The solicitation is for security officer services, with a mandatory pre-bid conference scheduled for May 2, 2025, at 9:30 am at the Dallas County Health Department in Selma, Alabama. The contract will be awarded on an "all or none" basis to the lowest responsible bidder, establishing an initial 12-month contract with options to extend for up to four additional 12-month periods under the same terms and conditions. Bidders must submit questions through the Alabamabuys Portal by May 6, 2025, and must provide a liability insurance certificate with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate.
The contract includes specific financial and operational requirements, such as a minimum starting hourly pay rate of $11.25 per hour for security officers and provisions for potential price increases up to 5% at contract renewal, subject to approval by the Alabama Department of Public Health. The contract is contingent on continued legislative appropriation of funds, with a non-appropriation clause that allows termination if sufficient funds are unavailable. The solicitation emphasizes quality of materials and labor, requiring professional work that complies with local codes, and mandates that suppliers provide additional requested information within five days of receipt.
