3.0 Scope of services:
The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.
A. The Contractor shall provide services for the following tasks marked “X”:
[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.
[X] The contractor shall remove and demo the existing INFINITY BAS controller and dispose of onsite scrap pile location at the USDA-ARS Northern Great Plains Research Laboratory.
[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to provide and install a new BAS controller with the latest controller offerings at the USDA- ARS, Northern Great Plains Research Lab Building #18.
4.0 Technical Project Requirements:
The Contractor will work with site personnel to ensure each task is accomplished in a timely manner within 30 working days from the start date of the project.
A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.
B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs. ARS 242.1M available at https://www.afm.ars.usda.gov/ppweb/pps-and-manuals/.
5.0 Background & Site Description:
A. Existing building #18 INFINITY BAS controller in JPEGs below.
6.0 Technical Cost Proposal: The contractor shall provide a new BAS controller with any additional wiring, installation, and training needed to operate the HVAC system already in place.
7.0 Specific Requirements
1. The contractor shall provide and install a new SmartX controller with Automation Server Bundle (AS-B), with Electric Ecostructure Building Operation, (EBO) software or an equal brand may be accepted by the
CO.
2. The controller will have inputs and outputs needed to control the building, built onto the same control board that allow for communications over a network or by hooking directly to it with a laptop or tablet.
3. The new control will have a display panel for making changes locally as needed.
4. NGPRL Staff must be able to set point and schedule changes from graphic page and/or display screen.
5. The contractor will program site to the existing sequence of control and operations.
6. The contractor will work to program any changes requested onsite to the standard operation sequences.
7. The Contractor is responsible for providing and installing any other connections and equipment needed to make the operations of the system operational as needed for the HVAC.
8. The contractor is responsible for all the wiring/controls modifications and wiring of the system.
9. The contractor shall program and commission site with graphic created.
10. The Contractor shall provide onsite training on operations and control changes for the staff.
11. The Contractor shall provide warranty on BAS and systems.
12. Contractor shall clean-up site from all materials and debris and dispose of off-site to the satisfaction of the Location Monitor before the project is deemed complete.
8.0 Performance Schedules:
A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permit, licenses, inspections, etc., are the obligation of the future Construction Contractor.
B. Schedules shall be updated and furnished with each submittal.
C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location Monitor at the facility, Engineering Project Manager, and Contracting Officer. Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.
D. Changes in the scope of work or the task order that affect the level of effort of the Contractor must be pre-approved by the CO.
E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.
