About this file

These specifications detail requirements for manufacturing and supplying Composite Rubbing Fenders for the U.S. Army Corps of Engineers. Two specific fender types are needed: 85 units of a 5" x 6.5" x 10-ft UHMW/Rubber Fender and 10 units of an 8.375" x 8" x 10-ft UHMW/Rubber Fender, to be delivered to the Pittsburgh Engineering Warehouse and Repair Shops on Neville Island, PA. The fenders must be constructed with Ultra-High Molecular Weight Polyethylene (UHMW-PE) facing in yellow color, bonded to a rubber backing, and are intended to serve as bumper blocks for lock and dam miter gates.

The specifications include detailed material requirements with precise ASTM testing standards for both the UHMW-PE and rubber components. Key material characteristics include specific durometer hardness, tensile strength, water absorption, and impact resistance. Vendors must submit certificates of compliance and material test reports demonstrating that the fenders meet all specified physical and chemical properties. Delivery is restricted to Monday through Friday between 0800 and 1430 hours, excluding federal holidays, with the technical point of contact being Timothy O'Loughlin from the U.S. Army Corps of Engineers.

Plastic Shapes.

ASTM D 1894 Standard Test Method for Static and Kinetic Coefficients of

Friction of Plastic Film and Sheeting

3. GENERAL. Fenders shall consist of an Ultra High Molecular Weight Polyethylene (UHMW-PE) facing bonded to a rubber backing with dimensions as shown on the drawings.

The UHMW-PE shall be bonded to the rubber section for fabrication and assembly purposes only. The bonding agent can be any type of rubber glue that will sufficiently bond the materials for shipping and fabrication purposes. The end use of the UHMW fenders with rubber backing material is to serve as bumper blocks fastened to the face of a lock and dam miter gate. These fenders are eventually permanently fastened to the lock gates with a bolt/nut connection. It is also sometimes advantageous for the work crews to disassemble the UHWM from the rubber backing material for drilling purposes.

4. UTRA-HIGH MOLECULAR WEIGHT POLYETHYLENE. The material shall be cut and beveled to the cross-sectional dimensions shown on the drawings and shall be YELLOW in color. The UHMW-PE may be manufactured with a maximum of 50 percent regenerated material in accordance with ASTM D 6712; and shall have a molecular weight of 3,000.000 to 5,000,000 in accordance with ASTM D 4020. The UHMW-PE shall be compression molded stress relieved and include ultraviolet stabilizers. The UHMW-PE shall be similar or equal to "Tivar Dockguard" as manufactured by Quandrant, 2120 Fairmont Avenue, Reading PA.

Physical Characteristics of the UHMW-PE shall meet the following

TEST METHOD

PHYSICAL TEST TEST VALUE SPECIFICATION

Static Coefficient of less than .20 ASTM D 1894 Friction to Steel (Dry)

Density 58 lbs/cu-ft (minimum) ASTM D 792

Water Absorption Max 0.01% ASTM D 570 at Saturation

IZOD Impact No Break ASTM D 256

Tensile Strength 4000 PSI (minimum ASTM D 638 breaking)

Durometer Hardness 65 to 70 ASTM D 2240 (Shore Type D)

5. RUBBER. The rubber backing shall be compounded of natural rubber, synthetic polyisoprene, or a blend of both, and shall contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers and shall be resistant to aging, water, abrasion and ultraviolet rays. Physical characteristics of the rubber shall meet the following requirements:

TEST METHOD

PHYSICAL TEST TEST VALUE SPECIFICATION

Tensile Strength 3,000 psi (min.) ASTM D 412

Elongation at Break 450% (min.) ASTM D 412

300% Modulus 900 psi (min.) ASTM D 412

Durometer Hardness 60 to 70 ASTM D 2240 (Shore Type A)

*Water Absorption 5% by weight (max.) ASTM D 471

Compression Set 30% (max.) ASTM D 395

Tensile Strength 80% tensile ASTM D 572 (after aging 48 hrs) strength (min.)

* The "Water Absorption" test shall be performed with distilled water. The washed specimen shall be blotted dry with filter paper or other absorbent material and suspended by means of small glass rods in the oven at a temperature of 70 degrees C plus or minus 2 degrees for 22 plus or minus 1/4 hour. The specimen shall be removed, allowed to cool to room temperature in air, and weighed. The weight shall be recorded to the nearest 1 mg as M subscript 1 (M subscript 1 is defined in ASTM D 471). The immersion temperature shall be 70 degrees C plus or minus 1 degree and the duration of immersion shall be 166 hours.

6. CERTIFICATION OF COMPLIANCE. Certificates of compliance shall be submitted for all items demonstrating compliance of materials with the specification requirements. The certificate(s) shall verify that the supplied material complies with the established standards for physical and chemical properties for the material specified. Each certification shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the contractor, the contract number and the quantity and date(s) of shipment or delivery to which the certifications apply.

6.1. Material Test Reports. Material Certification testing shall be performed and reports shall be submitted for all items supplied under the contract. The reports shall include a description of material, specifications, chemical properties and mechanical properties of the material used to manufacture the contract parts. Information shall be included which renders the reports identifiable and traceable with the specific parts manufactured for the contract

7. PACKAGING. The Composite Rubbing Fenders shall be protected to the extent necessary to prevent damage during shipment. The Composite Rubbing Fenders shall be shipped, handled , and stored in a manner to prevent permanent deflection, distortion or other damage. The contractor shall repair all damage incurred due to inadequate protection. The contractor shall provide all materials required for the protection of the Composite Rubbing Fenders .

8. SHIPPING. The contractor shall deliver Fenders to the Pittsburgh Engineering Warehouse and Repair Shops (PEWARS) located at 3500 Grand Avenue. Neville Island, PA 15225-1584.
