About this file
This is a requirements specification document for a Financial Disclosure Program System. The document outlines the key functionality and components needed for a software system that manages financial disclosures.
The system requires several core capabilities including: single sign-on authentication, self-release functionality, tandem filing, financial disclosure form management with specific thresholds (e.g. $500 minimum for wages/salary, $25 minimum for interest/dividend income, $5,000 for owned real estate), comprehensive reporting functionality (compliance, non-compliance, past due, audit reports, trend analysis), and backend administrative features. The system must track multiple types of required financial information including income, bank accounts, investments, real estate, vehicles, liabilities, and bankruptcies. Additional requirements include SQL-based formulas/triggers for analyst review, integration with external systems (Sentinel, Phoenix, CV Tool, credit reports), 508 compliance, minimum 5-year form storage, and role-based access control for administrators, supervisors, filers and analysts.
