About this file
This is a specifications document for the Illinois Department of Transportation (IDOT) Materials CVN Tester rebid, outlining the technical requirements for a British Pendulum Charpy V-notch impact testing machine. The procurement seeks to replace outdated equipment before the materials lab relocates to a new facility. The machine will be used to test products including ASTM F1554 anchor bolts and ASTM A500 bridge rail materials.
The specifications require the tester to meet all general requirements of ASTM E23 standards and include essential components such as a Charpy centering gauge, tongs, impact striker, anvil inserts, and shrouds. The machine must have a rated potential energy of minimum 325 Joules with an impact velocity between 3 and 6 m/s. The equipment must feature a digital display graduated in degrees or absorbed energy with increments of 0.25% or less of range capacity, applicable software, and computer support. Additional requirements include support for both full and sub-size Charpy specimens and non-ambient specimen testing capability. The machine must incorporate comprehensive safety features compliant with ISO 148 standards, including an integrated guard and safety control system, motorized hammer lift with automatic return, and a safety enclosure preventing hammer release when doors are open. Total frictional loss shall not exceed 0.75% of range capacity, with pendulum energy loss from friction in the analog scale pointer mechanism not exceeding 0.25% of range capacity. The specifications do not detail pricing, set-asides, response deadlines, or contract terms within this document.
