About this file
This combined synopsis/solicitation requests quotes for a borehole winch to be used by the USDA Agricultural Research Service in Davis, California. The winch must be capable of lowering a 65-pound borehole nuclear magnetic resonance probe into boreholes up to 2,000 feet deep, communicate with a Vista Clara control unit, support the weight of the cable and probe, and include digital depth encoding, automatic cable spooling, mechanical braking, and optical encoder depth control. Quotes are due by March 18, 2024 and must be submitted electronically to the point of contact. The requirement is set aside for small businesses with a 1,000-employee size standard. The successful offeror must deliver the winch within 60 days of award to the specified address in Davis.

Background:
The USDA-ARS Sustainable Agricultural Water Systems unit has recently purchased a borehole nuclear magnetic resonance (bNMR) probe from Vista Clara or use in imaging 1D profiles of water content in the subsurface through existing boreholes. To operate this system, we need to purchase a winch that is capable of lowering the probe into the borehole and pulling it back out while the probe acquires data.
We need a winch system with the following specs:
· It must be a 3/16” diameter, four-conductor logging cable with a model 430 Bushless Slip Ring from Mercotac, as this is the only slip ring compatible with the head of our logging tool.
· The winch must be able to communicate with a Vista Clara JPY238 control unit for depth logging
· Able to log boreholes up to ~2000 ft in depth (~700 m)
Operational Specifications
1. The system must be operable by a two-person crew of reasonable physical fitness without the need for specialized equipment to transport the system or load/unload from the bed of a pickup truck
2. Capable of supporting the weight of the cable and the ~65 lbs probe at depths up to 2000 ft
3. Digital depth encoding capability to link with the Javelin logging tool
4. The speed controller must have regenerative feedback
5. Cable spooling must be regulated by automatic level winding
6. The winch must have mechanical breaking capabilities
7. Depth control must be controlled by a digital optical encoder
8. The system must be able to run off of a gas-powered generator supplying at least 3000W
