About this file

This document is a detailed specification for Protection and Control Panels for the Sunshine Substation project, prepared by Transmission and Distribution Services, LLC for the City of Gallup, New Mexico. The specification outlines comprehensive requirements for manufacturing relaying, metering, and control panels, including detailed specifications for panel construction, testing, hardware, and additional features. The document mandates that the panel manufacturer must have been in constant operation for a minimum of 10 years, with panel manufacturing as a primary business function, and must conduct metal fabrication in-house.

The specification provides rigorous technical requirements for panel manufacturing, including specific guidelines for cable terminal blocks, wiring, terminal connections, and panel finishing. Key requirements include using #14 AWG stranded, tinned copper switchboard wire, implementing finger-safe Bussman fuse blocks, and following strict wiring and connection protocols. The manufacturer must provide comprehensive documentation, including a bill of materials, data sheets for all switches and relays, and both hard and electronic copies of documentation. The panels must be shipped in an enclosed truck with complete protection, and the manufacturer is responsible for ensuring fully functional panels that meet all specified criteria.

PROTECTION AND CONTROL PANELS SPECIFICATIONS

I. Panel Construction

Provide all new materials, components, and equipment that are the latest in design, unused, and suitable for the intended use. The equipment shall conform to the latest applicable standards with respect to design, manufacture, testing, and performance. Workmanship shall conform to modern practice in manufacturing, assembly, and testing. Assemble, wire, inspect, and functionally test the panels at the factory.

If there are changes proposed by the manufacturer to the layout or wiring of the panels, the manufacturer shall notify the Engineer before fabrication. The manufacturer/supplier is not allowed to make substitutions for any device listed in the bill of material without written authorization from the Engineer. If there are suggested changes to the drawings, the manufacturer shall confer with the Engineer before any changes are made. During the bid process, all correspondence must be through the Open Gov bid system.

Fabricate the panels as shown on the panel fabrication detail drawings (SS-282). The panels are rigid, self-supporting structures mounted on channel base sills with provisions for bolting to the floor at each corner. Design the panels so that the control cables enter from the top.

The panels shall incorporate all the specified relaying and control equipment listed in this specification along with any additional devices, as required, to provide operational panels. All listed devices and additional required devices are the responsibility of the manufacturer unless otherwise noted in the T&D-authored bill of material. Design the panels to facilitate operating, maintenance, and future reconfiguration.

Provide exterior surfaces of the panels that are free from unused holes, seams, dents, weld marks, burrs, loose scale, sharp edges, or other imperfections. Equip all bolts and screws with lock washers. Locate all equipment on the panels to provide adequate clearance for wiring, inspection, and testing.

After fabrication, properly treat, prime, and paint the panels with at least two coats of quick air-drying lacquer or enamel paint. Use ANSI 70 standard light gray semi-gloss paint on the exterior of the panels and gloss white on the interiors of the panels. Supply one spray can of matching paint for each color to touch-up any minor damage during installation.

Each panel shall include a full panel width tinned copper ground bus bar 1/4" by 1" that makes metal-to-metal contact with the panel. Do not use soldered connections in the ground terminations. Drill and tap the ground bus with at least 24 evenly spaced 10/32 holes with washer head slotted grounding screws provided. Provide properly sized rectangular hole in the panel side at each end of the ground bus to facilitate mounting an intertie bus bar to an adjacent panel bus bar. Supply one intertie bus bar with slotted holes and two 1/4" copper bolts, nuts, and washers for the bus intertie connections. Supply, as part of the ground bus, one grounding terminals, to accept #6 to 4/0 stranded copper cable.

II. Testing

The panel manufacturer shall completely assemble the panels in his facility before shipment.

After the panels are completely assembled, the manufacturer shall test the panels to ensure operation in the desired manner with appropriate targets, lights, inputs, outputs, etc. Test the panels for control, indication, and data acquisition. The panel manufacturer will test each and every separate component for functionality. The manufacturer shall functionally test the relaying and control equipment provided on the panels using power applied to all panel AC and DC circuitry with voltage provided from isolated power sources. Use circuit breaker test simulators and other station test simulators as needed to verify correct protective relay, meter and control functions. These tests are not intended to replace any tests that the manufacturer would normally run to verify the integrity of the panels, but may be included in the standard tests. Send one certified copy of the test results and the test procedure used to test the panels to the

Engineer and include one copy with the shipment.

The panel manufacturer shall provide the SEL relay and metering test reports electronically via email upon receipt of the relays as well as hard copies with the panel shipment.

III. Hardware

Provide cable terminal blocks rated for 600 volts, 30 amps minimum and of a one-piece barrier design equipped with washer slotted head binding screws for circuit terminations. Twelve-point blocks are GE type EB-25 or equivalent. Four-point shorting type terminal blocks for CT connections are GE type EB-27 or equivalent. Clearly identify all terminal blocks with engraved tags that use the same nomenclature as found on the connection diagram.

Hand lettering is not acceptable. Use only washer slotted head binding screws for all terminal blocks. Philips head and combination head screws are not acceptable. When ordering relays and other panel equipment, make sure only slotted head screws are provided.

Provide finger safe Bussman fuse blocks rated 600 Volts for class CC fuses. The manufacturer shall separately fuse relay and control circuits as shown on the drawings. Use Bussman low peak class CC fuses.

Use only #14 AWG stranded, tinned copper, switchboard wire with 600-Volt insulation, type SIS, gray color for control wire. The exception to this are the wires used for current and potential circuits. In the current and potential circuits, color-coding as shown on the drawings is required and the wire shall be #12 AWG stranded.

NO SPLICES ARE ALLOWED in control panel wiring. Make all connections on equipment case studs or terminal blocks. Use only un-insulated, ring tongue terminals, such as AMP Solistrand terminals. Use only ratcheting type tools for crimping the terminals onto the wires. Provide extra wire in the terminal connection that shows toward the ring of the terminal to ensure that enough bare wire is used to make full contact with the crimp barrel. The panel wires shall have an identification sleeve at each termination point identifying its other end. Hand lettering is unacceptable. Spade lugs or push on terminals are not acceptable for any termination in the panels.

Provide wiring duct for incoming cables and for wiring between devices. Properly size the wiring duct to accommodate the expected wires and cables. Cut all wires to length to provide a neat appearance. It is unacceptable to cut the wires too long and stuff the excess wire into the duct.

Secure the wiring duct with screws. Provide a cover that is removable without tools. Tie wrap and adequately support small groups of wires not in wiring ducts.

IV. Additional Features

In addition to the standard features, provide these additional features as a minimum:

Use channel base sill that is approximately 1-1/2" high x 4” wide.

For panel wiring, do not install more than two lugs under any one screw.

All current circuits brought to the panels shall terminate on shorting type terminal blocks, GE

Type EB-27 or equivalent.

Attach the nameplates with small screws.

Provide printed annunciator windows.

Provide shipping steel bracing, temporary shipping angles, and lifting eyes as required by the panel manufacturer for shipping.

Ship the panels in an enclosed truck, and completely protect the panels during shipping, including padding and plastic dust covers.

The manufacturer shall furnish one set of bound hard copies and one electronic copy of the following as a minimum:

1. Manufacturer bill of material

2. Data sheets for all switches, relays, etc. that are supplied on this order.

Send the bound hard copies to the project site with the panels and send one electronic copy to:
