About this file

This document is a Specification Configuration Sheet for a Spectralis Flex instrument, related to a federal contract opportunity issued by the Department of Health and Human Services, National Institutes of Health, Office of Logistics and Acquisition Operations.

The document outlines the requirement for a replacement Spectralis Flex instrument, made by Heidelberg Engineering and distributed by L1 Enterprises, to support ongoing eye imaging research projects at the NEI Visual Function Core facility. The current instrument is over 10 years old, and the vendor will soon terminate maintenance services, necessitating the procurement of a new, compatible system. The Spectralis Flex instrument is a sole source requirement, as L1 Enterprises is the only known responsible source. The government intends to award a firm-fixed-price purchase order to L1 Enterprises. Responses are requested by 9:00 a.m. EST on Monday, August 12, 2024, and an award is anticipated within 5 days of the notice. The response should include the unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, FOB point, DUNS, TIN, and business size certification.

Specification / Configuration

Background Information:

Eye imaging (including fundus and Optical Coherence Tomography image) provides non-invasive approach to view and exam structure and integrity of the eye. This approach is widely used in eye clinic and vision research labs for study structure and function of the eye. Our facility (NEI Visual Function Core) has been using eye imaging by many researchers, both within NEI and other IC on NIH campus, on a number of research projects with variety of animal models. However, our current instrument is old, and vendor will soon terminate the maintenance service. A replacement is urgently needed.

Justification Rationale for the request:

Our current instrument, made by Heidelberg Engineering, is about ten years old. The vendor will soon terminate maintenance service. A new instrument is needed, preferably by the same vendor (Heidelberg Engineering, distributed by L1 Enterprises), to ensure continuity of research projects, and comparability of data.
