Permian Tracks Road Materials Specifications

The Bureau of Land Management (BLM), Las Cruces District Office (LCDO) is seeking to purchase materials for the maintenance of Permian Tracks Road. All materials shall be delivered to the storage lot at the Bureau of Land Management Office, 1800 Marquess St. Las Cruces, New Mexico 88005. Specifications for concrete barriers, geotextile filter fabric and articulating concrete block mats are as follows:

Concrete Barriers Concrete Barriers will be 10’-0” L x 2’-0” W x 2”-8” H weight will be 4,000#. Connecting pins and washers shall be included. The barriers shall be delivered prior to the delivery of mats.

Articulating Concrete Block Mat Specifications This specification is for concrete block mats connected with either galvanized cable or ultra violet (UV) stabilized high-strength fiber rope. The mats will be used in erosion control applications. The materials used to manufacture the mats and the manufacturing process shall adhere to the most current edition of the New Mexico Department of Transportation (NMDOT) Specifications. Concrete shall be Class A concrete, per NMDOT, with a mix design that meets or exceeds a 28-day compressive strength of 3,000 pounds per square inch and be able to withstand vehicular traffic.

(*) Either Cable or UV Rope Anchorage, Lifting Inserts and Devices/Accessory Items: For anchors, lifting inserts and other devices, the vendor shall provide product data sheets and proper installation instructions. The precast concrete unit dimensions and safe working load shall be clearly indicated. The vendor shall also provide spreader bar for installation of mats, and corrosive resistant anchors and clips. These deliverables shall be submitted no less than five (5) working days prior to delivery of precast concrete sections to the delivery site.

Soil anchors

Test Reports: The Vendor shall supply copies of material certifications and/or laboratory test reports, including mill tests and all other test data for Portland cement, blended cement, pozzolans, ground granulated blast-furnace slag, silica fume, aggregate, admixtures, and curing compound proposed for use on this project. Other test reports include compressive strength, flexural strength, plastic or hardened air content, freeze-thaw durability, abrasion and absorption. These deliverables shall be submitted no less than five (5) working days prior to delivery of precast concrete sections to the delivery site.

All materials shall be handled, stored and transported in a manner to minimize potential damage. Lifting devices shall be consistent with industry standards. Lifting shall be accomplished with methods or devices intended for this purpose as indicated on installation instructions. The Vendor shall provide documentation on acceptable handling methods for the precast concrete units. Upon delivery to the jobsite all precast concrete units shall be inspected by the COR for quality and final acceptance. Precast concrete units shall not be shipped to the project site until they reach at least 75% of the specified 28-day strength to ensure that performance of the product will not be impaired.
