About this file

This document is a detailed technical specification for a Sanitary Sewer Evaluation Survey Program prepared by the City of Fort Myers, Florida's Engineering Department. The specification outlines comprehensive requirements for on-call contractors to perform wastewater infrastructure improvements and repairs, including sanitary sewer replacement, rehabilitation, cleaning, CCTV inspection, and emergency repairs. The contract is established as an annual, on-call service agreement with multiple potential contractors, with an expectation that selected contractors will mobilize quickly for emergency repairs, providing estimates within 6 hours and mobilizing within 12 hours. The City defines emergencies and is not obligated to purchase a minimum or maximum amount of services during the contract period.

The specification includes extensive technical requirements for pipe materials, installation methods, testing protocols, and quality control standards. Contractors must have a minimum of five years' experience in underground utility construction and sanitary sewer repair, with crew leaders having completed at least five similar projects in Florida. The document provides detailed guidelines for pipe cleaning, video inspection, rehabilitation techniques like CIPP lining, and specific requirements for different pipe materials including PVC, ductile iron, and HDPE. Pricing will be based on unit prices for various tasks such as pipe replacement, cleaning, CCTV inspection, and emergency mobilization, with contractors expected to provide comprehensive documentation and adhere to strict quality and performance standards.

1.02 DESCRIPTION OF WORK

A. General: The intent of this bid is to obtain competitive prices to establish an annual contract for as-needed services for Wastewater infrastructure improvements and repairs. The successful contractor will be required to enter into a contract with the

City of Fort Myers and provide all labor, equipment, and materials for infrastructure improvements and repairs. The City has an expectation as part of this contract that the successful contractor(s) will mobilize in an expedited manner during emergency breaks to minimize wastewater water outages for City residents. The

City shall define what constitutes as an emergency. For emergency repairs, estimates shall be provided by the contractor within 6 hours and mobilization shall occur within 12 hours. The various items shall be performed in accordance with

City of Fort Myers specifications and in conformity with the existing condition of the pipe, its grade, and dimensions. All quantities are estimates only and the City is not obligated to purchase any minimum or maximum amount during the life of the contract.

The Contract will be on the basis of materials and equipment specified or described in the Bidding Documents, or “or-equal” materials and equipment as defined in the

General Conditions, or those substitute materials and equipment approved by the

Engineer and identified by Addendum. The materials and equipment described in the Bidding Documents establish a standard of required type, function and quality to be met by any proposed substitute or “or-equal” item. Request for Engineer’s clarification of materials and equipment considered “or-equal” prior to the Effective

Date of the Agreement must be received by the Engineer at least 15 days prior to the date for receipt of Bids. No item of material or equipment will be considered by Engineer as a substitute unless written request for approval has been submitted by Bidder and has been received by Engineer at least 15 days prior to the date for receipt of Bids. Each request shall conform to the requirements of the General

Conditions. The burden of proof of the merit of the proposed item is upon the

Sanitary Sewer Evaluation Survey Program

1.05 SCHEDULING OF SHUTDOWN

A. Connections to Existing Facilities: If any connections, replacement, or other work requiring the shutdown of an existing facility is necessary, schedule such work at times when the impact on the CITY's normal operation is minimal.
