Evaluation Criteria Las Cruces District Office Bureau of Land Management Permian Tracks Road Material

The Government intends to award the contract to a responsible party whose proposal is responsive to the solicitation process for purchase and delivery of road materials to the Las Cruces District Office and provides “Best Value to the Government” on a Lowest Priced Technically Acceptable (LPTA) basis.

A technical Evaluation Panel consisting of no less than three members will conduct the initial evaluation. The panel will include the government project manager who is technically qualified to evaluate all proposals. Upon completion of the evaluation period, the panel will review each proposal and make their final award recommendation to the Contracting Officer.

All evaluation factors other than price, when combined will be weighted equally. The evaluation factors listed below will be used to select the contractor that offers the BLM the LPTA offer.

FACTOR 1 – Experience

Provide a list of at least three (3) jobs completed or ongoing, in the past five (5) years in which you acted as a Prime Contractor or Sub-Contractor responsible for supplying and delivering fencing construction materials. At least one (1) of the three (3) jobs listed must have been completed in the past two (2) years. Each job description must contain the following information:

• The name of job

• The job start and end dates

• A brief description of materials delivered and location of the job

• The owner of job

• The owner’s Contact information

• The total dollar value of the job

FACTOR 2 – PAST PERFORMANCE

The Offeror shall submit at least one (1) current/valid reference for each job listed in its response to Factor 1, Experience. The identified reference should address the following aspects of the contractors’ past performance: quality of materials delivered, schedules, budget, and safety.
