About this file
This document outlines technical specifications for an unmanned aerial vehicle and hyperspectral imaging camera solicitation from the United States Department of Agriculture Agricultural Research Service. The solicitation seeks a UAV capable of 45-minute flight time with a 10 kilogram payload and 3:1 thrust to weight ratio, along with a hyperspectral imaging camera with 400-1000 nanometer spectral range, 300 spectral channels, 1000 spatial pixels, and less than 5 kilogram weight. The selected contractor must provide training on UAV operation and hyperspectral system use and management, along with software licenses for data acquisition. All products and services must comply with National Defense Authorization Act Section 848 and Executive Order 13981 regarding adversary countries. The deadline for delivery is 90 days after receipt of order.
The related federal contract opportunity is solicitation number 12505B23Q0212 from the USDA ARS Midwest Area seeking the unmanned aerial vehicle and hyperspectral imaging camera specified in the technical requirements document. Warranties of two years for the camera and one year for the UAV are required.

Specifications Unmanned Aerial Vehicle (UAV) and Hyperspectral Imaging Camera
USDA ARS Cereal Crops Research Unit
502 Walnut St.
Madison, WI 53726
GENERAL INFORMATION
1.0 Scope of Work: In this project we have a few research objectives that the drone will be used for: 1) Screening a large collection of barley accessions collectively known as the iCore diversity panel to identify lines that are tolerant to abiotic stresses such as heat, drought, combined heat and drought stress as well as germination traits, growth stature, lodging and heading date. The drone will be used to capture data throughout the growing season with the intent of developing spectral profiles (hyperspectral, multispectral and RGB) associated with the traits mentioned above. 2) We will be installing a Preharvest sprout nursery where lines misted to induce preharvest sprouting. The drone will be used in conjunction with the hyperspectral camera to detect spectral fingerprints of presprout/pregermination occurring, real-time, in a field setting. This work builds upon the laboratory based spectral phenotyping of PHS by extending it to a field setting. Finally 3) will be evaluating the image profiles to determine if malt quality factors such as seed protein content, seed hydration and seed color can be captured in the spectral profiles which will increase our ability to phenotype these traits and predict malt quality of grains as they mature in the field.
2.0 Background:
The laboratory currently does not have a hyperspectral imaging system for capturing field and laboratory data or an unmanned aerial vehicle that can support the hyperspectral system. The airborne hyperspectral system will be used on a weekly basis throughout the growing season to analyze our barley accessions. The system will capture remotely sensed data on plots at multiple field locations. This system is crucial to the needs of our research projects, to fulfill the requirements outlined in our CRIS.
Below is a list of technical specifications that are best suited for our experimental needs:
• Hyperspectral imaging camera with data collection in the spectral range of 400-1000 nanometers o Spectral resolution between 1.5 and 7 nanometers at full width half maximum o At least 300 spectral channels/bands o At least 1000 spatial pixels o Weigh less than 5 kilograms with lens attached
• UAV capable of 45-minute flight time (payload dependent) o Payload capacity of at least 10 kilograms o At least 3:1 thrust to weight ratio (payload dependent) o Blue Cube Flight Computer made in the USA o GPS/GNSS o Orientation lights o Fully autonomous mission planning and waypoints/automatic flight logging o Smart return to launch or auto-land feature and fail safes o Must be Department of Defense Blue List approved.
• Training offered on UAV operation, flight, and maintenance as well as hyperspectral system use and management.
• Include software licenses for data acquisition
• NDAA section 848 and Executive Order 13981 compliant
• No control, communication, sensor subcomponents or software that is manufactured or developed in an “adversary country”.
