About this file

This is a Special Procurement Notice issued by the State of Oregon Department of Administrative Services, Procurement Services on behalf of State Agencies and the Oregon Cooperative Purchasing Program for Statewide coaching services. The notice approves Special Procurement #S-10700-00010959 and serves as public notification pursuant to Oregon Revised Statutes and Administrative Rules. This is not a solicitation for proposals but rather formal approval notification of an existing procurement decision. The related contract opportunity involves video conferencing, streaming, and consulting services for State Board of Education meetings, covering approximately 22 meeting days between July 2024 and July 2026, with an initial two-year term and a potential one-year renewal option. The procurement seeks comprehensive solutions including hardware, software, livestreaming with real-time captioning, high-quality recording, and professional editing services to facilitate hybrid public meetings.

The evaluation was conducted on a 350-point scoring system assessing technical plans, video examples, references, and pricing, with proposals due by November 19, 2024, and an anticipated contract award date of December 18, 2024. Four vendors were evaluated, with Heliorana Filmworks receiving the highest score of 296.38. The solicitation includes set-asides targeting certified disadvantaged businesses, specifically minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, requiring vendors to submit a Certified Disadvantaged Business Outreach Plan. Compensation is structured as a not-to-exceed amount with payments based on completed and accepted deliverables. Any affected person may protest the special procurement approval by submitting a written protest to the State Chief Procurement Officer within seven calendar days of the notice publication date, with protest delivery required by mail or email to the specified address.
