About this file
The provided document is a Solicitation Specifications file for an Invitation for Bid (IFB #25IFB17169) issued by the South Dakota Office of Procurement Management for the Department of Game, Fish & Parks. The annual contract will cover clothing procurement, effective from October 1, 2025, through September 30, 2026, with a focus on items requiring silk screen logo application, including badges and patches. Bidders must submit comprehensive sample materials, with samples to be evaluated after the initial bid opening. The solicitation allows for brand name or equivalent products, and successful vendors may be required to provide digital product images for the state's e-Procurement system. The bid submissions are due by September 23, 2025, with awards to be made to the lowest responsible and responsive bidder meeting all specified requirements.
The procurement is structured to allow for single item, group item, or total bid awards, with the state reserving the right to reject any or all bids. There are no specific set-aside designations mentioned, and the evaluation will be based on product quality, pricing, and past performance. Vendors must comply with state registration requirements and provide detailed product information, including manufacturer catalog numbers and brand names. While no specific budget range is indicated, the contract allows for potential multi-year opportunities, with the state emphasizing open competition and equal opportunity. Successful bidders must meet strict specification standards and be prepared to provide high-quality clothing items that meet the South Dakota Game, Fish & Parks Department's operational and branding requirements.

SOLICITATION SPECIFICATIONS
Specifications for specific line items are located in the line item notes, or as file attachments on the line item. For bidders submitting paper bids, any line item specification attachments will be attached to the bid form in line item order.
In accordance with SDCL 5-18A-19, brand name or equal is being used in IFB #25IFB17169 for the purpose of describing the standard of quality, performance, and characteristics desired and is not intended to limit or restrict competition.
The cost to sew the badges and/or patches on is solely the responsibility of the vendor. GFP will provide badges/patches. Where referenced in the IFB, price is to include one color silk screen logo. A sample of the logo is available upon request.
SAMPLES FOR ALTERNATE BRAND BID
Samples will not be required for brand name/part number specified in this IFB unless an alternate is offered.
Samples will be requested after the bid opening from the apparent low bidder first. If the apparent low bidder's sample does not meet specifications, samples will be requested from the next low until a sample is found to meet specifications. Items will be awarded entirely from samples. If the requested samples fail to arrive within the timeframe established at time of request or the apparent low bidder does not wish to provide samples, their bid may be rejected.
All samples must be labeled or tagged indicating: company name, manufacturer’s catalog number, item number and brand name.
Returnable samples will be held until awards are completed. Return of such samples is the bidder’s responsibility and at their expense. The bidder must provide necessary postage, UPS Pick-Up Order or Freight "Collect" shipping information and instructions are to be included with your request in order for samples to be returned. The Office of Procurement Management will hold samples for 30 days after award. The Office of Procurement Management retains some samples for the duration of the contract.
Successful vendors may be required to submit digital pictures of awarded items within 5 days of initial request. The digital pictures may be used in the State of South Dakota’s e-Procurement system. This website would be utilized by State employees to place orders.
1. EVALUATION
Award will be made to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the invitation for bids.
SDOPM may reject any and all bids and re-advertise for bids if none of the bids are satisfactory, or if the SDOPM believes an agreement has been entered into by the bidders to prevent competition. If the low bidder is not responsible or the bid is not made in accordance with the requirements SDCL 5-18A and 5-18D or the low bid is withdrawn as authorized by law, the bid of the next lowest responsible and responsive bidder may be accepted. SDOPM reserves the right to award single items, groups of items or total bid; to reject any and all bids in whole or in part; to waive technical irregularities, if the best interests of the State will be served and to give reasonable consideration to past performance.
