About this file
This is a Specifications document issued by the State of Hawaii Department of Accounting and General Services, Central Services Division for the Washington Place Driveway Recoating project (CSD-27-003-O). The scope of work involves comprehensive restoration of a semi-circular closed driveway fronting Washington Place along South Beretania Street in Honolulu, requiring the contractor to furnish all labor, materials, equipment, traffic control, and supervision. Work is organized into four phases: site preparation and cleaning via power sweeping and debris removal; crack filling and sealing of cracks wider than 1/8 inch using hot-applied rubberized sealant; leveling of low spots and depressions with fine-aggregate hot mix asphalt or polymer-modified asphalt; and application of two coats of asphalt-emulsion-based sealcoat with silica sand. Upon completion, the surface must pass a water test with no standing water deeper than 1/8 inch remaining after 30 minutes, and the contractor must maintain traffic control barricades for 24 to 48 hours following topcoat application. Work shall be performed between 7:45 AM and 4:00 PM on normal working days (Monday through Friday, excluding state holidays) to minimize disruption to building operations.
The contractor is responsible for all cleanup, debris removal, and legal disposal of hazardous materials in accordance with EPA regulations. A twelve-month warranty on workmanship and materials is required from the installation date, covering remediation of visible structural cracking, raveling, and low spots or puddling. The contractor must comply with all Federal, State, and Local OSHA, HIOSH, and ANSI safety requirements, maintain security protocols at state facilities, and assume all parking fees through coordination with the Automotive Management Division. The contractor bears full responsibility for receiving material and equipment deliveries, maintaining the work area, preventing damage to building structures, and reporting any suspicious activity. Any damage caused by contractor negligence must be repaired at the contractor's expense, and all corrective work must be completed at no additional cost to the State within a three-calendar-day cure period if initial work is rejected.

• Oil/Grease Stain Treatment: Apply an approved chemical oil/grease primer or degreaser to all saturated petroleum stains to prevent bleed-through and ensure proper adhesion of subsequent sealers.
Phase 2: Crack Filling & Sealing
• Crack Cleaning: Clean all cracks wider than 1/8 inch (3 mm) using high-pressure compressed air and heat lance to burn away vegetation and moisture.
• Hot-Applied Sealant Placement: Inject a hot-applied, rubberized crack sealant meeting ASTM D6690 specifications directly into cleaned cracks.
Overband cracks using a rubber squeegee flush with the adjacent pavement surface (maximum 2-inch wide band).
Phase 3: Leveling Low Spots (Depressions)
• Tack Coat Application: Spray tack coat liberally over depressed low spots holding water.
• Leveling/Skin Patching: Apply a fine-aggregate hot mix asphalt or high-performance cold/warm polymer-modified asphalt skin patch to bring low areas flush with surrounding grades, eliminating standing

water.
Phase 4: Surface Sealcoating / Top Coating
• Materials: In the specified existing paved area, completely apply an asphalt-emulsion-based sealcoat (or refined coal-tar/polymer alternative) mixed with 3 to 5 lbs of silica sand per gallon and approved latex fortifying polymers for improved skid resistance and durability.
• Application Method: Apply two (2) coats via squeegee or high-pressure spray application.
o First Coat: Uniform application to penetrate and seal surface pores.
o Second Coat: Applied perpendicular to the first coat after the first coat has thoroughly dried (minimum 2–4 hours cure time between coats).
2. Quality Control & Performance Standards
