About this file
This is a Request for Information (RFI) issued by the FBI's Finance and Facilities Division, Procurement Section seeking information about software solutions to support the FBI's Financial Disclosure Program. The FBI requires a software platform capable of ingesting, analyzing, and archiving financial disclosure data for approximately 29,000 annual filers, who must submit information about assets, liabilities, income and other financial details as mandated by Executive Order 12968.
The RFI specifies that responses are due by 5:00 PM EST on February 28, 2025, with questions due by February 10, 2025. The software must operate within the FBI's Secure-Cloud-On-Premise environment using five virtual servers (four RHEL, one Windows 11) and integrate with enterprise databases. Key requirements include back-office repository capabilities, reporting and training environments, and automated tools for identifying high-risk financial behavior and non-compliance. The RFI is open to US-based companies of all sizes, with preference for vendors holding facilities clearances and ability to provide TS-cleared personnel. Responses are limited to 15 pages and must be submitted electronically. The FBI explicitly states this RFI does not constitute a commitment to issue a solicitation or award a contract.

INTRODUCTION
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Security Division, is seeking vendors to develop and/or implement a software solution to support the FBI’s Financial Disclosure Program. This program is mandated by Executive Order 12968, and requires certain employees to file a yearly financial disclosure form. Filings require the submission of information related to assets, liabilities, and income, among other requirements.
An effective software solution will provide a platform to ingest, analyze, and archive this financial data.
Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements for the FINANCIAL DISCLOSURE PROGRAM SOFTWARE. Responses to the RFI should include detailed information on potential software solutions, their implementation, and associated pricing and licensing fees. The FBI may request demonstrations of proposed software solutions. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The Financial Disclosure Program (FDP) was implemented by the FBI in 2002, and has evolved from a paper-based system to an electronic filing system. Based on multiple predetermined factors, certain FBI employees must disclose personal, spousal, and dependent financial information on an annual basis. The Security Division manages the Financial Disclosure Program, ensuring filers have secure electronic access to financial disclosure forms used to submit financial information.
Attachment AS - Request for Information (RFI) Version 1.1 Page 2
The volume of FDP data is substantial, with approximately 29,000 annual filers. The FDP team consists of an analytical staff of approximately seven individuals responsible for ensuring filers are compliant. The team is also responsible for resolving financial anomalies or concerns identified by both manual and automated analysis tools.
Any prospective vendor will be required to provide their basic tools or capabilities of any similar analytical tool for their Financial Disclosure Software; to include a Back-Office repository, a reports and training environment, thresholds, triggers, and alerts designed to identify high risk financial behavior, and FDP non-compliance.
The current software utilizes five virtual servers located in the Secure-Cloud-On-Premise (SCOP). The accreditation boundary consists of three production servers and two quality assurance servers. Four servers utilize the Red Hat Enterprise Linux (RHEL) operating system while one server utilizes Windows 11. All servers are connected to the enterprise database to store and archive financial disclosures.
The objective of the Request for Information (RFI) is to assess Financial Disclosure Program software solutions that meet FBI requirements and specifications. The ideal solution will allow for testing and evaluation in order to verify capabilities and ensure seamless integration into the existing FBI environment.
Requirements of the RFI:
The FBI requests capability statements from vendors with expertise in FINANCIAL DISCLOSURE FORM SOFTWARE, to include publicly available and commercially available information platform offerings. The intent of this Request for Information (RFI) is to obtain information that will assist the FBI in determining the market for independent, professional vendors that have the capability to create, ingest, archive, and analyze financial data to support the FBI Financial Disclosure Program. The ability to segment and customize data collection capabilities is important for tools to align with authorized law-enforcement usage. There will be additional attachments that include more indepth details of the requirement. The FBI also requests explanations of additional, new, or cutting-edge capabilities that may be of interest to the FBI and add value to this contract.
