FKEC General Information
Florida Keys Electric Cooperative (FKEC) is the private, not-for-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 33,000 meters. FKEC presently has an authorized workforce headcount of 119, with an actual headcount of 115. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.
The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.
Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.
FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.
Scope of Services
FKEC is seeking a turn-key installation to include all needed parts, supplies, and labor to install a new 500 gallon above-ground propane tank and filling station to allow filling of forklift propane tanks while still securely mounted on the forklift, and a new propane vapor line to a 20kw propane generator. The installation will be for the FKEC facility located at 91630 Overseas Highway Tavernier, FL 33070. Site access to perform work will only be allowed from Monday through Friday 7:00am – 4:00pm.
The new propane tank will need to be placed on a concrete pad, secured to the concrete pad for potential storms, and include all needed safety devices, regulator, valving, piping, fill level gauge and other accessories needed to complete a safe installation that is up to National Fire Protection Association (NFPA) and local building codes. FKEC will secure any necessary permits for the installation as the owner of the property.
The new propane tank will need to have a bottom tap liquid line with all needed piping, valving, pump, motor, and all needed accessories to fill forklift propane tanks. Pumpless dispenser tanks that perform similar to the pump and motor filling station are acceptable as long as auxiliary propane tanks do not need to be removed from the forklift for filling. FKEC will provide any needed electrical supply (120v or 240v single phase), including breakers and performing wiring in the energized electric panel to feed a motor for the pump. The bidder will need to include all piping, wires, grounding, excavation work, etc.
to complete the installation.
The propane tank will also need to have a top tap vapor line with all needed piping to supply a building 20kw propane generator. The propane vapor line will need to be placed underground by the bidder for the first 20 feet before running above ground at 8’ high along the outside of a concrete walled building.
The line will need to go through the outside concrete wall and one inside concrete wall and run along the ceiling and into the generator room. A total of 175 feet of propane line to reach the generator from the propane tank location is anticipated.
Bidder will be responsible for performing a leak check on the entire system as installed, including removing all atmosphere in the vapor line. FKEC has a 250 gallon FKEC-owned above ground tank that will need to have any remaining propane inside removed by bidder and transferred to the new tank.
The bidder will also need to remove the old tank from site for proper disposal. FKEC will remove the tank stand and accessories not fixed to the tank.
