shall take appropriate measures to insure this does not occur. Where drilling is not possible, seed shall be broadcast, and the area shall be raked or chained to cover the seed. When broadcasting the seed, the pounds per acre noted below are to be doubled.
Seed Mixture - Western wheatgrass and Wyoming big sagebrush must be included in the mix. Thickspike wheatgrass or Montana wheatgrass may be substituted only when western wheatgrass is unavailable.
