ROCK SPRINGS WILD HORSE HOLDING FACILITY HAY SHELTER 2020

ROCK SPRINGS FIELD OFFICE-HDD

STATEMENT OF WORK

1.0 GENERAL REQUIREMENTS

A. Description of Work: Furnish all labor, equipment, supplies, and materials to design, supply, and construct a hay storage building to match the existing Butler

Building with dimensions 100-feet x 70-feet as shown on the ROCK SPRINGS

WILD HORSE FACILITY HORSE HOLDING FACILITY HAY SHELTER 2020 Drawings.

B. Delivery Location: The building shall be built at the Bureau of Land

Management’s Rock Springs Wild Horse Holding Facility, Rock Springs, WY. The facility is located off Lionkol road as shown on the drawings.

1.1 HAY STORAGE BUILDING SYSTEM DESCRIPTION:

A. Frame: The building shall be rigid frame, clear span with no interior columns.

B. Diagonal Bracing: Horizontal plane bracing shall be permitted provided it is above the building’s required interior clear height.

C. Interior Clear Height: Shall be 22 feet minimum.

D. Design Building: The hay storage building shall be a clear span, with no interior columns; single-gabled, rigid frame type, with open ends and walls. The building shall have a dirt floor.

E. The building shall, as a minimum, meet the following design criteria:

1. Interior Column Height - 24’0” Eave Height

2. Roof Slope - ¼-inch in 12-inches

Roof Pitch 0.25-feet per 12-feet

F. The building shall match the existing Butler structure on site.

1.2 DESIGN CRITERIA

A. Vertical Live Loads: Roof covering shall be designed for either 50 psf uniformly distributed or a 200-pound concentrated load located at the center of the maximum span. The most severe condition shall govern.

B. Wind Loads: The wind load on the structure shall carry an Underwriter’s

Laboratories Class 90 wind uplift rating. ASTM E 330 modified test.

C. The length shall be the out to out end dimension.

D. The width shall be the out to out dimension of the eaves.

E. A geotechnical report will be required by the contractor to ensure the conditions at the proposed location of the new shelter are adequate for the design specified in this statement of work. The requirements of the geotechnical report can be found in the requirements for geotechnical report

1.3 SUBMITTALS

A. Prior to procurement or manufacturing one set of completed design drawings, with detailed material descriptions and installation locations and methods identified, shall be submitted to the BLM for approval. The BLM shall have one opportunity to review and, if necessary, revise the submitted design at no additional cost.

1.4 PROJECT/SITE CONDITIONS:

A. Access to the Work area: The project access is via county roads as shown on the project drawings.

B. Environmental Considerations: The Contractor shall exercise extreme care in preventing any contamination of the area and the existing waterways. The

Contractor shall ensure that steps and procedures are followed to mitigate any environmental contamination.

C. Safety Requirements:

1) OSHA Standards: The Contractor shall comply with all OSHA Standards applicable to the work under this contract.

1.5 PROJECT MEETINGS:

A. Pre-work Conference: After Contract Award for this BLM Project a pre-work conference shall be held between the Contractor and the COR. The date and time of the meeting shall be determined by the COR and the Contractor in consultation. Discussions relative to contract requirements and specific responsibilities of each part will be conducted at this time.

B. Progress Meetings/Inspections: Meetings will be held at the project site, or as determined by the Contracting Officer. Periodic inspections will be conducted by the Government to ensure the Hay Shelter is being constructed to the Project Plans and Specifications.

C. Final Inspection: The Contractor shall notify the Contracting Officer in writing at least 3 workings days before the completion date so the Government can schedule final inspection at the project site.

1.6 PREPARATION:

A. Work Layout: The Contractor shall be responsible for setting stakes to establish the lines and grades necessary for the work to be executed under the

Contract.

1.7 REFERENCES/ABBREVATIONS

Whenever the following acronyms are used in these specifications, they are to imply the applicable code requirements for the work being performed.

1.8 SYSTEM DESCRIPTION

A. Design Requirements: The design requirements shall be established per governing codes. Additional design and/or construction performance criteria shall be incorporated into the final product as described below.

1) Pre-engineered Building

a) Building design-loading requirements to be established per the UBC.

b) Steel design and fabrication per AISC.

c) Building design and fabrication to meet requirements of the MBMA.

d) Material construction and color shall match existing buildings as closely as possible and shall be selected by the Contracting Officer from the manufacture’s standard range.

1.9 QUALITY ASSURANCE

A. Manufacture’s Qualifications: The building shall be the design of a manufacturer who is regularly engaged in the fabrication of pre-engineered structures.

B. Design Certification Requirements: All offerors shall submit with their bid proposal a letter from the metal building manufacturer certifying that the building proposed to be furnished will meet or exceed the requirements of these specifications and that all structural design will be in strict conformance with that prescribed in the MBMA “Design Practices Manual” or as otherwise specified.

1.10 DELIVERY, STORAGE AND HANDLING:

A. Delivery: All material shall be completely fabricated and prepared for shipment including any necessary crating or bundling. Carefully remove metal components from conveyance packaging for inspection of Metal Building

Materials. Scratched or damaged components will be subject to inspection to determine acceptability. Scratched finish must be touched up immediately with matching paint. Damaged material may be required to be replaced at

Contractor’s or Metal Building Manufacturer’s expense.

B. Storage: Store in original cartons in the area protected from weather until ready for erection, to cover with polyethylene film taped in place on supports off the ground.

1.11 WARRANTY:

A. Roof Panel Requirements: Furnish a written warranty from the manufacturer covering the durability of the roof panels due to rupture, structural failure, or perforation. The warranty period shall extend for a minimum of 20 years.

1.12 EXECUTION:

A. Installation: Erection of metal building shall be performed by one of the following:

1) Authorized dealers or builders of the manufacturer.

2) Building manufacturers crew.

3) Other erectors authorized by the manufacturer as trained and qualified to erect that manufacturer’s product. In this case, the manufacturer shall inspect the work and certify its correctness.

1.13 PAYMENT:

A. Payment: Prices and payment will be made on a Lump Sum basis for each Bid

Schedule Item and will be full compensation for the work described in this

Statement of Work and shall include:

1) Costs described in Section 01505

Mobilization/Bonds/Insurance/Permits/Demobilization.

2) Costs associated with work described in the Requirements for

Geotechnical Investigation and Report for Rock Springs Wild Horse

Holding Facility Hay Shelter 2020 document.

3) Costs for Materials and Installation of 70-feet by 100-feet Pre-Engineered

Metal Hay Shelter.

Payment will be made under:

SECTION 01505

MOBILIZATION/BONDS/INSURANCE/PERMITS/DEMOBILIZATION

PART 1: GENERAL

1.1 SUMMARY

A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; bonds, insurance, and permits. This Section also included demobilization work when Project Construction is completed and accepted by BLM..

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT:

A. Units: Progress payments will be made as follows:

1. When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization bonds, insurance, permits, and demobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

2. When 10% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization bonds, insurance, permits, and demobilization or 10% of the original Contract amount, whichever is lesser, will be paid.

4.02 BASIS OF PAYMENT:

ROCK SPRINGS WILD HORSE HOLING FACILITY SHELTER GEOTECHNICAL INVESTIGATIONS

Geotechnical Investigation and Report Requirements For

Rock Springs Wild Horse Holding Facility Hay Shelter 2020

GENERAL:

The Bureau of Land Management (BLM) plans to develop a new Hay

Shelter for the purpose of storing hay at the Facility. The proposed new Hay Shelter is located at the BLM Rock Springs Wild Horse Holding Facility as shown on the drawings. This Statement of Work requires the vendor to hire a geotechnical firm licensed to perform work in the State of Wyoming to provide all labor, equipment, and supplies necessary to accomplish all work necessary to complete the Geotechnical Investigation and Report as specified in this document. Costs for this Geotechnical Investigation and Report shall be included in the Project Bid Schedule Item 2 lump sum bid price.

DESCRIPTION OF WORK:

Drill four (4) exploratory borings, one at each corner of the hay shelter, and one at the center of the hay shelter as shown in the drawing at the end of this document. BLM will mark where the proposed shelter will be constructed. Recover soil samples from these borings, perform laboratory tests, and prepare a Report.

PURPOSE OF WORK: The BLM is proposing to install a 100-feet x 70-feet

Pre-Engineered Metal Hay Shelter as shown at the end of this Statement of Work. A Geotechnical Investigation and Report are needed so the contractor has the necessary geotechnical information to assist in the design of the Hay Shelter Facility.

CONTRACTOR-FURNISHED ITEMS:

Testing Equipment: The Contractor shall have equipment on the site to perform the following tests:

a. Penetration Test and Split Barrel Sampling of Soils in general accordance with ASTM D 1586.

b. Description and Identification of Soils (Visual-Manual Procedure) in general accordance with ASTM D 2488.

Disposition of Samples: Samples recovered shall be packaged in a manner standard with general practices and transported by the Contractor to his primary place of business. The samples are to be stored by the Contractor for a period of 1 year and remain the property of the Government.

Laboratory Testing Standards: Shall be accomplished according to recognized standard testing procedures (ASTM, AASHTO, or other) unless otherwise approved by the CO/COR.

SPECIFIC TASKS:

Report: Submit three [3] copies signed by a licensed Professional Engineer in the state of Wyoming, which shall include the following information:

a. Logs of the test borings both as a written record and as graphic logs.

b. Laboratory tests utilized and the test results.

c. A description of the subsurface structures and conditions encountered at each boring location.

d. Recommendations for footings and foundation wall construction.

ADVANCED PLANNING:

Develop a proposal addressing the desired statement of work and cost for the subsurface investigations, laboratory testing, and report preparation.

This proposal shall include all drilling, sampling, preliminary testing, and safety plan. The plan shall include, but not be limited to, the proposed method of drilling and sampling, including a description of the equipment and sampling tools that will be used, a description of all methods and procedures that will be used to insure a safe operation and to protect the environment from fuels, oils, or other materials that may be harmful to the environment or a detriment to outdoor recreation. The plan shall include an estimated schedule for performing the work.

DRILLING:

Drilling shall be accomplished in general accordance with ASTM D 1452.

Auger borings shall be a minimum of 3-9/16 inches in diameter and shall be at the locations staked in the field by the Government. A professional Soils Engineer, Geologist, or approved Geotechnician shall be on site to log borings, care for samples, and supervise the Contractor's operations.

ALIGNMENT:

The Contractor shall drill each test boring as nearly as practicable to a true vertical alignment.

LOG OF TEST BORINGS:

The Contractor shall keep complete and accurate logs and records of all work accomplished under this contract and shall deliver complete, legible copies of these logs and records to the BLM within 15 days after all test borings are completed. All such records shall be recorded during the actual performance of the work and shall be preserved in good condition and order by the Contractor until they are delivered and accepted. The BLM shall have the right to examine and review all such records at any time prior to their delivery to BLM and shall have the right to request changes to the record keeping procedure. The following information shall be included on the logs or in the records for each boring:

1. Boring number or designation.

2. Driller's name and Logger's name.

3. Make, size, and manufacturer's model designation of drilling and sampling equipment.

4. Type of drilling and sampling operation by depth.

5. Hole diameter.

6. Dates and time by depths when drilling, sampling, and percolation testing operations were performed.

7. Time required for drilling each run.

8. Drill action, rotation speed, hydraulic pressure, water pressure, tool drops, and any other unusual and non-ordinary experience that could indicate the subsurface conditions encountered.

9. Depths at which samples or cores were recovered or attempts made to sample or core including top and bottom depth of each run.

10. Classification or description by depths of the materials sampled, cored, or penetrated using the Unified Soil Classification System (ASTM D 2487) and including a description of moisture conditions, consistency and other appropriate descriptive information described in paragraph SUPPLEMENTAL BORINGS of ASTM D 2488. This classification or description shall be made immediately after the samples are retrieved.

11. Indication of penetration resistance such as drive-hammer blows given in blows per foot for driving sample spoons.

12. Force (Weight) of drive hammer.

13. Percentage of sample or core recovered per run.

14. Depth at which groundwater is encountered initially and when stabilized.

15. Depth of bottom of hole to refusal or a min. of 50’.

SAMPLING: The Contractor shall take samples using the following procedures:

a. Unless otherwise required, borings shall be advanced to a point of thirty [30] feet below the surface of the ground, unless terminated at a shallower depth by drilling refusal.

b. Samples shall be recovered at a depth of 2.5 ft, and at intervals of 2.5 feet to a depth of 20 feet and 5 feet thereafter, from each major soil horizon encountered, and at the bottom of the boring.

c. Penetration Test and Split Barrel Sampling of Soils shall be accomplished in these borings for each sample recovered and at intervals of not more than 2.5 feet to a depth of 20 feet and 5 feet thereafter, and in each soil horizon encountered.

SUPPLEMENTAL BORINGS:

Borings that are abandoned or from which unsatisfactory samples or less than 75 percent total sample recovery has been obtained, will be supplemented by other borings adjacent to the original in order that satisfactory samples or the required information will be obtained.

Penetration to the depth where the original was abandoned or to the depths where unsatisfactory samples were obtained may be made by any method selected by the Contractor that in the opinion of the CO/COR will permit satisfactory completion and sampling of the supplemental boring. No payment will be made for supplemental borings that are required to be drilled to replace borings that were abandoned or from which satisfactory samples were not obtained because of mechanical failure of drilling and sampling equipment, negligence on the part of the Contractor, or other preventable causes for which the Contractor is responsible, except that payment will be made for acceptable portions of these supplementary borings below the depths or outside the reaches for which payment was made for the original borings.

LABORATORY TESTING PROGRAM:

After field logs and data are available for inspection, the Contractor shall examine the character of the subsurface conditions encountered and recommended, for the approval of the BLM, a program of laboratory testing. No laboratory testing shall be undertaken prior to approval of the recommended testing program. The testing program shall include the following:

a. Identification of each sample to be tested by location in the log of the source borings.

b. Identification of the tests to be conducted on each sample.

DRILLING WASTE:

When the drilling has been completed, the samples taken, and the log completed, the drill cuttings shall be placed in the drill hole.
