STATEMENT OF WORK FOR
CORRECT FCA DEFICIENCIES – REPAIR WATER PENETRATION PROJECT NO. 542-21-113
COATESVILLE VA MEDICAL CENTER
DESCRIPTION:
A construction project to repair all of Buildings 1, 2, 4, 6, 7, 8, 38, 39, 57, and 59’s “D” and “F” rated deficiencies related to water penetration according to the Facilities Condition Assessment (FCA) Report dated 2018 as directed in the Project drawings and specifications. This project repairs and replaces flashing, repairs or replaces roofing, selectively repairs deteriorated masonry joints, recalks around windows, repairs rain leader connections, replaces sections of underground storm sewer pipes and regrades around the buildings. It includes all labor and materials for complete and functioning systems in accordance with the contract documents.
PLACE OF PERFORMANCE:
The Coatesville VA Medical Center (CVAMC) - 1400 Blackhorse Hill Rd, Oval 1 and Oval 2, specifically Buildings 1, 2, 4, 6, 7, 8, 38, 39, 57, and 59, Coatesville, PA 19320.
BACKGROUND:
The purpose of this project is to construct a solution for the correction of exterior deficiencies noted in the 2018 Facility Condition Assessment (FCA) survey report of the VAMC Coatesville, PA. Due to age of these buildings, the envelope of the building as well as the foundation has deteriorated significantly, water is penetrating through various locations from roof to the foundation system. These issues are causing environmental problems throughout the campus. Project will address the roof drainage system and storm drainage system, and any other points of infiltration that affect the buildings.
SCOPE:
The contractor shall provide all labor, supplies, transportation, and equipment necessary to solutions for the work pertaining to deficiencies on the following 10 buildings, listed below, located at the Coatesville facility. The project consists of a renovation/repair solution for exterior building repair of each building where there is deterioration or water intrusion noted in the FCA Survey, conducted 2018, for multiple buildings on site.
The buildings in Oval 1 and Oval 2 are all connected by a tunnel linking each of the buildings at the basement level and going completely around the oval. Access to the inside of Oval 1 must bedone through the buildings. Access to the inside of Oval 2 must be done on the roadway between buildings 38 and 59. Foundation issues, from water intrusion below grade, exist in the basement areas of most of the buildings in Oval 1. The FCA has included multiple areas of site drainage issues caused by additional water intrusion problems. These areas will need to be addressed as part of this project. identified in the attached drawings and specifications while adhering to CVAMC safety and health requirements during construction. Contractor must ensure complete working systems. Attachment A – Drawings, Attachment B – Master Construction Specifications, and Attachment C – Safety and Health During Construction, are attached for reference. Work will include, but is not limited to:
Water Penetration Renovations:
1. The original project scope of work for this project is based on required repairs per the 2018 FCA survey report conducted on this campus. There are two ovals that make up the majority of the Coatesville campus.
a. Oval 1 – Buildings 1-9
b. Oval 2 – Buildings 38, 39, 57 & 59
c. Auxiliary Buildings around the two Ovals.
2. The buildings have been separated into three priority groups, depending on the urgency of the work required for this project. This will dictate the Project Alternate Deducts to meet the budget.
a. Priority 1 – Buildings 2, 4, 6, & 7
b. Priority 2 – Buildings 1, 8, & 59
c. Priority 3 – Buildings 38, 39, & 57
3. Oval 1 includes buildings 1 through 8. The scope of work includes mitigating the rainfall surface drainage that slopes downward, from the south side of the oval (where buildings 1 through 4 are located,) to the north side of the oval (towards building 6, 7, and 8.)
4. The overall site has a slope predominately from south to north, and there are low areas around the south side of several buildings, especially the buildings on the north side of oval 1.
5. There are low lying areas, at grade surrounding the exterior walls of various buildings, on the downward side of the sloping grade, that allow rain water from the downspout drains to flow towards the buildings instead of away from them.
6. Building 57 has drainage issues around the entry. The canopy was added later and does not connect to the building. There are areas with concrete sidewalks cracking and the drainage is an existing problem that is getting worse.
7. All 10 buildings are brick masonry construction and have a basement where the water is entering the buildings.
Correction of water penetration will include the following:
1. Renovation of all façade areas including at the roof level and below grade.
2. Modification of site drainage patterns and the issues with the current site configuration.
3. Roof issues especially regarding the integral gutters which appear to be the major issue with roof leakage and water intrusion through the cavity walls.
4. Field verification of all drawings regarding work to site storm sewer systems and drainage within the scope of work. This will determine if all the catch basins and drain lines are functioning correctly. This process will also verify the drawings indications of problem areas, where located, and provide a solution to correct those problem areas.
5. Install better water proofing systems for the below grade areas that have water intrusion tocorrect those deficiencies.
6. The brick masonry and cast stone joints on all the buildings in the SOW will need to be repointed. Some building facades have damaged masonry that will need to be replaced.
7. The joint sealant around all windows, doors, louvers, and any other building penetration or control/expansion joints need to be removed completely and replaced with new joint sealant.
8. There are small roof areas, such as those on building 4, that need to be re-sloped and better drainage provided to correct the water intrusion deficiencies. This also includes some of the roof canopies installed at entries to the buildings. The entrance areas have issues with getting water off those roofs and with the gutter systems that transport water away from the buildings.
9. Integral gutters on buildings have issues with clogs caused by the number of deciduous trees on site and the lack of seasonal maintenance. The gutters are installed into the edge of the roof and have metal joint material that create the waterproof lining of the system. The metal gutter segments have separated over time, and a new cohesive system is required. This system will line the entire existing gutter with a fluid applied waterproofing material, which will make the gutters function properly.
10. Work to address flooding and help with rainwater management have been installed by the VA on the south sides of Buildings 6, 7 and 8 which include the following:
a. Drain gardens, with catch basin system beneath the garden, located in open grass areas south of the buildings.
b. Additional catch basins tied into the existing storm sewer system.
c. Installation of low, cast in place, concrete walls at the outside edges of the concrete walks around buildings to act as a physical barrier and prevent the water from entering the buildings.
d. These design solutions have provided some assistance to the water drainage problem around the buildings at the lower grade elevations. The contractor must ensure their work (as directed per drawings and specifications) are cohesive and co-functional with existing improvements that are not directed for renovation work in the current project.
Phasing:
The contractor is required to provide a phasing plan which will maintain the current circulation patterns for pedestrians, cars, trucks, and emergency vehicles. The contractor will be restricted to specific areas defined by the VA for construction parking, staging, and laydown areas. The phasing plan will need to consider disruptions in service to utilities, minimizing impacts to mission critical facilities, minimizing noise, temporary traffic controls, safety fence, infection control, and specialized facility requirements. The construction documents include a typical sequence of construction for the proposed improvements.
PERFORMANCE REQUIREMENTS:
The contractor shall comply with all performance requirements listed herein, and all work shall be performed in accordance with the attached Drawings, the Construction Specifications, and the CVAMC Safety and Health During Construction documents.
A. Construction: The contractor shall provide the following in accordance with project drawings, specifications and pertinent attachments:
