This is a Request for Quotes (RFQ) issued by Florida Keys Electric Cooperative Association, Inc. (FKEC) for the purchase of two new 48' insulated hydraulic digger derrick trucks. The cooperative is seeking bids for two single rear axle, regular cab trucks with specific technical requirements, including a fiberglass upper boom and fiberglass insulator in the controls. The trucks will be used to perform work around energized 25kV lines and equipment. The solicitation follows a defined timeline, with the call for bid on March 17, 2025, questions due by March 31, 2025, and bids due on April 7, 2025. FKEC plans to announce the intent to award on April 21, 2025, with two specific delivery windows: one truck between August 1-30, 2026, and the second truck around January-March 2027.

The evaluation and award will be based on a weighted scoring system with 40 points for cost of material, 40 points for specifications and design, and 20 points for delivery schedule. Bidders are required to provide a comprehensive quote including all costs (taxes, fees, delivery), complete a detailed specification form with 130 specific requirements, and submit images and drawings of the proposed trucks. FKEC prefers to lease the vehicles, with a Fair Market Value lease at 84 months being the preferred option. The cooperative serves over 33,000 meters in the Upper and Middle Florida Keys, operates with 120 employees, and currently imports all of its power supply from the mainland. Bidders must comply with FEMA's Procurement Guidance and can obtain specifications through DemandStar and VendorLink systems.

FKEC GENERAL INFORMATION

Florida Keys Electric Cooperative (FKEC) is the private, non-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 33,000 meters. FKEC presently has an authorized workforce headcount of 123, with an actual headcount of 120. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.

FKEC and its representatives have exercised due care in preparing this Request for Quote (RFQ). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.

~48’ Sheave Height Digger Derrick Truck Specifications International MV607 or Similar Chassis (~33,000 GVWR) Florida Keys Electric Cooperative (FKEC) is seeking bids for 2 insulated hydraulic digger derrick trucks that are single rear axle and regular cab. The digger derrick shall be configured in a way that allows it to be complaint with State of Florida DOT regulations. Pictures of the trucks that specify whether they are the exact truck or similar model, will need to be included in bids. Pictures and/or drawings will need to show design including the boom, weight study, service body details with all features of truck from all 4 sides and an overhead view. If manufacture of a truck(s) is required to meet specifications listed below but the delivery date will not be met and bidder also can provide an additional option of another truck(s) that will meet delivery dates but does not meet all specifications, submitting separate bids for each option is preferred. FKEC has no obligation to accept leasing terms offered regardless of whether the bid for the vehicle is awarded or not.

Bids can be for 1 or more digger derrick trucks but must specify the delivery date of each truck. Since one the trucks below is an existing lease truck that will be replaced by a truck submitted in this bid, delivery windows are important.
