About this file
This document is a Request for Quote (RFQ) for three open-path nitrous oxide analyzers to be used in eddy covariance flux measurements. The project requires high-resolution, field-deployable analyzers capable of simultaneous measurement of nitrous oxide (N2O) and water vapor (H2O) with specific technical requirements such as 0.1-second time resolution, -20°C to 45°C operating temperature range, and 0.2% of ambient level resolution at 10 Hz. The solicitation is a 100% Small Business Set-Aside with NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Quotes are due by 2:00 PM CDT on August 19, 2024, and the Government anticipates awarding a Firm Fixed Price contract. Evaluation will be based on the lowest-priced, technically-acceptable quote that also has satisfactory past performance.

SPECIFICATIONS
Project: OPEN-PATH NITROUS OXIDE ANALYZER FOR CONTINUOUS MEASUREMENT
IN EDDY COVARIANCE FLUX MEASUREMENTS
GENERAL INFORMATION
1.0 Scope of Work: Vendor is to provide three open-path nitrous oxide analyzers for continuous measurement of N₂O and H₂O with 0.1 second time resolution, designed for use in eddy covariance flux measurements.
2.0 Background: The accurate measurement of nitrous oxide (N₂O) and water vapor
(H₂O) fluxes is critical for understanding greenhouse gas emissions in agricultural fields. This project requires three high-resolution, open-path instrument capable of simultaneous N₂O and H₂O measurements. The analyzers must be field-deployable, robust, and capable of operating under a range of environmental conditions. This purchase is funded through the Inflation Reduction Act and supports the Midwest Greenhouse Gas Fluxes objective under the ARS-NRCS inter-agency agreement.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
The requirement is for analyzers in integrate into an existing sensor system to provide continuous measures of nitrous oxide and water vapor fluxes. The system must include the ability to measure nitrous oxide and water vapor fluxes from crop ecosystems.
Specifications:
