About this file
This is a detailed equipment specification document issued by the County of Sacramento's Internal Services Agency Fleet Services Division for the procurement of one new, self-contained, skid-mounted, gasoline-powered valve exerciser with hydro excavation and vacuum systems. The equipment will be used by the Sacramento County Water Agency for maintaining, servicing, and repairing fresh water system valves. The specified equipment is a Wachs Standard LX or approved equivalent, measuring 102 inches long by 77 inches wide by 67 inches high, with a maximum empty weight of 3,950 pounds. The unit must include a 100-gallon fresh water tank, 250-gallon spoils tank, Kohler two-cylinder 27 horsepower gasoline engine, hydraulic system with 8 GPM at 2,000 PSI capacity, 500 CFM vacuum system, 750 foot-pound torque valve turner with 13-foot minimum reach, and 2.5 GPM pressure washer system at 3,000 PSI. The specification requires CARB certification for the engine, compliance with all applicable California and federal regulations, and delivery of the completely assembled and serviced equipment ready for installation onto a County-owned truck. The County reserves the right to request product demonstrations within 30 days, conduct pre-delivery inspections, and require vendor-supplied operator and mechanic training of up to eight and four hours respectively.
The specification prioritizes emissions reduction as the single most important evaluation factor after mission consideration, with the County emphasizing that the lowest price does not guarantee award. The vendor must provide a user's list of satisfied customers in the Sacramento area, shop and service manuals for County review, and all required manufacturer documentation. Warranty requirements include a minimum of one year parts and labor commencing from the County's acceptance of the unit, with the vendor responsible for all warranty-related transportation costs. The equipment must be painted gloss white with specified primer and color coat thickness requirements, include four complete sets of keys, pressure washer wands, suction wands in three sizes, safety and work lighting systems, and all necessary mounting hardware and brackets for installation on the flatbed truck body. All pricing must exclude Federal Excise Tax, and the County will not accept the equipment until all specification conditions are fully met, with payment terms commencing only after acceptance.
