1 General Requirements
1.1 General Statement of Work
The Department of Interior (DOI) has a need for upfitting services of wildland fire vehicles to be used in the support of prescribed and wildland fire suppression activities.
The vehicle chassis will be supplied by the government, the betterment package equipment shall be designed for off-road use and constructed to handle unimproved road and environmental conditions found throughout the United States. The contractor shall upfit vehicles to meet DOI requirements, and Federal Motor Vehicle Safety Standards (FMVSS) and the National Fire Protection Association (NFPA) 1900 (current edition) for Wildland Fire Apparatus unless otherwise stated within the specification. The manufacturer shall provide any additional technical and structural engineering required for a wildland fire vehicle that is operated in conditions where roads and environment place stresses much greater than those found on primary and secondary roads. The requirements within this specification are minimums that each apparatus must meet; the manufacturer may offer specifications that exceed minimum specifications. The package shall not interfere with the function of the Original Equipment Manufacturer (OEM) electrical system but shall integrate with the system. The package shall not interfere with the chassis mechanical systems such as, but not limited to; drivetrain components, electrical components, steering components, suspension components, motor, fuel and/or exhaust systems.
1.2 Workmanship Requirements
The installation of hardware parts such as hinges, catches, handles, or knobs shall be accomplished to avoid damaging the hardware or the mounting surface. After fabrication, all parts shall be cleaned of the following: smudges, loose, spattered, or excess welding, metal chips or filings, or any other foreign material that may detract from the intended operation, function, or appearance of the apparatus or its equipment. This shall include particles or debris which could loosen or become dislodged during the normal expected life of the equipment. Whenever possible, this cleaning shall take place before parts are assembled.
Threaded parts or devices shall show no evidence of cross-threading, mutilation, or detrimental burrs. All screw type and rivet fasteners shall be tight to allow no relative movement between attached parts. No bolts or screws shall be tightened exceeding the SAE torque standard established for the grade, screw, and thread type.
Use of dissimilar metals shall be avoided whenever possible. If dissimilar metal contact is unavoidable, a nonabsorbent closed cell neoprene insulator tape shall be placed between the metals. Caulking may be used in addition to the tape to provide addition protection. Wherever dissimilar metal contact occurs, measures shall be taken to avoid moisture from collecting in the contact areas. Wherever dissimilar metal contact occurs each surface shall be properly primed and painted, even if tape and other protectants are used. Wherever dissimilar metal contact occurs, fastener quantity shall be limited, and washers, gaskets, sleeves made of compatible material shall be used. Corrosion inhibiting materials (i.e. pastes, compound) shall be applied to all screws or bolts that are inserted into dissimilar metals.
All welds shall be free of defects such as cracks, porosity, undercuts, voids, and gaps. There shall be no weld burn through. Fillets shall be uniform and smooth. There shall be no damage to adjacent parts resulting from the welding.
All modifications that are performed by the contractor shall be in full compliance with the OEM Body Builders Guidance (Manuals/Guides/Advisory’s/etc.). Any issues or failures that are a result of the contractor’s failure to follow OEM Body Builder guidance will be the responsibility of the contractor to repair for the life of the vehicle.
Special care shall be taken to ensure that function of OEM equipment is not interfered with or altered in any way and whenever OEM components are removed, they are replaced to OEM factory specification. Examples include (but are not limited to) the following: seat mounting, seat belts, any items that involve airbag equipment, steering, suspension, drivetrain components, etc.
Optional equipment for each apparatus shall be identically constructed/suppled and configured.
Guards, shields, or other protection shall be provided where necessary to protect personnel from injury from hot, moving, or rotating parts during non-maintenance operations; to protect fragile equipment from becoming damaged when operating off road and to protect from sharp edges or corners. Components shall be located for ease of inspection, routine maintenance, or removal.
Drains, oil and fuel filters, filler plugs, grease fittings, air, and water lines, etc. shall be located so that they are readily accessible and do not require special tools for servicing.
Securing of air, water, fuel and/or electrical lines, looms or harnesses shall not utilize stick-on/adhesive backed fasteners; insulated metal clamps or clips shall be utilized. Nothing shall be permitted to hang loose from vehicle.
1.3 Carrying Capacity
The chassis will be provided by the government from the U.S. General Services Administration
(GSA), multiple different chassis types, sizes, and styles will be supplied for betterment upfitting using this specification. Chassis will have a variety of Gross Vehicle Weight Rating (GVWR), Gross Axle Weight Rating (GAWR), and overall Payload limitations. The contractor shall be cognizant of these limitations and select/offer components accordingly to negate issues with overloading.
When in service the supplied chassis may be loaded with up to 250 pounds in each seating position.
1.4 Weights
The GAWR and GVWR of the chassis shall not be exceeded when loaded to its in-service weight.
NFPA 1900 (current edition) for Wildland Fire Apparatus shall apply to define estimated in-service weight.
A Final Manufacturer Sticker shall be affixed to the vehicle and any changes to GAWR or GVWR due to added or deleted components will be listed on that sticker, or an additional sticker located in the driver’s door or area.
1.5 Documentation
Each completed vehicle shall be delivered with one (1) durable plastic storage box containing the items detailed in section 13 (Additional Equipment).
2 Administrative Requirements
2.1 Delivery
Any delivery delays for any reason shall be communicated to the Contracting Officer as soon as they become know. Failure to adequately and clearly communicate delays may result in price adjustments or other consideration for late deliveries.
The Government shall have the option to:
Pick-up/drive away the completed vehicle after the final acceptance at the contractor’s facility.
or
Government can arrange for third party vehicle shipping after the final acceptance at the contractor’s facility.
or
If the Government requires shipping the Government will request a modification quote for the contractor to arrange for shipping. The Government shall make the decision to request contractor to provide a quote for shipping prior to the vehicle being inspected. Based on the shipping quote, the Government would then make the determination based on the best value to the Government. Shipping charges shall not be incurred before a modification is agreed upon and executed. If the Government and contractor agree to have the contractor ship the vehicle, the contractor shall show the shipping charges as a separate item on their invoice. The contractor shall furnish a copy of the paid shipping bill with their invoice for shipping charges. If the government has the contractor arrange the shipping, the contractor will be responsible and liable for any damages incurred during the shipping process and the final acceptance will be when the vehicle is picked up by the government or delivered to the government.
2.2 Acceptance and Storage of Government Property
The contractor shall be capable of receiving vehicle shipments directly to their property through
Consignee Delivery (CNS). Typically, delivery days are sporadic, depending on ordering time, chassis make/model, etc. (chassis will come in several different loads). The contractor will be responsible for coordinating receiving of deliveries with various shippers.
After inspection and acceptance, the government may request the contractor to store accepted vehicles for a period not to exceed 120 days.
While in possession of government property (chassis), the contractor shall be responsible for the following:
• When receiving chassis, the contractor shall perform a thorough inspection and document any shipping damage in writing and with photographers. Any damages shall be reported to the
Contracting Officer immediately. The contractor will be responsible for correcting any unreported damage.
• After receipt of chassis, the contractor shall provide a biweekly report to the Contracting
Officer to include Agency Order Number, Vehicle Identification Number, RPN Number, Make/Model, Cab Configuration, Apparatus Color, and Receipt Date of all excepted vehicles.
• The contractor shall provide secured parking and storage of vehicle from the time chassis are delivered and up to 120 days after acceptance. The number of vehicles in the contractor's possession will vary, however, there is potential that 25-50 vehicles may require storage at any one time during contract performance.
• Any items that are damaged as a result of contractor handling, storage, or mistakes shall be fully repaired or replaced to the factory finish prior to acceptance. Examples of this damage include (but are not limited to) the following: holes, dents, scratches, tears, stains, cuts, over sprayed paints/coatings, tree sap, rodent damage, sun/heat damage, weather damage, etc.
3 Warranty
3.1 Chassis OEM Warranty
Vehicles shall retain the Original Equipment Manufacturer (OEM) chassis warranty, which shall in no way be diminished or voided by the final manufacturer. If at any time the OEM chassis warranty is voided, the contractor shall be responsible for repairs.
Prior to acceptance, the contractor shall check safercar.gov for factory recalls on the chassis. The contractor shall be responsible for ensuring that all factory recall repairs are completed prior to final government inspection.
3.2 Vendor Warranty Items
General Warranty- The contractor shall warranty all upfitting performed under this contract.
Vehicles shall, at the time of acceptance, be free from defects in workmanship and materials and conform to the requirements of this contract for a minimum period of 12 months after acceptance. The contractor is responsible for all shipping and/or transportation costs related to warranty repairs.
Design Warranty - contractor shall warranty the design of the apparatus and all components constructed and/or designed by the contractor to be free from malfunctions due to improper design or design defects, for a period of ten (10) years.
If multiple units with like construction begin to have similar failures related to any add on equipment, systems, or modifications made or provided by the contractor are determined to be due to a flaw in the manufacturer’s design, selected materials, or construction of the apparatus, all cost associated with correcting the failures shall be the responsibility of the apparatus manufacturer.
3.3 Other/Add on Item Warranty
The contractor shall provide to the government all warranties provided by major component and equipment manufacturers. Additionally, the contractor shall facilitate warranty repairs with add on equipment manufacturers whenever necessary.
4 Limited Operation of Government Furnished Chassis
GSA chassis will be provided by the government. It is understood that it may be necessary for the contractor to operate the vehicle to move around the facility, test drive, fill with fuel, transport to/from sub-contractors for upfitting, transport to/from dealership to address warranty/recall work, etc. This type of use shall be limited to the maximum extent possible. The contractor shall be 100% responsible for repairing any damage that occurs to the chassis when contractor has possession of the chassis.
When completed, use of the completed unit shall not exceed ten (10) chassis hours, or 250 chassis miles. Unless prior approval is granted (in writing) by the Government, chassis hours/miles in excess of these limitations will be credited to the purchase price of the betterment at a rate of $10 per mile or $500 per hour. If both hours and miles are exceeded the calculation shall be based upon the greater amount of the two calculations.
4.1 Government supplied Chassis
The government supplied chassis include various makes and various sizes (ranging from approximately 5000 GVWR to 14000 GVWR) from OEM with GSA Offerings. Models may vary from Standard Pickup Trucks to Utility Bed Trucks, or Sport Utility Vehicles (SUV). Engine Sizes, Cab Configurations, Bed Lengths, etc. will also vary.
4.1.1 DOI Class Definitions
651 - Gas powered ¾ ton 4x4 crew cab (i.e. Ram® 2500, Ford® F-250, GM®2500).
653 - Diesel Powered 1-ton 4x4 crew cab or extended cab (i.e. Ford® 350, Ram® 3500, GM®3500).
654 - Gas Powered ½ ton 4x4 crew cab (i.e. Ford® F150, Ram® 1500, GM® 1500)
655 - SUV Command-Gas Powered ½ ton 4x4 SUV (i.e. GM® Tahoe, Ford Explorer)
658 - Utility Command- Diesel Powered 1-ton 4x4 extended cab or crew cab with GSA utility bed, similar to 653 with GSA supplied utility bed (i.e. Ford® 350, Ram® 3500, GM®3500).
4.2 OEM Equipment
The government-supplied chassis will come equipped with the following OEM Equipment
/GSAFleet Options (when available):
A. Automatic Transmission
B. All Terrain Tires
C. Seating that is compatible to add a console
D. Power windows and locks
E. Rubber or vinyl flooring (if available)
F. Sliding rear window (If selected by user)
G. Vinyl upholstery (if available)
H. Dash mounted transfer case shifter (if available)
I. Other OEM options will vary by make and model of chassis.
Note: Whenever available and most cost effective, the government-supplied chassis may be equipped with Police Equipment Package Prewire (package details vary with chassis and OEM).
5 Cab Modifications
The Section 14 Options selected will be based on the specific DOI class and in turn vary the chassis modifications that are involved. Most configurations will require cab modifications. All cab modifications shall meet workmanship requirements specified in section 1.
5.1 OEM Supplied Cab equipment
In the event that the chassis is equipped with electronic or other accessories in the center seating position or elsewhere, and removal is necessary to add betterment equipment, those accessories shall remain functional and be relocated to the console (or suitable location, approved by the government). Examples of such accessories include (but are not limited to) the following:
• Accessory plugs, USB plugs, etc.
• Stereo system functions
• Rearview camera functions
In the event the chassis is equipped with unused OEM Accessory Switches, it may be acceptable to use these switches for some betterment functions.
Note: Relocation of accessories or use of OEM supplied switches shall be discussed with and approved by Government prior to proceeding with the work.
6 Chassis Modifications
See Optional Equipment Section 14- The Options selected will be based on the specific DOI class and in turn vary the chassis modifications that are involved. All chassis modifications shall meet workmanship requirements specified in section 1.
7 Apparatus Body
Not Applicable.
8 Apparatus Wiring and Electrical Components
8.1 General Wiring Specifications
Optional electrical components specified in this document shall be hard wired in and protected at a minimum of one and a half times the load. Temporary plug-in type appliances will not be acceptable.
All wires in each harness must be color, and function coded. Wiring shall be run along structural rails and tied in a neat and orderly manner. Wiring shall comply with OEM/component manufacturers’ recommendations and standards.
All add-on wiring for accessories shall be concealed, any items that may be damaged from cargo, gear, etc. shall be protected with covers or plates. power wire connections shall have their terminals/connections protected from accidental shorts and arcing.
Power to optional equipment shall be switched and labeled with the switch function. The switching function and location will depend on the options selected.
• If the Console option is selected there shall be a Body Master Switch installed. When the body master is in the “off” position, all electrical power to the fire command package and add-on equipment shall be off. Switches for individual items shall be included in the siren controller or the console may include a separate electronic switch panel. The switches shall be labeled and used to control add-on equipment to include (but not limited to)
Winch Wiring Power, Inverter, lighting etc.
• If the Console option is not selected, an OEM switch panel may be supplied with the government supplied chassis whenever available and it shall be used for switching functions. If an OEM supplied switch panel is not supplied the contractor shall supply a mounting panel fabricated from aluminum, painted to match dash color, and mounted in a fashion to integrate into the dash in an accessible and visible location. This option shall include six switches (minimum), the switches shall be labeled and used to control add-on equipment to include (but not limited to) Winch Wiring Power, Off Road Lighting, Inverter, 12v power sources, etc.
9 Vehicle Paint
9.1 Paint and Finish General
All chassis shall be supplied with OEM paint and shall not be altered unless necessary to repair damages.
All exposed ferrous metal surfaces that are not plated or stainless steel shall be cleaned and prepared and shall be painted or coated.
The paint or coating, including primer, shall be applied in accordance with the paint or coating manufacturers’ recommendations.
All exterior body, metal, smooth surfaces are to be sanded, cleaned, etched, and primed, according to the paint manufacturer’ recommendations. The highest quality, state of the art, low volatile organic compounds (VOC) acrylic urethane finishing system shall be utilized. (Sikkens®, DuPont®, PPG® or equal). The finish coat will be applied in multiple coats to ensure proper paint coverage with a high gloss finish. The paint shall be warranted by the paint manufacturer. The paint shall be applied by individuals who have been certified by the paint manufacturer and the painting facility must be certified by the paint manufacturer.
Powder-Coating Standard
Items that are specified to be powder coated shall have a minimum 1-2 mm flat black powder coated finish.
Durable Coating
All surfaces specified, shall be coated by a commercially available spray-on product by an individual who is certified by the coating manufacturer. Line X® or Rhino Lining® will meet this specification.
10 Striping /Numbering/ Graphics
10.1 Striping and Graphics – General Information
All lettering, numbering, and striping applied shall be in compliance with NFPA 1900 current edition standards and ASTM D 4956, “Standard Specifications for Retro-reflective sheeting for
Traffic Control” (unless otherwise specified).
Lettering and numbering shall use Arial Bold Font unless otherwise stated.
Finish of all lettering, numbering, and striping applied shall be smooth, void of cuts, splices, air pockets or other blemishes and edges shall be smooth.
All numbers and letters shall be placed to allow easily reading from left to right and shall not be placed in areas that reduces visibility, across door seams, reflectors, lights, or other objects.
Placement of some numbers/letters may require the installation of a stainless-steel plate.
NOTE: Final approval of stripe and letter scheme shall be obtained through email, by providing a drawing or rendered photograph showing exact placement, color, and configuration.
All dimensions specified in this document are approximate minimums based on the area the striping and identifier is being installed on.
Materials used for graphics should be the following or equal:
3M Scotchlite 680 (CR) – Reflective striping and graphics
Oralite 5600 (RA) – Reflective striping and graphics 3M Scotchcal 7125 – Nonreflective roof graphics
Oracal 951 – Nonreflective roof graphics
Oralite V98 – Pre-striped Chevron Fluorescent yellow-green and red – Retroreflective chevron stripe
Agency Abbreviation is the three-letter abbreviation of the DOI agency, as described below.
• Bureau of Land Management (BLM)
• Agency Emblem is 10 to 12-inches tall and will be provided when requested as they are a controlled item.
Unit Identifier includes State and Organizational Unit Code separated with a hyphen, for example
ID-BOD.
Equipment Identifier is the numerical or alpha-numeric graphic which identifies most fire equipment. The equipment identifier is displayed on the front, rear, both sides, and top of the equipment. Not all vehicles will have an Equipment Identifier. Typically, the number of characters ranges from two (2) to ten (10), including hyphen (Examples: E2, E33, E332, BC-
2105, UT-2506, FUELS-6543). In rare instances there may be more than ten characters.
The Government will provide both Unit and Equipment Identifier information prior to installation.
10.1.1 Equipment Front
The “bumper wings” or sides of the bumper shall have a 5- to 6-inch-tall white reflective background stripe applied. Height is based on area available on bumper. The following graphics shall be centered on the background stripe allowing for a white border around the graphics. The passenger side shall have 4 to 5-inch tall “FIRE” in Ruby Red reflective vinyl scaled and centered in stripe with a ½ inch white boarder top and bottom.
The driver-side wing shall have a 4- to 5-inch-tall Equipment Identifier in Black reflective vinyl, (example: 2601) scaled and centered in stripe with a ½ inch white border top and bottom.
10.1.2 Equipment Sides
The following shall be on both sides of the apparatus.
There shall be a stripe of 4-inch-tall reflective vinyl from the front to the back of the apparatus or as much as aesthetically possible following the contours and body lines of the cab and fire body.
The stripe shall be located on the upper 1/3 of the door below the window.
“FIRE” shall be above the front wheel-well, either in a break or ½ -inch above the stripe in reflective Ruby Red vinyl. Lettering shall be 3 to 4-inches tall depending on space and the fender contour.
“FIRE” shall be in a break of the 4-inch reflective side stripe centered between the rear fender opening and the rear of the vehicle in reflective Ruby Red vinyl. Lettering shall be 4-inches tall.
Bureau of Land Management 3M Scotchlite or Oralite Reflective Lemon Yellow 4-inch tall
Reflective Side Stripe.
10.1.3 Cab Front Doors and Rear Doors or Extended-Cab
The following shall be on both sides of the apparatus.
Agency Emblem should be 10 to 12-inches tall and shall be centered, front to back, on the front door. The top of the logo shall be 1-1/8 inches below the top of the 4-inch stripe. The Agency
Emblem shall be cut into the stripe with an 1/8-inch border.
The rear door or extended cab body shall have the 3 letter Agency Abbreviation (BLM) and the
Equipment Identifier (both 4-inches tall). The Equipment Identifier shall be in line with the Unit
Identifier and centered on the door or body. The 3 letter Agency Abbreviation shall be centered and 2 inches above the Equipment Identifier.

Unit Identifier shall be 4-inches tall in Black reflective vinyl.
10.1.4 Equipment Rear
Utility Command (WCF 658)
The rear shall have fluorescent yellow-green and red chevron striping covering the bottom portion of the tail board and vertical edge of the bumper. The pattern shall slope downward and away from the centerline of the vehicle at an angle of 45 degrees.
The driver side upper corner shall have 4-inch tall “FIRE” in Ruby Red reflective vinyl.
There shall be an 11-inch (approximately) tall placard with the Unit Identifier above and
Equipment Identifier below. The Unit and Equipment Identifiers shall be centered on a white reflective background.
Pickup/SUV (WCF 651, 653, 654, 655)
4-inch wide (minimum) fluorescent yellow-green and red chevron striping shall be installed on the rear bumper. The pattern shall slope downward and away from the centerline of the vehicle at an angle of 45 degrees. If a single 4-inch-wide vertical surface is unavailable, multiple strips may be used.
Striping on the vehicle rear shall cover the width between taillights or corners of the body.
Material/pattern/color and alignment shall match side stripes exactly. “FIRE” shall be in a break of the 4-inch reflective stripe on the driver’s side in reflective Ruby Red vinyl. Lettering shall be 4-inches tall.
A 4-inch-tall Unit Identifier and Equipment Identifier shall be either stacked, or placed in line, depending on availability of space.
Unit Identifier and Equipment Identifier shall be 4-inches tall in Black reflective vinyl.
10.1.5 Equipment Top
The vehicle shall have the Unit Identifier and Equipment Identifier in black non-reflective vinyl on the roof. The Unit and Equipment Identifiers shall be centered side to side with the top of the letters toward the front of the vehicle. The Unit and Equipment Identifiers shall not be placed under the engine lighting package.

The Equipment Identifier shall be 12 to 18-inches tall covering most of the flat area across the roof. The Unit Identifier should be scaled to take up the same width as the number.
10.1.6 Door Interior Edge Rear Facing
All door interiors shall have retroreflective DOT Red and White striping to indicate to a driver approaching from the rear that the door is open. The 1 to 2-inch white and red reflective stripe shall be installed on the interior cab and compartment door edges.
10.2 Placards and Labels
All signs, plates and labels shall be similar in appearance, style, and design. All required signs, plates and labels shall be permanent in nature and securely attached and shall meet the requirements of NFPA 1900 current edition and UL 969, Standard for Marking and Labeling
System. Additionally, they shall have resistance to damage from temperatures between -30F̊ and
176F̊ and exposure to oil, fuel, water, hydraulic fluids or other fluids used on the apparatus.
The following signs, plates and labels shall be installed on the apparatus:
All applicable signs, plates and labels listed in NFPA 1900 current edition.
Completed Vehicle Sticker
Upon delivery a completed vehicle sticker/label shall be attached to the completed apparatus in the cab on the driver’s side of the vehicle. The label shall be in compliance with the National
Traffic and Motor Vehicle Safety Act, Section 114 and Federal Code of Regulations, Title 49. The sticker shall include the Agency Order number provided by the Government at the time of order.
Fluids Placard
The contractor shall affix a permanent placard in the driver's compartment specifying the correct type and quantity of the following fluids used in the vehicle:
A. Engine coolant
B. Engine oil
C. Chassis transmission fluid
D. Power steering fluid
E. Front drive axle lubrication fluid
F. Rear drive axle lubrication fluid
G. Transfer case lubrication fluid
H. Any other information deemed necessary by the contractor or its subcontractors to prolong the life of the equipment
Dimension Placard
The contractor shall affix a permanent placard in the driver's compartment specifying the empty/dry vehicle dimensions after constructions. The placard shall include the following minimum information:
A. Overall Length
B. Overall, Height, the highest point on the vehicle excluding antennas when empty
C. Overall Width
D. Empty Weight
Air Intake
The chassis engine air intake (air-box) cover shall be equipped with a Warning label/placard that depicts the following information. Label/placard shall be approved by the Government prior to installation.
WARNING! Prior to removing cover:
A. Remove Ignition Key
B. Disconnect Mass Air Flow Sensor
C. Reassemble completely prior to Starting DO NOT CLEAN FILTER WITH COMPRESSED AIR!
Fuel Labels
When applicable labels for fuel transport (if equipped with auxiliary fuel tank) shall be supplied.
Additionally, when applicable (658 only) warning labels “Not for Fuel Storage” shall be applied.
Jump Starting Procedures
A WARNING label shall be placed under the hood adjacent to the battery(s). It shall contain the following instructions.
1. Turn Body Master Switch to “OFF”
2. Trip All Circuit Breakers or Remove All Radio Fuses
3. Turn Agency Radio(s) “OFF”
4. Attach Jumper Cables to Passenger Side Battery
Parked Regeneration
The chassis cab drivers side sun visor shall be equipped with a label/placard that summarizes the operating instructions for performing a parked regeneration procedure to clean the Diesel
Exhaust Filter (DEF) system.
10.2.1 Additional Placards and Labels
All placards and labels shall be similar in appearance, style, and design and constructed of materials permanent in nature and rated for exterior use. They shall meet the requirements of UL
969, Standards for Marking and Labeling System. Additional they shall have resistance to damage from temperatures between -30F̊ and 176F̊, ultraviolet sunlight, and exposure to oil, fuel, water, hydraulic fluids, or other fluids used on the apparatus.
The following are examples of required placards and labels. The contract may contain additional labels and placards not listed below. Digital files for the examples below can be obtained from the
National Fire Equipment Program.
The following vinyl labels shall be approximately 2-inches by 2-inches.

13 Additional Equipment
The contractor shall provide the following items as loose equipment for each vehicle. These items shall be available for inspection at the final acceptance inspection. The loose equipment shall be contained in a durable and reusable container for storage and transport.
13.1 Documentation Storage Box
Each completed command vehicle shall be delivered with one (1) durable plastic storage box containing the items detailed below. The contents of each storage box shall be organized identically, and an inventory list of the items within the container shall be affixed to the lid.
A. Booklet(s)/Binder(s) with the following contents • Record of Construction Details
Source list of components used in construction that includes names(s), phone number(s), email address(es) for the apparatus builder, and all equipment suppliers and service centers.
Component Manuals- Complete set of operating manuals for each major component
Warranty Coverage- outlining coverages on the chassis, and components and detailed procedures with contact numbers for acquiring parts, service, troubleshooting, and warranty assistance.
Certified weight slip(s) showing the completed vehicle weights with all fixed and portable equipment installed, all tanks full, and all personnel seating positions occupied with 250 pounds. The weight slip shall include tare weight, front axle weight and rear axle weights.
Weight documents shall be provided from a certified scale.
FEMPR one (1) Printed version of the current BLM Fire Equipment Maintenance Procedure and
Record Booklet (an electronic copy will be supplied by the Government for the contractor to reproduce for delivery with completed units).
Vendor Training Information/Presentation
Detailed engineering as built drawings (size 8.5” x11” Minimum) including dimensions, in PDF format, for the following:
a. Driver side
b. Passenger side
c. Top
d. Rear
e. Complete wiring diagrams; understandable by the field user
B. Thumb Drive
A minimum of Two (2) Electronic Storage Devices containing the exact same information as the
Booklet(s)/Binder(s) listed above.
C. Chassis Manuals
A minimum of one (1) printed Original Equipment Manufacturer (OEM) chassis operator manual.
D. Keys
Two (2) complete key sets for the vehicle ignition/door and any other items that are equipped with locks (i.e. Canopy, Fuel Cap, Compartments, Spare Tire).
E. Safety Vests
One (1) Extra Large high visibility vests that comply with ANSI/SEA 107-2004 Class 2 or 3 standard.
F. Spare Hardware
A quart size bag of miscellaneous stainless-steel fasteners commonly used in the construction of the apparatus.
G. Stickers/Labels
A minimum of two (2) stick on “FIRST AID” labels
A minimum of two (2) stick on “FIRE EXTINGUISHER” labels
A minimum of four (4) “Arrow” placards the same height and color as the “FIRST AID” and “FIRE
EXTINGUISHER” labels.
A minimum of two (2) additional Fluid Data Stickers (see sec 10).
A minimum of three (3) Tire Speed Rating Stickers (see sec 10)
A minimum of two (w) additional completed vehicle stickers (see sec 10) to be used in the event that the original is lost or damaged.
NOTE: All stickers shall be approved by the Government and not attached.
13.2 Jack and Lug-nut wrench
The completed vehicle shall be supplied with a Jack with sufficient capacity to lift the fully loaded vehicle and a lug wrench and breaker bar to fit the chassis lug nuts. These items may be OEM supplied.
13.3 Fire Extinguisher
5lb Class B&C fire extinguisher with heavy-duty metal mounting bracket, not attached.
13.4 Safety Triangle Reflectors
Set of three (3) DOT compliant reflective safety triangles with case.
14. Optional Equipment
The attached price schedule includes the options required for each vehicle. Optional equipment shall not be installed on the vehicle(s) unless specifically ordered on the attached price schedule. All
Optional Equipment shall be OEM approved and shall not affect the OEM warranty.
14.1 Prewire for Agency Radios
If this option is selected the chassis cab interior shall be wired with two (2) wiring bundles for connecting agency mobile radios. Power to the radio(s) wiring shall be connected the Master Switch so that the radio does not operate without the master in the on position. Additionally, the radio shall be wired so that it maintains its memory when the master switch is in the off position.
The two (2) wiring bundles shall be separate from each other. The antenna wires shall remain separate from the connector. Each bundle including antenna wires shall be labeled RADIO 1 or RADIO 2. Each wire/antenna bundle shall have a minimum of 30 inches or wire available to allow for easy installation outside of the console. Installation of all prewire components specified shall be in accordance with the KNG Mobile Radio Installation Guide.
A laminated sheet with simple easily understandable directions listing the steps necessary to complete a radio install shall be attached to the radio wire bundles inside the console housing.
NOTE: Two (2) ea. Bendix King KAA0630 Dash Mount install kits with the addition of the two 12-gauge power supply wires and the addition of one (1) Bendix King KAA0261 External speaker will meet these specifications. Only one radio set requires the Bendix King KAA0647 speaker cable assembly (which is include in the kit).
All details of the Pre-Wire for Agency Radios shall be clarified at the pre work meeting and approved by the government prior to installation.
Wiring bundle for RADIO 1 shall consist of:
A. One (1) Red 8-gauge constant power to the battery. A 30 Amp Blade style “MAXI” fuse holder with
30 Amp “MAXI” fuse installed in the line in an easily accessible location as close to the battery as possible.
B. One (1) Black 8-gauge ground wired direct to the battery.
NOTE: The two 8 Gauge wires (A and B) shall terminate with the KNG plug included in the KAA0630 install kit.
C. One (1) Red with Black Stripe 12- gauge connected to the Master Switch, supplying power when the Master Switch is ON. The intent is that the master switch will serve as the ignition sense.
D. One (1) antenna lead shall be labeled, coiled, and secured with the Radio 1 Connector.
E. One (1) set of 18- gauge wires connected to the radio audio input for the PA system consisting of two (2) Light Blue wires. These shall be installed into the speaker cable assembly.
F. One (1) External Speaker, 20 W securely mounted inside of the console with wire installed into the speaker cable assembly.
NOTE: Radio one wiring bundle shall be installed in a manner that allows the end user to simply plug in the radio connections, turn on the master switch, and be ready to operate the radio.
Wiring bundle for RADIO 2 shall consist of:
A. One (1) Red 8-gauge constant power to the battery. A 30 Amp Blade style “MAXI” fuse holder shall be installed in the line in an easily accessible location as close to the battery as possible (The 30 Amp “MAXI” Fuse shall be supplied but not installed).
B. One (1) Black 8-gauge ground wired direct to the battery.
C. One (1) Red with White Stripe 12- gauge connected to the Master Switch, supplying power when the Master Switch is ON. The intent is that the master switch will serve as the ignition sense.
D. One (1) antenna lead which shall be labeled coiled and secured near the Radio 2 Connector.
Antenna Leads and Bases (w/ Agency Radio Prewire option)
The contractor shall supply and install two (2) antenna mounts with coaxial cable in the roof of the cab consisting of a brass ¾ inch New Motorola® (NMO) style antenna mount and double- shielded coaxial cable soldiered to the base. The cable shall be routed from the chassis/cab headliner to the console in a concealed manner into the radio pre-wire bundles. Each antenna lead shall have an additional three feet of cable and terminate in a male mini-UHF connector. Special care shall be taken to ensure that antenna cables are not allowed to interfere with any airbag function for the life of the vehicle. All cables shall be labeled as to where they are installed on the roof. A protective chrome rain cap shall be installed and labeled on each NMO antenna mount. Suggested location for the cab roof antenna mounts is approximately 20 inches from the rear of the cab, at 1/3 the width of the roof.
14.1.1 Third Brake Light Mount
A commercially available Third Brake Light Mount (like Buyers Pro, Putco, ECCOESG, Larsons Electronic, Whelen) will be installed to route the two radio antenna wires and the LBS wire without drilling holes in the roof. An additional top plate may be needed to get proper radio antenna distance (18 inch spacing) to prevent radio interference.
14.2 Emergency Lighting Option 1
If this option is selected the apparatus shall be equipped with an emergency warning light package that meets or exceeds all recommendations of NFPA 1900 current edition and the requirements for intermediate emergency vehicles given in SAE J2498 "Minimum Performance of the Warning Light
System Used on Emergency Vehicles."
LED Lighting shall be used for all add-on illumination and indicator lighting whenever the option is available, excluding the replacement of chassis OEM-supplied lighting, for all interior and exterior lighting. The smallest compliant lights available from the selected manufacture, and the required bezel/mounting hardware, shall be used.
All LED lighting shall consist of clear lenses with the specified color or clear diodes (unless prohibited by law or specified otherwise). All lenses shall be replaceable, sealed from the environment, and able to withstand constant vibration, extreme heat, and substantial impact with branches and other obstacles found in the Wildland environment. All add-on LED lighting shall be supplied with a minimum five (5) year warranty against defects in material and workmanship. All lighting bezels shall be matching and shall be flat black in color.
Electrical system tests shall be performed in accordance NFPA 1900 current edition; at the time of delivery, documentation shall be provided.
Emergency Lighting General Wiring Specification
All emergency lighting shall be wired to operate only when the master switch is ON.
The emergency lighting shall include switching to operate in the following three separate modes whenever they are turned on:
1. All emergency lighting on
2. Upper emergency lighting only
3. Lower emergency lighting only
Emergency Lighting Characteristics:
A. Wire Grade- GXL or SXL Grade Rated from 60°-260° F
B. Connections Terminations-Connections shall be environmentally sealed to prevent corrosion.
C. Loom and Ties-All wire loom and wire ties shall be rated to a minimum of 260° F.
D. Indicator / Warning Light
Battery On: There shall be a green Light Emitting Diode (LED) indicator light visible to the driver which illuminates when the master switch is ON. This light shall be labeled
“Master Switch”. The LED light shall be mounted on the side of the console facing the driver side. The light shall dim with the vehicle dash light dimmer switch or when the headlights are turned on.
Low Voltage: A red LED indicator light shall be provided. The LED light shall be mounted in a position that will help reduce glare within the cab during night operations.
E. Switch Panel- All emergency lighting shall be individually controlled by a master electrical control module mounted in a location within the cab console that is easily accessible from the driver position. The function of each switch shall be labeled.
F. California Compliant- The emergency lighting package shall meet California regulations.
G. Light Bar- The upper front, upper front side, and upper rear zones shall be covered by one 56-inch-long LED light bar mounted on the cab roof (unless Rear Cab Protection Option is selected on Pickup chassis). The light bar shall also include integrated alley lights and a rear scene light. The light bar shall have approximate dimensions of 56 inches long by 2-¼inches high without the mounting feet by 12 inches wide.
The front and front side LEDs shall be red/white/red. The white section of the light bar shall be wired so that it turns off when the vehicle transmission is in Park or the parking brake is set, to meet the NFPA 1900 current edition requirements for blocking mode.
The Alley Lights shall be located, one on each end of the light bar facing each side of the vehicle with white LED’s. Each side alley light shall be individually switched and labeled.
The Upper Rear Zone warning lights shall include a minimum of four (4) rear facing amber LEDs located on the outer ends and inboard on the light bar.
The Rear Scene Lights shall be rear facing in the light bar outboard of the amber warning lights. The rear scene light(s) shall be switched and labeled.
An Amber rear traffic advisor will be incorporated into the rear facing lights of the lightbar.
If the light bar is mounted to the chassis roof, any measures that can be taken to avoid drilling holes in the chassis/body shall be applied. If drilling cannot be prevented, a
Cable Gland shall be installed to provide a clean install. Additionally, the mounting position shall be placed in a manner that generates the least amount of road noise possible.
A Whelen Justice (or equivalent) lightbar will meet this specification.
A Whelen Cable Gland (or equivalent), when necessary, will meet this specification.
H. Front (Zone A)-Two (2) red LED flashers shall be provided on the front of the apparatus on the chassis grill area or on the brush guard/ Heavy Duty bumper (when selected) in a location that does not affect manufacture warranty. Front/Side and Lower Rear LED Flashers shall be matching, with black bezels, clear lenses, and be the smallest NFPA
1900 compliant lights available.
I. Side (Zone B and D)-Two (2) red LED flashers shall be provided on the front corners of the apparatus, one per side, for use as "inter-sector" lights. Front/Side and Lower Rear
LED Flashers shall be matching, with black bezels, clear lenses, and be the smallest NFPA 1900 compliant lights available.
J. Rear (Zone C)-The rear zone shall be covered by Upper (light-bar) and Lower amber warning lights.
Two (2) amber LED light heads shall be located on the lower rear of the vehicle
Front/Side and Lower Rear LED Flashers shall be matching, with black bezels, clear lenses, and be the smallest NFPA 1900 compliant lights available.
Additional upper zone amber warning lights shall be incorporated into the Light-bar as specified above.
K. Handheld Spotlight with magnetic base- A Whelen PAR 46 Handheld Combination
Spotlight/Floodlight (PN P46HHS or equivalent) powered by 12VDC with cigar plug and
8 ft (minimum) cord. Mounting for the light shall be accomplished with a 90 lb. pull Magnet (minimum) that allows the light to be moved or stored at different magnetic surfaces. Light shall produce 2000 Lumens (minimum) and be supplied with a 5 yr.
(minimum) warranty.
L. Public Address (PA) Control Head- the PA Control Head shall be integrated with the siren control head.
M. Siren Amplifier-One (1) siren control head shall be mounted in the chassis cab in the commercially available console. The siren control head shall have an electronic air horn, public address mode, wired noise canceling microphone and contain electronic siren tones of wail, yelp and Hi-Lo. The siren control head shall be backlit for easy night operation.
N. Siren Speaker-One 100-watt siren speaker shall be mounted behind the front bumper and connected to the siren head. The speaker shall be mounted in a protected location such as inside the chassis frame rails and shall be protected by a 14-gauge stainless steel guard to protect it from damage due to branches or brush. Solid mounting to avoid damage from prolonged vibration is required.
14.3 Emergency Lighting Option 2
If this option is selected it shall meet all the requirements of Emergency Lighting Option 1 except the
Light bar requirement shall be replaced with concealed Red and White lighting light bar located inside the cab of the vehicle in the front and a light bar(s) in the rear to accommodate upper rear warning lights. The concealed light bar housings shall be designed specifically for the vehicle make model and shall include all necessary shrouds and other mounting hardware. The lighting shall be installed exactly according to the manufactures direction in a fashion that limits interior distraction and light intrusion to the highest extent possible.
The interior emergency lighting shall be discussed and approved by the government at the prework meeting if this option is selected.
14.4 Emergency Lighting Option 3
One (1) amber LED Code 3 Optix NarrowStick (or Equivalent) traffic advisor, with cable, shall be mounted on the upper rear of the apparatus. The 30" long device shall consist of six independent LED heads.
The signal patterns of the device shall be progressive left, progressive right, center out, and emergency
“All Flash.”
The switch control box is to be mounted in the cab allowing for easy operation by the Driver/Operator.
This option will only be available with Emergency Lighting Option 2 to provide additional rear lighting.
14.5 Floor Mounted Console
If this option is selected a commercially available center console shall be mounted securely between the two front seats using chassis/vehicle-specific mounting kit. The console shall be mounted in a fashion that prevents any vibration noise and does not affect the normal functionality of any OEM
Equipment (i.e. 4x4 shifter, environmental controls, other OEM equipment, etc.). The console shall maximize the usable space between the front driver and front passenger seat and between the dash and the rear seat. The console shall extend to the rear, to maximize available space but still allow 6 inches of space between the rear of the console and front of the rear seat. If the chassis is equipped with electronic accessories in the center seating position, those electronics shall remain functional and be relocated into the center console when the center seat is removed. The console shall be deep enough to accommodate a Bendix King KNG M150 radio without using spacers or adaptors. Any fuses, circuit breakers, switches, or other serviceable items that are housed within the console shall be actable without the use of tools. The console design and layout shall be approved by the government prior to installation.
All electrical loads requiring protection shall be protected by circuit breakers or fuses that are easily identifiable and accessible within the cab console or near the vehicle battery. Protection shall be rated for 125 percent of the maximum load.
The console shall be modular style with hole spacing that allows capability to replace parts
(such as radio plates or other accessories) with off the shelf parts form common manufactures.
All electrical items in the console shall be wired to operate only when the master switch is ON.
All power terminals located in the console will need protection from accidental grounding/shorts to ground.
The following items/accessories shall be installed in the console:
a. 12v power sources
The console shall have a minimum of two (2) 12-volt cigar lighter receptacles with covers and four (4) vertically mounted dual combination USB-C 45watts / USB-A 18watts max (63 watt max output) (minimum). 2 forward for the driver and captain position and 2 rear for the rear passengers. for recharging cell phones, or other similar battery-operated devices. All
12-Volt power sources in the console shall be wired to the master switch so they turn off when the master switch is off.
