About this file

This is a Project Specifications document for a federal construction contract at Coatesville VA Medical Center to correct FCA (Facility Condition Assessment) deficiencies and repair water penetration issues across multiple buildings. The project encompasses comprehensive demolition and new construction work including architectural, structural, plumbing, mechanical, electrical, and civil components, with work organized into three priority phases: Priority 1 includes Buildings 2, 4, 6, and 7; Priority 2 includes Buildings 1, 8, and 59; and Priority 3 includes Buildings 38, 39, and 57. The specifications detail extensive technical requirements across 33 divisions of work, including roofing repairs, flashing and sheet metal work, masonry repairs, concrete work, erosion and sediment control, storm sewer improvements, grading, landscaping, and site improvements. Critical path method (CPM) scheduling with monthly updates is required, along with detailed submittals including shop drawings, product data, and samples that must be approved before work commences. The contractor must comply with comprehensive safety requirements, maintain detailed as-built drawings, develop a warranty management plan covering extended warranties for roofing and HVAC systems, and provide operation and maintenance manuals within 30 days of equipment delivery.

The contract requires the contractor to coordinate work with active VA medical center operations while minimizing disruption to patient care and staff activities, submit a security plan addressing badge requirements and document control procedures, and designate storage and access areas approved by the Contracting Officer. Professional surveying services by a registered civil engineer or land surveyor are mandated for layout and certification of work. The contractor must establish warranty management procedures including 4-month and 9-month post-construction inspections with specified response times for different priority levels of defects (4-6 hours for life-safety systems to 3 business days for other work). Construction waste management, temporary environmental controls including dewatering and erosion control, protection of existing vegetation and utilities, and restoration of disturbed areas to original condition are required. Utility services including temporary heat, electricity, water, and sanitary facilities are to be provided by the contractor at specified costs, with electricity for cranes and welding devices metered and paid by the contractor while other uses are at no cost.
