SPECIFICATIONS
Specialty gas services at National Soil Erosion Research Laboratory (NSERL) West Lafayette, IN (IDIQ contract)
GENERAL INFORMATION
1.0 SCOPE of WORK
The Contractor shall provide Specialty Gas Services at the U.S. Department of Agriculture, Agricultural Research Service, National Soil Erosion Research Laboratory (NSERL) in West Lafayette, Indiana.
The successful Contractor shall be responsible for furnishing personnel, materials, equipment, and facilities necessary to accomplish all things necessary for, or incidental to, the performance of the work set forth herein.
The government will pay the Contractor in accordance with the following:

The Contractor shall supply the specific gasses in the form factor and purity identified in this section. A cost will be assigned to each gas. The attached worksheet should be used to help document these costs.

2.0 BACKGROUND
Specific laboratory gasses required to sustain research operations at the National Soil Erosion Research Laboratory (NSERL) in West Lafayette, Indiana.
CONTRACTOR REQUIREMENTS
3.0 TECHNICAL REQUIREMENTS / TASKS
Service tasks include, but are not limited to:
Delivery:
Orders shall be placed by the government’s designated representative via a phone call to the contract holder representative on any business day (M thru F); delivery would be expected ASAP or within one week.
All delivery and pickup of any item ordered under this contract is the responsibility of the contractor; all prices are f.o.b. destination. Gas cylinders shall be delivered to and picked up from the receiving area of NSERL and removed from and loaded on the vehicle by the supplier.
Complete and proper documentation will be provided to the government’s designated representative as to items delivered or picked-up.
Flat monthly demurrage:
The Contractor shall charge a flat monthly demurrage fee for all cylinders supplied in this contract (shown on table as annual demurrage fees)
Safety and Maintenance:
Maintenance of the gas cylinders is the responsibility of the supplier and shall meet the Compressed Gas Association protocols. All cylinders must be in a clean and safe condition.
Gas cylinders shall be clearly labeled as to their content.
The Contractor shall provide emergency service and response 24 hours/day, seven days/week for product storage and maintenance issues.
If required, emergency deliveries shall occur within four hours notice given by the Government.
Historical Usage:
This information is provided solely as a matter of historical information. Please refer to Minimum and Maximum order quantities as shown in the Schedule of Items of the solicitation.
Transitional performance:
Vendor shall coordinate a smooth and efficient transition from the existing supplier. An existing inventory shall be taken, and all tanks returned, exchanged, and/or replaced.
4.0 GOVERNMENT FURNISHED
Gas cylinders shall be delivered to and picked-up from the receiving area of the NSERL facility and removed from and loaded on to the supplier’s vehicle. The Government will ensure loading dock facilities are clear and available to facilitate this requirement.

8.0 SECURITY REQUIREMENTS
Security access to the NSERL facility will be provided based on USDA and Agricultural Research Service directives. Freight drivers must comply with current posted NSERL COVID-19 pandemic guidelines (which may include the wearing of face masks and maintaining six-foot social distancing when community levels are above LOW).
9.0 DATA RIGHTS

10.0 SECTION 508 – ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS

11.0 SECTION 889 OF THE NATIONAL DEFENSE AUTHORIZATION ACT CERTIFICATION
Offeror will represent that:
(1) It will not provide covered telecommunications equipment or services to the
Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that it does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
