Specifications Project: Integrated LIDAR, Hyperspectral, and RGB Sensor system
GENERAL INFORMATION
1.0 Scope of Work: USDA-ARS in Columbia, Missouri requires an integrated LIDAR, Hyperspectral, and RGB Sensor system that is compliant with the National Defense Authorization Act (NDAA) and related USDA policies. The system will be used with an existing NDAA compliant USDA-ARS Unoccupied Aerial Vehicle (UAV).
2.0 Background: Modern Agricultural research relies heavily on image data from UAV mounted sensors. LIDAR (Light Detection and Ranging), Hyperspectral, and RGB (Red Green Blue) sensor systems each provide unique and important data sources for understanding how plants are growing, experiencing stress, and reacting to climate and soil variation in the field. However, examining the same plant in the field using all three sensors is very challenging if the sensors are not integrated and co-aligned. USDA-ARS in Columbia, Missouri requires an integrated LIDAR, Hyperspectral, and RGB Sensor system that is compliant with NDAA in order to achieve this.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks: USDA-ARS in Columbia, Missouri requires an integrated LIDAR, Hyperspectral, and RGB Sensor system that is compliant with the National Defense Authorization Act (NDAA) and related USDA policies and is attached and integrated with a FreeFly Alta X UAV currently owned by the agency. The requirements of the systems are as follows:
1) High Resolution RGB camera with at least 65MP, 3FPS continuous frame rate, 9344 x 7000 or greater resolution, integration into the RTK co-alignment system below.
Sentara 65R camera or similar.
2) LIDAR sensor with 90% or greater detection probability at 90m (10% Lambertian reflectivity 1024 @ 10 Hz), 64 channel vertical resolution, 45 degree vertical field of view, 1/10,000 false positive rate or better, < 1cm standard deviation precision at 30m.
Fully integrated and co-aligned into RTK GPS IMU system below. Ouster OS1 rev 7 or similar.
3) Hyperspectral VNIR camera with spectral range from 400-1000nm or greater, 340 or more spectral bands, 1020 spatial pixels, 5.86 micro meter pixel pitch, 6nm spectral FWHM, GigE digital interface, 250 Hz Sustained Frame Rate, 12-bit ADC depth, 480 GB solid-state storage, weight of less than 3 lbs. Fully integrated and co-aligned into RTK GPS IMU system below. Headwall VNIR Nano-HP or similar.
4) Integration GPS/IMU system for co-alignment of all sensors described above. Must include direct georeferencing, survey-grade multifrequency GNSS receiver and MEMS inertial components and technology, UAV differential GNSS post-processing, RTK position precision, Support for common RTK correction data types such as CMR and RTCM. Applanix APX-15L, Antenna, and Smartbase software or similar.
5) Integration of the complete system into a FreeFly Alta X UAV which will be provided by USDA-ARS.
6) One year or more license for processing software for extraction and analysis of co-aligned data from the complete system.
7) One year or more of maintenance on the system included.
8) Delivery and at least 2 days of onsite training.
4.0 Government Furnished: USDA-ARS will provide the FreeFly Alta X UAV onto which the system will be integrated as payload.
5.0 Deliverables / Schedule: The vendor will deliver to USDA-ARS in Columbia, Missouri at
302 Curtis Hall, University of Missouri, Columiba, Mo 65211 by April 1, 2024 an integrated LIDAR, Hyperspectral, and RGB Sensor system that is compliant with the National Defense Authorization Act (NDAA) and related USDA policies and is attached and integrated with a FreeFly Alta X UAV currently owned by the agency.
6.0 Travel: The vendor will be required to travel to the site and perform two or more days of on-site training at vendor’s expense.
7.0 Contractor’s Key Personnel: N/A
8.0 Security Requirements: Vendor will NOT need access to any secure USDA IT systems, buildings, etc. Any access to standard office facilities will be with an escort at all times.
9.0 Data Rights: Vendor will not be providing any data. Data collected by the system provided by the vendor will be the property of USDA-ARS and the vendor will not have access or rights to that data except as granted for troubleshooting needs.
10.0 Section 508 – Electronic and Information Technology Standards:
E201.1 Scope ICT that is procured, developed, maintained, or used by agencies shall conform to the Revised 508 Standards.
E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
E208.1 General Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.
603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.
603.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features required by 602.2.
603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.
