About this file

This is a project specifications document for the Williamsburg Maintenance Garage Radiant Heat Replacement project (BG-1W11) issued by the Iowa Department of Transportation's Purchasing Resources & Acquisitions Bureau and Architectural Services, with a project date of June 2025. The project involves the complete removal and replacement of the existing ceiling-hung radiant heat system within the maintenance garage located at 2507 210th Street in Williamsburg, Iowa. The scope of work includes demolition of existing equipment, installation of a new Co-Ray-Vac gas-fired, vacuum-operated, low-intensity infrared radiant heating system with appropriate controls, piping, electrical connections, and related mechanical and electrical work. The contract is structured as a stipulated price agreement using the standard AIA form, with the contractor responsible for providing all materials, labor, equipment, and supervision necessary for complete system installation and startup. The specifications establish detailed requirements across 29 divisions, including HVAC work (Division 23), electrical work (Division 26), demolition (Division 02), painting (Division 09), and general construction requirements (Division 01), with performance expectations including system testing, operator training, and a one-year warranty period from the date of final acceptance.

The contract requires contractors to maintain compliance with applicable codes and standards including NFPA 54, NFPA 70, and the National Electrical Code, with all work performed during normal Iowa DOT operational hours (7:00 a.m. to 4:00 p.m.) unless alternative arrangements are approved in advance. Contractors must submit schedules of values using AIA G703 forms within 10 days of notice to proceed, with monthly progress payments calculated at 97 percent of completed work value on a net 60-day payment cycle at zero percent interest. Change orders are limited to a maximum 15 percent markup total between subcontractors and general contractor combined, and all changes require a signed AIA G701 document from an authorized Iowa DOT official prior to work commencement. The project anticipates owner occupancy upon substantial completion, requiring coordination to minimize operational disruption; contractors must maintain all emergency building exits open during construction and limit utility outages to one hour at a time with 24 hours advance notice. Comprehensive submittal requirements include shop drawings, product data, operation and maintenance manuals, warranties, start-up reports, and record documents, with all electronic submissions required in PDF format through designated email or web-based systems.

3.07 REQUESTS FOR INTERPRETATION (RFI)

A. Definition: A request seeking one of the following:

1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in Contract Documents.

B. Whenever possible, request clarifications at the next appropriate project progress meeting, with response entered into meeting minutes, rendering unnecessary the issuance of a formal RFI.

C. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of Contract Documents. Failure to submit a RFI in a timely manner is not a legitimate cause for claiming additional costs or delays in execution of the work.

a. Review, coordinate, and comment on requests originating with subcontractors and/or materials suppliers.

b. Do not forward requests which solely require internal coordination between subcontractors.

2. Combine RFI and its attachments into a single electronic file. PDF format is preferred.

D. Reason for the RFI: Prior to initiation of an RFI, carefully study all Contract Documents to confirm that information sufficient for their interpretation is definitely not included.

1. Include in each request Contractor's signature attesting to good faith effort to determine from Contract Documents information requiring interpretation.

2. Unacceptable Uses for RFIs: Do not use RFIs to request the following::

a. Approval of submittals (use procedures specified elsewhere in this section).

d. Different methods of performing work than those indicated in the Contract Drawings and Specifications (comply with provisions of the Conditions of the Contract).

E. Responses: Content of answered RFIs will not constitute in any manner a directive or authorization to perform extra work or delay the project. If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly issue a notice to this effect, and follow up with an appropriate Change Order request to Owner.
